To provide a covering material having excellent adhesion property with various substrate and an upper coating material.SOLUTION: A covering material of the present invention contains resin component (A), aliphatic hydrocarbon-containing nonaqueous solvent (B), and pigment (C) as a constituent, where the material contains synthetic resin (A-1) having the weight-average molecular weight of 10,000 or more and 500,000 or less, and synthetic resin (A-2) having the weight-average molecular weight of 10,000 or more and 100,000 or less and smaller than the weight-average molecular weight of the synthetic resin (A-1) as the resin component (A), by the solid content weight ratio [(A-1) / (A-2)]=2 / 98 to 80 / 20, and the pigment volume concentration on a formed coating film is 30 to 80%.SELECTED DRAWING: None
