[0003] In the fifth generation (5G) system, a downlink (DL) modulation and coding scheme (MCS) for a given user equipment (UE) is typically selected based on the radio frequency (RF) channel quality that is recommended by the UE through a channel quality indicator (CQI) report. Frequency resources and a power level may be derived based on data of a user in a buffer and the MCS. In a non-full buffer scenario, frequency resources may be left unused, which could be utilized for transmit power reduction and energy saving. Transmission power reduction has the benefit of reducing in-band and adjacent-band interference and improving throughput.SUMMARY

[0022] With the introduction of a new generation of mobile networks, issues are being raised about aspects related to the RF electro-magnetic field (EMF) exposure from the radio transmitters, especially for 5G networks. It is prescribed to limit the average radiation exposure over a sliding window of duration equal to X minutes, where 1≤X≤30 and typically X=6, as specified by International Commission On Non-Ionizing Radiation Protection (ICNIRP) international guidelines.

[0024] How to implement an architecture, which may integrate itself with the complex already existing layer 2 (L2) packet scheduler (PS) architecture and may run in real time, is a more interesting and open challenge. There is an issue about how to execute all scheduling procedures and obtain the desired effect.

Claims

1.An apparatus comprising:at least one processor; andat least one memory storing instructions that, when executed by the at least one processor, cause the apparatus at least to:determine, for each cell segment of a plurality of cell segments in a cell, available equivalent isotropic radiated power (EIRP) allowance of the cell segment in a time period of a plurality of time periods; andreduce at least one of power or resources for a plurality of terminal devices to be scheduled in a set of candidate cell segments from the plurality of cell segments in the time period, to enable expected EIRP consumption of each candidate cell segment in the set of candidate cell segments to be less than or equal to the available EIRP allowance of the candidate cell segment.2.The apparatus of claim 1, wherein the at least one memory and the at least one processor further cause the apparatus to:select the plurality of terminal devices to be scheduled in the set of candidate cell segments in the time period, from the terminal devices to be scheduled in the plurality of cell segments in the time period, based on the available EIRP allowance of each cell segment.3.The apparatus of claim 1 or 2, wherein the at least one memory and the at least one processor cause the apparatus to reduce by:reducing the at least one of the power or the resources for at least one terminal device of a set of terminal devices to be scheduled in a candidate cell segment of the set of candidate cell segments in the time period, to enable the expected EIRP consumption of the candidate cell segment to be less than or equal to the available EIRP allowance of the candidate cell segment.4.The apparatus of claim 3, wherein reducing the power comprises:reducing the power of the respective terminal devices to ensure increment fairness of throughput of the respective terminal devices.5.The apparatus of claim 3, wherein reducing the power comprises:reducing the power of the respective terminal devices, using a same multiplicative factor.6.The apparatus of any of claims 3 to 5, wherein reducing the power further comprises:updating the expected EIRP consumption of the candidate cell segment based on the reduced power of the respective terminal devices; andreducing the resources for the respective terminal devices, based on the updated EIRP consumption of the candidate cell segment being greater than the available EIRP allowance of the candidate cell segment.7.The apparatus of any of claims 1 to 6, wherein the at least one memory and the at least one processor further cause the apparatus to:reduce a respective modulation and coding scheme (MCS) level and respective transmission power expected to be assigned to each terminal device of the plurality of terminal devices to be scheduled in a set of candidate cell segments in the time period.8.The apparatus of claim 7, wherein the respective MCS level and the respective transmission power are reduced based on at least one of buffer status, a quality of service requirement or resource availability of each terminal device of the plurality of terminal devices.9.The apparatus of claim 7 or 8, wherein the respective MCS level and the respective  transmission power of each terminal device of the plurality of terminal devices are reduced before the reduction of the at least one of the power or the resources for the plurality of terminal devices, and the at least one memory and the at least one proce ssor further cause the apparatus to:determine a number of resources required by each terminal device of the plurality of terminal devices, based on the reduced MCS level of the terminal device; anddetermine the expected EIRP consumption for each candidate cell segment in the set of candidate cell segments, based on the reduced transmission power and the required number of resources of each terminal device of a set of terminal devices to be scheduled in the candidate cell segment.10.The apparatus of claim 9, wherein the at least one memory and the at least one processor further cause the apparatus to:perform a resource allocation for a set of terminal devices to be scheduled in a first candidate cell segment of the set of candidate cell segments in the time period, based on at least one of an updated MCS level, updated transmission power, or an updated number of resources of the first candidate cell segment.11.The apparatus of claim 9, wherein the at least one memory and the at least one processor further cause the apparatus to:in response to determining that the expected EIRP consumption of a second candidate cell segment of the set of candidate cell segments is less than or equal to the available EIRP allowance of the second candidate cell segment, perform a resource allocation for the second candidate cell segment based on the at least one of the reduced MCS level, the reduced transmission power, or the required number of resources of the second candidate cell segment.12.The apparatus of claim 7 or 8, wherein the MCS level and the transmission power are reduced after the reduction of the at least one of the power or the resources for the  plurality of terminal devices to be scheduled in the set of candidate cell segments.13.The apparatus of any of claims 1 to 12, wherein the at least one memory and the at least one processor further cause the apparatus to determine the available EIRP allowance by:for each cell segment of the plurality of cell segments,determining an EIRP budget in the plurality of time periods;determining a ratio of the EIRP budget to assign the EIRP budget among the plurality of time periods; anddetermining, based on the ratio, the available EIRP allowance in respective time periods of the plurality of time periods.14.The apparatus of claim 13, wherein the at least one memory and the at least one processor further cause the apparatus to determine the available EIRP allowance further by:in response to determining that the available EIRP allowance for the cell segment is less than a threshold, scaling the available EIRP allowance based on maximum EIRP available for the cell segment and a difference between the threshold and the available EIRP allowance.15.The apparatus of any of claims 1 to 14, wherein the at least one memory and the at least one processor further cause the apparatus to:remove, from a list of terminal devices to be scheduled in the plurality of cell segments of the cell, a set of terminal devices to be scheduled in a cell segment of the plurality of cell segments, based on the available EIRP allowance of the cell segment being less than or equal to a threshold.16.A method comprising:determining, for each cell segment of a plurality of cell segments in a cell, available equivalent isotropic radiated power (EIRP) allowance of the cell segment in a time period of a plurality of time periods; andreducing at least one of power or resources for a plurality of terminal devices to be scheduled in a set of candidate cell segments from the plurality of cell segments in the time period, to enable expected EIRP consumption of each candidate cell segment in the set of candidate cell segments to be less than or equal to the available EIRP allowance of the candidate cell segment.17.An apparatus comprising:means for determining, for each cell segment of a plurality of cell segments in a cell, available equivalent isotropic radiated power (EIRP) allowance of the cell segment in a time period of a plurality of time periods; andmeans for reducing at least one of power or resources for a plurality of terminal devices to be scheduled in a set of candidate cell segments from the plurality of cell segments in the time period, to enable expected EIRP consumption of each candidate cell segment in the set of candidate cell segments to be less than or equal to the available EIRP allowance of the candidate cell segment.18.A computer readable medium comprising instructions stored thereon for causing an apparatus at least to perform the method of claim 16.
