1.A method comprising:receiving a measurement configuration for a candidate cell from a network;wherein the measurement configuration includes a condition for triggering a measurement report, andwherein the condition is related to both a beam measurement related to the candidate cell and a cell measurement related to the candidate cell;performing a measurement based on the measurement configuration; andtriggering a measurement reporting to the network based on the condition being met.2.The method of claim 1, wherein the measurement configuration includes at least one of information related to a reference signal or a report configuration.3.The method of claim 2, wherein the reference signal includes at least one of a synchronization signal block (SSB) or a channel state information reference signal (CSI-RS).4.The method of claim 2 or 3, wherein the report configuration includes at least one of an uplink (UL) resource for the measurement reporting or measurement results to report.5.The method of claim 4, wherein the UL resource for the measurement reporting includes at least one of an UL grant for transmitting a measurement result or an UL grant for informing that the condition is met.6.The method of claim 4 or 5, wherein the measurement results to report include at least one of candidate cell identifier (ID), best beam quality, top-k beams quality, information informing which condition is met, or measurement results corresponding to the condition being met.7.The method of any claims 1 to 6, wherein the condition is met based on a result of the beam measurement being larger than a first threshold and / or a result of the cell measurement being larger than a second threshold.8.The method of any claims 1 to 7, wherein the condition relates to time-to-trigger (TTT).9.The method of claim 8, wherein the measurement reporting is deferred during the TTT after the condition is met.10.The method of any claims 1 to 9, wherein a result of the beam measurement includes at least one of: i) a reference signal received power (RSRP), a reference signal received quality (RSRQ), or a signal-to-interference plus noise ratio (SINR) of a beam associated with a specific synchronization signal block (SSB) for a given time, ii) a RSRP, a RSRQ, or a SINR of a beam associated with a specific channel state information reference signal (CSI-RS) for a given time, or iii) a layer-1 (L1) measurement result.11.The method of any claims 1 to 10, wherein a result of the cell measurement includes at least one of: i) spatial average of instantaneous measurement results, ii) a temporal average of instantaneous measurement results, iii) a spatial-temporal average of instantaneous measurement results, iv) instantaneous measurement results of K number of best beams, v) a differential value compared to a previous cell measurement result, vi) a differential value compared to a previous beam measurement result, or vii) a layer-1 (L3) measurement result.12.The method of any claims 1 to 11, wherein the measurement reporting includes a measurement result based on a UL grant for transmitting the measurement result being configured.13.The method of any claims 1 to 12, wherein the measurement reporting includes information informing which condition is met based on a UL grant for informing that the condition is met being configured.14.The method of any claims 1 to 13, wherein the method further comprises:transmitting a scheduling request (SR) to the network based on a UL grant not being configured;
