Claims

1.A method, performed by user equipment (UE) in communication with a network, comprising:camping on a serving cell of the network;receiving from the network, a measurement configuration from the network including a beam condition; andin response to detecting that the beam condition is satisfied, performing an operation associated with switching to a neighbor cell.2.The method of claim 1, wherein detecting that the beam condition is satisfied comprises detecting that a best beam of the serving cell is below an initial beam threshold specified in the measurement configuration, and wherein the operation comprises detecting that a beam of the serving cell satisfies a second beam condition specified in the measurement configuration, the second beam condition being satisfied when a signal strength for the beam of the serving cell satisfies a signal strength threshold, or when the beam of the serving cell is stronger than the best beam of the serving cell by a threshold offset specified in the measurement configuration.3.The method of claim 2, wherein the operations further comprises, in response to detecting that the beam of the serving cell satisfies the second beam condition, sending to the serving cell, a measurement report comprising strength of a best beam of the serving cell and strength  of the beam of the neighbor cell, and wherein the network performs a handover signaling procedure with the UE to switch the UE to the neighbor cell.4.The method of claim 1, wherein the beam condition indicates the neighbor cell as a candidate to perform a conditional handover (CHO) in response to the beam condition being satisfied when a beam of the neighbor cell is stronger than a best beam of the serving cell by a threshold offset.5.The method of claim 4, wherein the operation comprises, performing the CHO by signaling directly to the neighbor cell and switching to the neighbor cell based on the direct signaling.6.The method of claim 1, wherein the beam measurement configuration comprises a first threshold associated with a first beam of the neighbor cell and a second threshold associated with a second beam of the neighbor cell.7.The method of claim 1, wherein the measurement configuration comprises a second condition that is associated with layer 1 measurement, and in response to the second condition being satisfied, the UE performs the layer 1 measurement of the neighbor cell, wherein the second condition comprises the beam condition or a cell measurement condition, and wherein the measurement configuration specifies an association between a serving beam of the serving cell and the neighbor cell, or an association between the serving beam and a beam of the neighbor cell.8.The method of claim 7, wherein in response to the measurement configuration specifying which beam to measure, the UE measures the specified beam and bypasses measurement of other beams of the neighbor cell, and sends resulting beam measurement to the serving cell.9.The method of claim 7, further comprising: in response to the measurement configuration not specifying the beam to measure,measuring a plurality of beams of the neighbor cell, andsending a resulting beam measurement of a strongest measured beam to the serving cell.10.The method of claim 1, further comprising: in response to detecting that a beam of the neighbor cell satisfies a layer 1 measurement condition included in the measurement configuration wherein the layer 1 measurement condition is satisfied when the beam of the neighbor is stronger than a threshold or stronger than a best beam of the serving cell by an offset amount, performing, by the UE, a layer 1 measurement and detecting a best beam of the neighbor cell.11.A method, performed by user equipment in communication with a network, comprising:camping on a serving cell through a first beam of the serving cell;performing a layer 1 measurement of a beam of a neighbor cell; andsending a result of the layer 1 measurement of the beam of the neighbor cell to the network to initiate a switch to the serving cell.12.The method of claim 11, wherein performing the layer 1 measurement is performed in response to receiving a command from the network specifying to perform the layer 1 measurement and specifying the beam of the neighbor cell to perform the layer 1 measurement on.13.The method of claim 11, wherein performing the layer 1 measurement is performed in response to receiving, from the network, a condition comprising a candidate neighbor cell and beam condition.14.The method of claim 11, wherein performing the layer 1 measurement is performed in response to receiving, from the network, a condition comprising an association between a beam of the serving cell and the beam of the neighbor cell.15.A method, performed by network in communication with a user equipment (UE) , comprising:sending, to a UE that is camped on a serving cell of the network a measurement configuration comprising a beam condition; andperforming an operation associated with switching to a neighbor cell.16.The method of claim 15, wherein the operation comprises receiving from the UE, at the serving cell, a measurement report comprising strength of a best beam of the serving cell and a strength of the beam of the neighbor cell, and in response to receiving the measurement report, performing a handover (HO) signaling procedure to switch the UE to the neighbor cell.17.The method of claim 15, wherein the beam measurement configuration comprises a first threshold associated with a first beam of the neighbor cell and a second threshold associated with a second beam of the neighbor cell.18.The method of claim 15, wherein the measurement configuration comprises a second condition that is associated with performing a layer 1 measurement, wherein the second condition comprises the beam condition or a cell measurement condition, and wherein the  measurement configuration specifies an association between a serving beam of the serving cell and the neighbor cell, or an association between the serving beam and a beam of the neighbor cell.19.The method of claim 18, further comprising receiving, from the UE, a beam measurement comprising strength of the beam of the neighbor cell that is specified in the measurement configuration.20.The method of claim 18, further comprising receiving, from the UE, a beam measurement of a strongest measured beam of the neighbor cell to the serving cell.21.A method, performed by a network in communication with a user equipment (UE) , comprising:sending, to a UE that is camping on a serving cell through a first beam of the serving cell, a message comprising at least one of: a command specifying to perform a layer 1 measurement and indicating which beam of a neighbor cell to perform the layer 1 measurement on, or a condition associated with the layer 1 measurement, the condition comprising a candidate neighbor cell and a beam threshold;receiving, from the UE, a result of the layer 1 measurement of the beam of the neighbor cell; andin response to receiving the result of the layer 1 measurement, switching the UE to the serving cell.22.A UE comprising a processor, configured to perform the method of any one of claims 1 to 10.23.A processor of a network, configured to perform the method of any one of claims 15 to 21.
