Abstract

The invention provides a public data circulation development system and method, and relates to the field of big data management and utilization. The system comprises a public data first-level circulation development platform and a public data second-level circulation development platform. The public data primary circulation development platform is used for receiving public data from a public data source; grading the public data according to a preset grading rule to obtain multi-level public data, and sending the multi-level public data to the public data secondary circulation development platform; and the public data secondary circulation development platform is used for providing the public data of the corresponding level of the third-party developer to the third-party developer in response to the data development request of the registered third-party developer, so that the third-party developer develops a data product according to the public data.
