An information processing system comprising: a commentary action determination unit that determines commentary action data that indicates actions to be taken when providing commentary on a specified content based on commentary policy information that indicates the commentary policy when providing commentary on the content, a history of events that have occurred in the content, and a history of commentary data previously generated for the content; and a commentary data generation unit that generates commentary data that indicates the content of the commentary on the content based on the commentary action data.
