An apparatus is provided that has a base and cylinder with an inclined element that is in communication with the cylinder so that actuation of the cylinder causes the inclined element to move in the axial direction. A plurality of arms are in sliding engagement with the inclined element and axial movement of the inclined element causes the plurality of arms to move between retracted and expanded positions in the radial direction. A build drum is held by the plurality of arms when in the expanded position, and are rotated when the base is rotated. The build drum can be removed from the plurality of arms, and a component such as a component making up a tire, can be placed onto the build drum for use in forming a product.
