The present disclosure relates to a propagation loss estimation method, a propagation loss estimation system, a propagation loss estimation device, and a propagation loss estimation program. This propagation loss estimation method involves calculating a propagation loss of a radio wave, which enters a feature, for each combination of base stations and terminals. In addition, the propagation loss estimation method involves: creating an outdoor 3D CAD model; reading, from the outdoor 3D CAD model, data pertaining to materials composing the feature, the transmission characteristics of the materials, and the existence ratio of each of the materials in the feature; calculating an entrance point from the location relationship between the terminal and the feature; calculating the outdoor distance from the locations of the base station and the entrance point; calculating the indoor distance from the locations of the entrance point and a terminal; calculating an outdoor propagation loss on the basis of the outdoor distance; calculating an indoor propagation loss on the basis of the indoor distance; calculating an entrance loss on the basis of the materials composing the feature, the existence ratio, and the transmission characteristics; and calculating the propagation loss on the basis of the outdoor propagation loss, the indoor propagation loss, and the entrance loss.
