The terminal device sends an uplink wake-up signal to a network device using the third resource. The first resource is a resource dedicated to transmitting an uplink wake-up signal in a physical random access channel (PRACH) resource, and the second resource is a resource corresponding to a chirp signal. The method enables the terminal device to select a suitable resource from the first resource and the second resource to send the uplink wake-up signal, making it possible to achieve energy saving while ensuring service performance.
