A user equipment (UE), comprising: reception circuitry configured to receive a Master Information Block (MIB) including first information indicating whether cell is barred and second information for a cell, and a System Information Block 1 (SIB1); and processing circuitry configured to consider the cell as barred if at least the first information indicates that the cell is not barred.

2. The UE according to the claim 1 : wherein the processing circuitry is configured to consider the cell as barred if at least the first information indicates that the cell is not barred and the second information is set to a first value that indicates a request of SIB1 is available.

3. The UE according to the claim 1 or the claim 2: wherein the processing circuitry is configured to apply parameters of the MIB if the first information indicates that the cell is not barred and the second information is set to a second value that does not indicate a request of SIB1 is available.

4. The UE according to the claim 1 or claim 2: wherein the second information is frequency domain offset between a Synchronization Signal and PBCH block (SSB), the PBCE1 containing MIB, and an overall resource block grid in number of subcarriers.

5. A base station, comprising: transmission circuitry configured to transmit a Master Information Block(MIB) including first information indicating whether cell is barred and second information for a cell, and a System Information Block 1 (SIB1); and processing circuitry configured to set the first information to indicate that the cell is not barred when making a user equipment to consider the cell is barred.

The base station according to the claim 5: wherein the processing circuitry is configured to set the first information to indicate that the cell is not barred and set the second information to a first value that indicates a request of SIB1 is available when making a user equipment to consider the cell is barred.

7. The base station according to the claim 5: wherein the processing circuitry is configured to set the first information to indicate that the cell is not barred and set the second information to a second value that does not indicate a request of SIB1 is available when making a user equipment to apply parameters of the MIB.

8. A method performed by a user equipment, the method comprising: receiving a Master Information Block (MIB) including first information indicating whether cell is barred and second information for a cell, and a System Information Block 1 (SIB 1); andconsidering the cell as barred if at least the first information indicates that the cell is not barred and the second information is set to a first value that indicates a request of SIB 1 is available.
