To provide a position measuring device capable of measuring a position of a moving body without emitting a radio wave to the moving body.SOLUTION: A position measuring device includes a receiving antenna section, an arrival direction estimation section, a detection section, an identification section, and a position calculation section. The receiving antenna section receives a radio wave emitted by an object moving body and generates a reception signal. The arrival direction estimation section estimates an arrival direction of the radio wave on the basis of the reception signal. The detection section detects an observation frequency which is a frequency of the radio wave received by the receiving antenna section on the basis of the reception signal. The identification section identifies a transmission frequency which is a frequency of the radio wave emitted by the object moving body on the basis of the reception signal.
