A network-side device, comprising: The network side device is configured to: send indication information to a terminal device, wherein the indication information is used to indicate that a PPW on a plurality of component carriers (CCs) is activated; the indication information comprises multi-CC indication information; the multi-CC indication information comprises at least one of: CC list information comprising the plurality of CCs; information used to indicate whether the indication information is applicable to the plurality of CCs; first specified parameters corresponding to the activated PPW on the plurality of CCs are the same, and the first specified parameters comprise at least one of: a type corresponding to a PRS; a priority corresponding to the PRS; send RRC signaling to a terminal device, wherein the RRC signaling is used to configure a PPW on the plurality of CCs, and the plurality of CCs are used to simultaneously transmit a PRS; the RRC signaling is used to configure second specified parameters corresponding to the PPW, and second specified parameters corresponding to at least one PPW on at least one BWP respectively comprised in the plurality of CCs are the same; the second specified parameters comprise at least one of: a type corresponding to a PRS; a priority corresponding to the PRS.
