1. A heat medium supplying device that supplies a heat medium to a temperature control device that adjusts the temperature of a semiconductor manufacturing device, a cooling device that cools the first heat medium; a heating device that heats the second heat medium; a cooling medium transfer pipe that transfers the cooled first heat medium to the temperature control device; a heating medium transfer pipe that transfers the heated second heat medium to the temperature control device; a cooling-side return pipe for returning the first heat medium that has passed through the temperature control device to the cooling device; a heating side return pipe for returning the second heat medium that has passed through the temperature control device to the heating device; an operation control unit that controls operation of the cooling device; the operation control unit is configured to, when the heat load on the cooling device exceeds a cooling load threshold, give a command to the cooling device to switch the operation of the cooling device from rated cooling operation to overload cooling operation.
