20. A conditioning and application device according to claim 10 or 11, in combination with claim 19, wherein the cap (16) is fixed to the cap (114), preferably in a detachable manner.

Packaging and application device according to claim 20, in which the cap (16) is elastically fitted onto a metal sleeve (46) fixed onto the cap (114), the metal sleeve (46) having at least one elastic fitting relief (54) comprising a clipping tab (56) extending between two longitudinally non-through slots (58).

22. A conditioning and application device according to any one of claims 19 to 21, wherein the applicator element (112) is one of: a brush, a plastic tip, optionally flocked, a brush.
