ENHANCEMENTS ON PUBLIC WARNING SYSTEM MESSAGE DELIVERY FOR EXTENDED DISCONTINUOUS RECEPTIONTECHNICAL FIELD

[0001] The present disclosure is generally related to mobile communications and, more particularly, to enhancements on public warning system (PWS) message delivery for extended discontinuous reception (eDRX) with respect to user equipment (UE) and network apparatus in mobile communications.BACKGROUND

[0002] Unless otherwise indicated herein, approaches described in this section are not prior art to the claims listed below and are not admitted as prior art by inclusion in this section.

[0003] A public land mobile network (PLMN) is a network established and operated by an administration or recognized operating agency (ROA) for the specific purpose of providing land mobile communication services to the public. PLMN provides communication possibilities for mobile users. One PLMN may include multiple radio access networks (RANs) utilizing different radio access technologies (RATs) for accessing mobile services. RAN is part of a mobile communication system, which implements a radio access technology. Conceptually, RAN resides between a mobile device and provides connection with its core network (CN) . Depending on the 3rd Generation Partnership Project (3GPP) standards, mobile phones and other wireless connected devices are varyingly known as user equipment (UE) , terminal equipment (TE) , mobile stations (MS) , or mobile termination (MT) , etc. Examples of different RATs include 2nd generation (2G) Global System for Mobile Communications (GSM) , 3rd generation (3G) Universal Mobile Telecommunications System (UMTS) , 4th generation (4G) Long Term Evolution (LTE) , and 5th generation (5G) New Radio (NR) .

[0004] In mobile communications, when a UE is operating in an eDRX mode, the UE can stay in idle mode for long time to reduce power consumption. In the eDRX mode, the UE may monitor paging occasion (PO) as normal DRX within a paging time window (PTW) in each eDRX cycle. The PTW may starts in the specific paging hyper-system frame number (P_H-SFN) . In addition, in conventional communication technologies, the UE may monitor a short message from a network node to know that the PWS message (e.g., earthquake and tsunami warning system (ETWS) notification or commercial mobile alerting system (CMAS) notification) is broadcasted.

[0005] However, the eDRX cycle can be very long (e.g., max length 2.9 hours) . Therefore, for all eDRX UEs to receive a PWS message, the network node may need to broadcast the PWS message repeatedly for the max eDRX period. As a result, a lot of bandwidth and radio  resources would be consumed. In addition, the normal UEs (e.g., DRX UEs) would repeatedly receive the same PWS message in the max eDRX period, causing unnecessary power consumption for the normal UEs.

[0006] Accordingly, how to delivery PWS message for eDRX UEs in an efficient and reliable way has become an important issue for newly developed wireless communication systems. Therefore, there is a need to provide proper schemes and designs to solve this issue.SUMMARY

[0008] One objective of the present disclosure is to propose schemes, concepts, designs, systems, methods and apparatus pertaining to enhancements on PWS message delivery for eDRX. It is believed that the above-described issue would be avoided or otherwise alleviated by implementing one or more of the proposed schemes described herein.

[0009] In one aspect, a method may involve an apparatus operating in an eDRX mode with a network node of a wireless network. The method may also involve the apparatus receiving a PWS message from the network node via a radio resource control (RRC) message or a system information block (SIB) dedicated for eDRX PWS or from another apparatus.

[0032] Implementations in accordance with the present disclosure relate to various techniques, methods, schemes and / or solutions pertaining to enhancements on public warning system (PWS) message delivery for extended discontinuous reception (eDRX) . According to the present disclosure, a number of possible solutions may be implemented separately or jointly. That  is, although these possible solutions may be described below separately, two or more of these possible solutions may be implemented in one combination or another.

[0033] FIG. 1 illustrates an example scenario 100 of a communication environment in which various solutions and schemes in accordance with the present disclosure may be implemented. Scenario 100 involves a UE 110 in wireless communication with a network 120 (e.g., a wireless network including an NTN and a TN) via a terrestrial network node 125 (e.g., an evolved Node-B (eNB) , a Next Generation Node-B (gNB) , or a transmission / reception point (TRP) ) and / or a non-terrestrial network node 128 (e.g., a satellite) . For example, the terrestrial network node 125 and / or the non-terrestrial network node 128 may form a non-terrestrial network (NTN) serving cell for wireless communication with the UE 110. In some implementations, the UE 110 may be an IoT device such as an NB-IoT UE or an enhanced machine-type communication (eMTC) UE (e.g., a bandwidth reduced low complexity (BL) UE or a coverage enhancement (CE) UE) . In such communication environment, the UE 110, the network 120, the terrestrial network node 125, and the non-terrestrial network node 128 may implement various schemes pertaining to enhancements on PWS message delivery for eDRX in accordance with the present disclosure, as described below. It is noteworthy that, while the various proposed schemes may be individually or separately described below, in actual implementations some or all of the proposed schemes may be utilized or otherwise implemented jointly. Of course, each of the proposed schemes may be utilized or otherwise implemented individually or separately.

