Claim 1 A non-therapeutic method for treating human skin, hair, and / or mucous membranes, comprising: (a) providing a personal care composition in the form of a stable water-in-oil emulsion in a pressurized container, said emulsion comprising: (i) a continuous aqueous phase containing water; (ii) a discontinuous phase containing a foaming component, trans-1-chloro-3,3,3-trifluoropropene (1233zd(E)) and trans-1,3,3,3-tetrafluoropropene (1234ze(E)), wherein said 1233zd(E) and said 1234ze(E) together constitute 40% to 60% by weight of said personal care composition and are present in a weight ratio of trans 1233zd:trans 1234ze of 1:8 to 8:1; (iii) an emulsifier having an HLB value of 7 to 18 and capable of being present in said continuous aqueous phase and / or said discontinuous phase, wherein said emulsifier is a linear long-chain solid emulsifier; (iv) one or more active ingredients capable of being present in said continuous aqueous phase and / or said discontinuous phase; (v) optionally, one or more auxiliary gel, lotion, or cream-forming components capable of being present in said continuous aqueous phase and / or said discontinuous phase; (b) discharging at least a portion of said personal care composition from said container to ambient pressure conditions to form a foam, thereby dispensing said personal care composition onto and / or into said human skin, hair, and / or mucous membranes being treated.
