To provide a powder-containing cosmetic that improves dispersibility of powder and exhibits superior adhesion to a skin, and a method for producing the powder-containing cosmetic.SOLUTION: A powder-containing cosmetic contains following components (A)-(D): (A) a gemini surfactant; (B) at least one powder selected from a group consisting of talc, titanium oxide, and zinc oxide; (C) an oil solution; and (D) a polysaccharide.
