Abstract

The present invention provides: a steel sheet that contains Ni, Cu, and Sn and has excellent chemical conversion treatability even after a set amount of time has passed after degreasing; and a component that includes the steel sheet. The steel sheet and the component that includes the steel sheet are characterized in that the chemical composition of the steel sheet is 1.20–3.00 mass% Mn, 0.010–1.000 mass% Ni, 0.010–1.000 mass% Cu, 0.003–1.000 mass% Sn, and at least 0.01 but less than 0.75 mass% Si and satisfies Mn / (Si+Mn)>0.80 and in that the number N30 per 10 μm of Mn oxides that are exposed at the surface of the steel sheet and have a size of at least 30 nm by circle equivalent diameter satisfies N30≥20.