[0034] According to the implementations of the present disclosure, when a UE (e.g., the UE 110) operates in an eDRX mode with a network node (e.g., the terrestrial network node 125 or the non-terrestrial network node 128) of a wireless network (e.g., the network 120) , the UE may receive a PWS message from the network node via a radio resource control (RRC) message or a system information block (SIB) dedicated for eDRX PWS or from another apparatus. The PWS message may comprise an earthquake and tsunami warning system (ETWS) notification or a commercial mobile alerting system (CMAS) notification.

[0035] Under a first proposed scheme in accordance with the present disclosure, the UE may establish a connection between the UE and the network node before receiving the PWS message from the network node via the RRC message (e.g., RRCReconfiguration using dedicatedSystemInformationDelivery information element (IE) ) . The UE may receive the PWS message from the network node via the RRC message in an event that the PWS message has been broadcasted in a period of time preceding the connection establishment. Specifically, the network node may check whether it has broadcasted PWS message in a period of time (e.g., the last max eDRX period, e.g., about the last 3 hours) preceding the connection establishment. If the network node has broadcasted PWS message in the last max eDRX period, the network node may transmit  the PWS message to the UE via the RRC message. The connection between the UE and the network node may comprise a mobile originated (MO) call or a mobile terminated (MT) call. In an example, for the MO call, the network node may know that the UE in the eDRX mode when the connection setup has been completed and the core network (e.g., 5G core network (5GC) ) sent the N2 Initial Context Setup message which indicates information of eDRX to the network node.

[0036] FIG. 2 illustrates an example scenario 200 for PWS message transmission under the first proposed scheme in accordance with implementations of the present disclosure. Scenario 200 involves a UE and a network node (e.g., a (macro / micro) base station) which may be a part of a wireless network (e.g., an LTE network, a 5G / NR network, an IoT network or a 6G network) . Referring to FIG. 2, in step S210, the UE may establish a connection (e.g., MO connection or MT connection) between the UE and the network node.

[0039] FIG. 3 illustrates an example scenario 300 for PWS message transmission in the eDRX periods under the first proposed scheme in accordance with implementations of the present disclosure. Referring to FIG. 3, the network node may broadcast the PWS message for normal DRX UEs for short period time when eDRX UEs may not receive. When a connection (e.g., MO connection or MT connection) is established, the network node may check whether it has broadcasted PWS message in the last max eDRX period. Then, the network node may determine whether to transmit the PWS message to the UE via the RRC message according to the check result.

[0040] Under a second proposed scheme in accordance with the present disclosure, the UE may establish a connection between the UE and the network node before receiving the PWS message from the network node via the RRC message. Then, in order to avoid the duplicated PWS message transmitted to the UE, the UE may receive a PWS message identity (ID) of the PWS message from the network node. The PWS message ID may indicate the PWS message which has been broadcasted by the network node in a period of time (e.g., the last max eDRX period, e.g., about the last 3 hours) preceding the connection establishment. Specifically, the UE may receive a PWS message list from the network node via RRCReconfiguration message or UEInformationRequest first. The PWS message list may comprise the message IDs and serial numbers of the PWS messages which the network node has broadcasted in a period of time preceding the connection establishment. The PWS messages which the network node has  broadcasted in a period of time preceding the connection establishment may comprise at least one of a system information block 6 (SIB6) (ETWS primary notification) , SIB7 (ETWS secondary notification) and SIB8 (CMAS notification) . Then, the UE may determine which PWS message (or PWS messages) in the PWS message list has not received before the connection establishment. In an example, if the UE has not received a specific PWS message in the PWS message list before the connection establishment, the UE may transmit a request for the specific PWS message to the network node via RRCReconfigurationComplete message or UEInformationResponse. Then, the UE may receive the specific PWS message from the network node via the RRC message (e.g., RRCReconfiguration using dedicatedSystemInformationDelivery IE) responsive to the request for the specific PWS message. The request for the specific PWS message may comprise the message ID or serial number of the specific PWS message.

