A UCM master (8) that transmits device identification information that can identify an electronic control device to be reproduced; a detailed information storage unit (13) for storing detailed information of a connection destination required to transmit a processing request to an electronic control device to be reproduced, the electronic control device being identified by the device identification information; a flashing adapter (9) that, upon receiving device identification information from the UCM master that can identify an electronic control device that conforms to a predetermined platform as a repro target, refers to the detailed information stored in the detailed information storage unit and transmits the processing request and the detailed information to a programming IF; and a programming IF (10) for transmitting the processing request to an electronic control device that conforms to a predetermined platform based on the detailed information.
