6. 2. The oil-in-water emulsion composition according to claim 1, wherein the polyglyceryl polyisostearate in component (C) comprises at least one selected from the group consisting of polyglyceryl-2 tetraisostearate and polyglyceryl-2 triisostearate.

The oil-in-water emulsion composition according to claim 1, further comprising, as component (D), at least one surfactant selected from the group consisting of a nonionic surfactant having an HLB value of 14.0 or more, which comprises at least one surfactant selected from the group consisting of polyoxyethylene hydrogenated castor oil, polyoxyethylene sugar fatty acid ester, polyoxyethylene sorbitan fatty acid ester, polyoxyethylene alkyl ether, and polyoxyethylene glycol fatty acid ester, and at least one surfactant selected from the group consisting of lecithin and hydrogenated lecithin.

8. 8. The oil-in-water emulsion composition according to claim 7, wherein the mass ratio of the component (C) to the component (D) is 1 or more and 100 or less.

9. 8. The oil-in-water emulsion composition according to claim 7, wherein the component (D) comprises at least one selected from the group consisting of polyoxyethylene sugar fatty acid esters and polyoxyethylene sorbitan fatty acid esters.

10. 8. The oil-in-water emulsion composition according to claim 7, wherein the component (D) comprises PEG-20 methyl glucose sesquistearate.

The oil-in-water emulsion composition according to claim 1, wherein the hydrophobically modified polyurethane comprises a compound represented by the following formula (I): R 1 {(OR 2 ) k OCONHR 3 [NHCOO(R 4 O) n R 5 ] h } m (I) (In formula (I), R 1 represents an m-valent hydrocarbon group having 2 to 4 carbon atoms, and R 2 and R 4 each independently represents a divalent hydrocarbon group having 2 to 4 carbon atoms; R 3 represents a divalent hydrocarbon group having 1 to 10 carbon atoms which may have a urethane bond, and R 5 represents a hydrocarbon group having 8 to 36 carbon atoms; m is a number of 2 or more; h is a number of 1 or more; k is a number of 1 or more and 500 or less; and n is a number of 1 or more and 200 or less.
