1.A method for wireless communication, performed by a wireless communication device, comprising:receiving, by a user equipment (UE) , a configuration for carrier based communication; andperforming, by the UE, the carrier based communication according to the received configuration.2.A method for wireless communication, performed by a wireless communication node, comprising:determining, by a base station, carrier based communication; andtransmitting, by the base station, a configuration for the carrier based communication.3.The method according to any of claims 1 to 2, wherein:a cell for the UE is used in an idle or inactive state; andin response to the cell comprising more than one carriers, the more than one carriers are decoupled from the cell in a radio resource control (RRC) connected state.4.The method according to any of claims 1 to 2, wherein:in response to the UE being configured with at least one uplink (UL) only carrier in a RRC connected state, a downlink (DL) carrier pathloss reference signal is configured for the at least one UL only carrier.5.The method according to any of claims 3 to 4, wherein:in response to a DL carrier is configured in the cell for the UE in the idle or inactive state, the DL carrier is configured with a carrier identifier (ID) being same as a cell ID of the cell; orin response to a DL carrier is configured in the cell for the UE in the idle or inactive state, the DL carrier is configured with a cell ID and a carrier ID.6.The method according to any of claims 1 to 2, wherein:the UE receives a RRC message from the base station, the RRC message comprising a carrier index used for cross carrier scheduling by a carrier indicator.7.The method according to claim 6, wherein:in response to a supplementary uplink (SUL) carrier is decoupled in a RRC connected state after initial access, the carrier indicator for a UL or SUL carrier indication in a downlink control information (DCI) format is reserved as a padding bit; orthe carrier indicator corresponds to two-stage bandwidth part (BWP) indication with one carrier corresponds to one BWP, wherein a first stage comprises a BWP group index and a second stage comprises a BWP index within a BWP group indicated by the BWP group index.8.The method according to any of claims 1 to 2, wherein:a DCI size budget for all carriers associated with a cell is same as a DCI size budget for the cell.9.The method according to any of claims 1 to 2, wherein:a DCI size budget for the carrier based communication is determined per carrier or a group of carriers.10.The method according to claim 9, wherein:a DCI size budget for the group of carriers associated with a cell is same as a DCI size budget for the cell, wherein the group of carriers comprises up to one DL carrier and up to one UL carrier; ora DCI size budget for a DL carrier is same as a DCI size budget for a UL carrier associated with the DL carrier.11.The method according to claim 9, wherein:a DCI size budget for a DL carrier is determined separately from a DCI size budget for a UL carrier associated with the DL carrier.12.The method according to claim 11, wherein:the DCI size budget for the DL carrier is equal to or larger than the DCI size budget for the UL carrier associated with the DL carrier.13.The method according to any of claims 1 to 2, wherein:the UE receives a medium access control (MAC) control element (CE) for activating at least one secondary carrier combined with triggering one of aperiodic tracking reference signal (A-TRS) and sounding reference signal (SRS) .14.The method according to claim 13, wherein:a field for TRS ID indication for a secondary DL carrier is reinterpreted as a field for SRS ID indication for a secondary UL carrier.15.The method according to any of claims 1 to 2, wherein:the UE receives a bitmap, wherein each bit in the bitmap corresponds to a DL carrier or a DL carrier group; anda secondary DL carrier dormancy indication is based on each DL carrier or DL carrier group by the bitmap.16.The method according to claim 15, wherein:in response to a DL carrier being indicated as dormancy, all associated one or more UL carriers are dormancy.17.The method according to any of claims 1 to 2, wherein:the UE receives a bitmap, wherein each bit in the bitmap corresponds to a UL carrier, a DL carrier, a UL carrier group, or a DL carrier group; anda secondary UL or DL carrier dormancy indication is based on each UL or DL carrier or UL or DL carrier group by the bitmap.18.The method according to any of claims 1 to 2, wherein:a blind decoding / control channel element (BD / CCE) budget is determined per DL carrier and per UL carrier separately, and carrier aggregation (CA) scaling is performed for at least one DL carrier and at least one UL carrier separately;a BD / CCE budget is determined per carrier and per UL only carrier separately; ora BD / CCE budget is determined per carrier, and a number of scheduled UL only carrier is scaled counted in CA scaling.19.A wireless communications apparatus comprising at least one processor and a memory, wherein the at least one processor is configured to read code from the memory and implement a method recited in any of claims 1 to 18.20.A computer program product comprising a computer-readable program medium code stored thereupon, the computer-readable program medium code, when executed by at least one processor, causing the at least one processor to implement a method recited in any of claims 1 to 18.