[0058] FIG. 8 illustrates an example scenario 800 for PWS message transmission in the eDRX period under the fourth proposed scheme in accordance with implementations of the present disclosure. Referring to FIG. 8, the network node may broadcast the PWS message for normal DRX UEs. In addition, the network node may broadcast the short message with the dedicated bit (e.g., etwsAndCmasIndication-eDRX=1) for the eDRX UEs. The eDRX UEs may perform a paging monitoring to receive the short message with the dedicated bit from the network node. In an example, when the UE receives the short message, the UE may immediately receive the PWS  message from the network node via the SIB dedicated for the eDRX UEs. In another example, when the UE receives the short message, the UE may receive the PWS message from the network node in the first hyper frame (i.e., H-SFN=0) of the next eDRX period via the SIB dedicated for the eDRX UEs.

[0059] Under a fifth proposed scheme in accordance with the present disclosure, the UE may establish or resume a connection (e.g., MO connection) between the UE and the network node when the UE activate a mobile initiated connection only (MICO) mode. Then, the UE may transmit an indication to the network node during the connection establishment or the connection resume via RRCSetupComplete message, RRCResumeComplete message or RRCReconfigurationComplete message when the MICO mode is activated. The indication may comprise a PWS message ID of a last received PWS message (e.g., SIB6 (ETWS primary notification) , SIB7 (ETWS secondary notification) , or SIB8 (CMAS notification) ) or a time (e.g., coordinated universal time (UTC) time) of a last connection establishment or release. According to the PWS message ID of the last received PWS message or the time of the last connection establishment or release, the network node may determine whether the UE has not received the PWS message which the network has broadcasted according to the indication. Specifically, in an example, the network node may determine whether the PWS message is broadcasted after the last received PWS message according to the PWS message ID of the last received PWS message. When the PWS message is broadcasted after the last received PWS message, it means that the UE has not received the PWS message. In another example, the network node may determine whether the PWS message is broadcasted after the time of the last connection establishment or release. When the PWS message is broadcasted after the time of the last connection establishment or release, it means that the UE has not received the PWS message. If the UE has not received a specific PWS message which the network has broadcasted, the UE may receive the specific PWS message from the network node via the RRC message (e.g., RRCReconfiguration using dedicatedSystemInformationDelivery IE) responsive to the indication from the UE.

