【Problem】 To provide a microbubble forming device capable of increasing the amount of generated microbubbles. 【Solution means】 The microbubble forming device according to the present invention includes a substantially cylindrical housing in which an inflow channel and an outflow channel are continuously formed inside, a swirling flow forming plate having a plurality of inclined holes and attached to the inlet of the inflow channel, and an obstacle member disposed in the inflow channel to intentionally disturb the water flow that has passed through the swirling flow forming plate.
