[Claim 1] a windmill-based hydroelectric generator disposed underwater and generating electrical energy through electromagnetic induction between a coil and a magnet, the generator comprising: a rotating shaft for driving the coil or the magnet; a rotating shaft drive unit comprising a pair of bellows pump chambers and a windmill disposed between the pair of bellows pump chambers and installed within a windmill chamber to which the rotating shaft is connected; a lower part of one of the bellows pump chambers is connected to an upper end of one of the windmill chambers via a connecting part such as a pipe; and an upper end of the other of the windmill chambers is connected to a lower part of the other of the bellows pump chambers by a connecting part such as a pipe; a drain tower and a sliding door are provided at the upper ends of the pair of bellows pump chambers, respectively, and one of the sliding doors is configured so that when the other is open, the other closes; and the windmill chamber is provided with a pair of switching point plates having a switching point for changing the air flow within the chamber.
