[0001] The security situation in Germany has steadily worsened over the past five years. Therefore, thorough and effective training of explosive detection dogs (EDs) is becoming increasingly important. Crucially, these dogs must also be able to detect homemade explosives (HMEs). Acetone peroxide (TATP) is of particular importance in this context, as it has been repeatedly used in terrorist attacks over the last 25 years. The raw materials are relatively easy to obtain, and instructions for its production can be found online. The EDS's ability to detect this substance must be guaranteed.
[0002] This is a treacherous, unsafe substance that cannot be certified. Its transport on public roads is prohibited by law. TATP is not available commercially in the explosives trade. Therefore, trainers and handlers of explosive detection dogs cannot train their dogs on this crucial substance. As a result, "substitutes" are sometimes used, leading to a high error rate.
[0003] The solution to the described problem is the on-site production of acetone peroxide with a permit according to Section 7 of the Explosives Act (Protection Claim 1), i.e., at the respective training facility. The TATP is filtered before the detection dog training and portioned into aluminum dishes of varying sizes (Protection Claim 2) in different quantities (0.5 to 30 g). Different surface areas are important here because TATP sublimates and thus transitions more or less into its gaseous form. This gas is lighter than air and can be readily detected by the detection dogs. The thickness of the layer of the substance also affects its sensitivity.
[0004] The aluminum trays containing the explosive are then placed in safe search areas for the SSH (Specialized Security Unit). Since the sensitivity of TATP depends on the substance's dryness, temperature and humidity are constantly monitored during the detection work (Protection Claim 3). The moisture content of the TATP cannot be determined using measuring devices. Based on relevant experience, it can be determined when the training must be concluded and the substance destroyed.
[0005] The aluminum trays containing the TATP are collected and safely incinerated on-site in diesel fuel at a suitable location (protection claim 4.4). The explosive is thus destroyed without leaving any residue.