Claims

1.A method, comprising:operating, by a processor of an apparatus, in an extended discontinuous reception (eDRX) mode with a network node of a wireless network; andreceiving, by the processor, a public warning system (PWS) message from the network node via a radio resource control (RRC) message or a system information block (SIB) dedicated for eDRX PWS or from another apparatus.2.The method of Claim 1, further comprising:establishing, by the processor, a connection between the apparatus and the network node before receiving the PWS message from the network node via the RRC message;wherein the receiving of the PWS message from the network node via the RRC message is performed in an event that the PWS message has been broadcasted in a period of time preceding the connection establishment.3.The method of Claim 1, further comprising:establishing, by the processor, a connection between the apparatus and the network node before receiving the PWS message from the network node via the RRC message;receiving, by the processor, a PWS message identity (ID) of the PWS message from the network node, wherein the PWS message ID indicates that the PWS message has been broadcasted in a period of time preceding the connection establishment; andtransmitting, by the processor, a request of the PWS message to the network node in an event that the apparatus has not received the PWS message before the connection establishment;wherein the receiving of the PWS message from the network node via the RRC message is performed responsive to transmitting the request of the PWS message.4.The method of Claim 3, wherein the connection between the apparatus and the network node comprises a mobile originated (MO) call or a mobile terminated (MT) call.5.The method of Claim 3, further comprising:performing, by the processor, a paging monitoring to receive a short message from the network node, wherein the short message comprises a PWS notification for eDRX user equipment (UE) ;wherein the connection establishment is performed responsive to the short message comprising the PWS notification for eDRX UE.6.The method of Claim 1, further comprising:performing, by the processor, a paging monitoring to receive a short message from the network node, wherein the short message indicates a PWS notification for eDRX UE;wherein the receiving of the PWS message via the SIB dedicated for eDRX PWS is performed responsive to the short message indicating the PWS notification for eDRX UE.7.The method of Claim 1, further comprising:establishing or resuming, by the processor, a connection between the apparatus and the network node in an event that a mobile initiated connection only (MICO) mode is activated; andtransmitting, by the processor, an indication to the network node during the connection establishment or the connection resume, wherein the indication comprises a PWS message ID of a last received PWS message or a time of a last connection establishment or release;wherein the receiving of the PWS message from the network node via the RRC message is performed responsive to transmitting the indication.8.The method of Claim 1, wherein the RRC message comprises an RRC reconfiguration message.9.The method of Claim 1, further comprising:transmitting, by the processor, a request of the PWS message to the other apparatus in an event the apparatus wakes up in the eDRX mode when bound with the other apparatus which is not operating in the eDRX mode;wherein the receiving of the PWS message from the other apparatus is performed responsive to transmitting the request of the PWS message.10.A method, comprising:operating, by a processor of an apparatus, in a discontinuous reception (DRX) mode or an extended DRX (eDRX) mode with a network node of a wireless network according to a configuration, wherein the configuration indicates whether public warning system (PWS) reception is prioritized over power saving; andreceiving, by the processor, a PWS message from the network node via a system information block (SIB) in an event that the apparatus wakes up in the DRX mode or the eDRX mode.11.The method of Claim 10, wherein the operating of the apparatus in the DRX mode or the eDRX mode comprises one of the following:operating in the DRX mode when the configuration indicates that PWS reception is prioritized over power saving; andoperating in the eDRX mode when the configuration indicates that PWS reception and power saving have equal priority or indicates that power saving is prioritized over PWS reception.12.The method of Claim 11, wherein the operating of the apparatus in the eDRX mode when the configuration indicates that PWS reception and power saving have equal priority comprises:transmitting a registration request comprising a requested eDRX cycle length to the network node, wherein the requested eDRX cycle length is equal to or less than a predetermined value; andreceiving a registration response comprising a negotiated eDRX cycle length from the network node.13.A method, comprising:communicating wirelessly, by a processor of a network node, with an apparatus operating in an extended discontinuous reception (eDRX) mode; andtransmitting, by the processor, a public warning system (PWS) message to the apparatus via a radio resource control (RRC) message or a system information block (SIB) dedicated for eDRX PWS.14.The method of Claim 13, further comprising:establishing, by the processor, a connection between the apparatus and the network node before transmitting the PWS message to the apparatus via the RRC message;wherein the transmitting of the PWS message to the apparatus via the RRC message is performed in an event that the PWS message has been broadcasted in a period of time preceding the connection establishment.15.The method of Claim 13, further comprising:establishing, by the processor, a connection between the apparatus and the network node before transmitting the PWS message to the apparatus via the RRC message;transmitting, by the processor, a PWS message identity (ID) of the PWS message to the apparatus, wherein the PWS message ID indicates that the PWS message has been broadcasted in a period of time preceding the connection establishment; andreceiving, by the processor, a request of the PWS message from the apparatus in an event that the apparatus has not received the PWS message before the connection establishment;wherein the transmitting of the PWS message to the apparatus via the RRC message is performed responsive to receiving the request of the PWS message.16.The method of Claim 15, wherein the connection between the apparatus and the network node comprises a mobile originated (MO) call or a mobile terminated (MT) call.17.The method of Claim 15, further comprising:broadcasting, by the processor, a short message comprising a PWS notification for eDRX UE;wherein the connection establishment is performed responsive to the short message comprising the PWS notification for eDRX UE.18.The method of Claim 13, further comprising:broadcasting, by the processor, a short message comprising a PWS notification for eDRX UE;wherein the transmitting of the PWS message via the SIB dedicated for eDRX PWS is performed responsive to the short message comprising the PWS notification for eDRX UE.19.The method of Claim 13, further comprising:establishing or resuming, by the processor, a connection between the apparatus and the network node in an event that a mobile initiated connection only (MICO) mode is activated; andreceiving, by the processor, an indication from the apparatus during the connection establishment or the connection resume, wherein the indication comprises a PWS message ID of a last received PWS message or a time of a last connection establishment or release;wherein the transmitting of the PWS message to the apparatus via the RRC message is performed responsive to receiving the indication.20.The method of Claim 13, wherein the RRC message comprises an RRC reconfiguration message.
