[0003] Wireless communications systems are widely deployed to provide various types of communication content such as voice, video, packet data, messaging, broadcast, and so on. These systems may be capable of supporting communication with multiple users by sharing the available system resources (e.g., time, frequency, and power) . Examples of such multiple-access systems include fourth generation (4G) systems such as Long Term Evolution (LTE) systems, LTE-Advanced (LTE-A) systems, or LTE-A Pro systems, and fifth generation (5G) systems which may be referred to as New Radio (NR) systems. These systems may employ technologies such as code division multiple access (CDMA) , time division multiple access (TDMA) , frequency division multiple access (FDMA) , orthogonal FDMA (OFDMA) , or discrete Fourier transform spread orthogonal frequency division multiplexing (DFT-S-OFDM) . A wireless multiple-access communications system may include one or more base stations, each supporting wireless communication for communication devices, which may be known as user equipment (UE) .SUMMARY

[0004] The described techniques relate to improved methods, systems, devices, and apparatuses that support user equipment (UE) -measured downlink beam performance reporting. For example, the described techniques provide for a network entity to configure a UE with an error rate threshold that triggers a prediction failure instance, a temporal window, and a prediction failure instance quantity threshold within the temporal window that triggers a prediction failure event. The UE may measure one or more reference signals (RSs) and determine an error rate for each of the one or more RSs. The UE may generate a performance monitoring report based on the quantity of performance failure instances occurring within the temporal window, and may transmit the performance monitoring report based on the quantity of performance failure  instances exceeding the prediction failure instance quantity threshold. Additionally, or alternatively, the UE may identify beam spatial information, a receive beam spatial filter, or both for the set of performance monitoring resources based on beam spatial information, a receive beam spatial filter, or both for a subset of prediction target resources from a previous performance monitoring report. Such UE-measured downlink beam performance prediction may produce several benefits over alternative methods. For example, UE-measured prediction may experience lower latency and improved reliability over network-based monitoring methods.

[0041] In a wireless communications system, a network entity and a user equipment (UE) may desire to use wireless communication resources associated with high power and quality. To determine the highest quality resources, the network entity may transmit one or more reference signals (RSs) and the UE may measure one or more performance monitoring metrics, such as a reference signal receive power (RSRP) , associated with the transmitted RSs. The UE may predict the RSRP associated with one set of resources (e.g., set A of beams) based on measurement results for another set of resources (e.g., set B of beams) . In some examples, the network entity may request the UE to monitor the difference between a measured RSRP and a predicted RSRP associated with a prediction target resource (e.g., in units of decibels (dB) ) . In some examples, the network entity may configure the UE with a threshold RSRP difference value, such that the UE may determine whether to report monitoring messages to the network entity based on the difference between the measured RSRP and the predicted RSRP exceeding the RSRP difference threshold.
