Abstract
Description
Information providing device, information providing method, and recording medium
[0001] The present disclosure relates to an information providing device, an information providing method, and a program.
[0002] Local governments disclose information about subsidy programs to their citizens. For example, they provide information about subsidy programs to their citizens by creating websites and issuing notices in paper form. However, there are cases where citizens are unable to find the information necessary to apply even when looking at the website, or where they have not received the paper version. In this way, there are cases where citizens are unaware of the existence of subsidies available to them. For example, there are cases where citizens become aware of the existence of subsidies available to them when an expert, such as a medical provider, points this out to them.
[0003] Patent Document 1 discloses an application support system that supports applications for special adjustment grants. Special adjustment grants are grants in which the national government covers a portion of the medical expenses paid by insurers for specified illnesses. The system in Patent Document 1 determines whether each receipt is eligible for a special adjustment grant application based on information about receipts for a specified period obtained from insurers.
[0004] Japanese Patent Application Laid-Open No. 2016-207032
[0005] The method of Patent Document 1 can support application procedures for insurers that may be eligible for special adjustment grants. However, general subsidies may not be recognized by recipients. Therefore, the method of Patent Document 1 cannot support application procedures for general subsidy systems.
[0006] An object of the present disclosure is to provide an information providing device, an information providing method, and a program that can accurately provide information on available subsidies to recipients.
[0007] An information providing device according to one embodiment of the present disclosure includes an acquisition unit that acquires identification information of a subject, a determination unit that determines whether or not the subject is eligible for subsidies based on attribute data linked to the individual identified by the identification information, a generation unit that generates subsidy information based on the determination result, and an output unit that outputs the generated subsidy information.
[0008] In one embodiment of the information provision method of the present disclosure, identification information of a subject is obtained, and whether or not the subject is eligible for subsidies is determined based on attribute data linked to the individual identified by the identification information, subsidy information is generated based on the determination result, and the generated subsidy information is output.
[0009] A program according to one embodiment of the present disclosure causes a computer to perform the following processes: acquiring identification information of a subject; determining whether or not the subject is eligible for subsidies based on attribute data linked to the individual identified by the identification information; generating subsidy information based on the determination result; and outputting the generated subsidy information.
[0010] According to the present disclosure, it is possible to provide an information providing device, an information providing method, and a program that can accurately provide information on available subsidies to recipients.

[0012] Hereinafter, embodiments for carrying out the present disclosure will be described with reference to the drawings. In this disclosure, drawings used in describing each embodiment relate to one or more embodiments. Furthermore, elements included in each drawing may apply to one or more embodiments. The embodiments described below are limited in a manner that is technically preferable for carrying out the present disclosure, but this does not limit the scope of the disclosure. In all drawings used in describing the following embodiments, similar parts are designated by the same reference numerals unless otherwise specified. In the following embodiments, repeated description of similar configurations and operations may be omitted. The direction of arrows in the drawings indicates an example of the flow of signals, data, etc., and does not limit the direction of signals, data, etc.
[0013] First Embodiment First, an information providing device according to a first embodiment will be described with reference to the drawings. The information providing device according to this embodiment provides information about subsidies provided by local governments to recipients of the subsidies. For example, the recipients of the subsidies are individuals (users) who belong to the local government. The recipients of the subsidies may also be corporations, including companies, organizations, and the like.
[0014] The method according to the present embodiment can be applied not only to subsidies provided by local governments but also to subsidies provided by entities other than local governments. Furthermore, the method according to the present embodiment can be applied not only to subsidies but also to public support aimed at providing economic support, including loans and tax reductions. For example, the method according to the present embodiment can be applied to support named as subsidies, grants, incentives, benefits, subsidies, contributions, commissions, etc. Furthermore, the method according to the present embodiment may be applied to the payment of benefits, etc., in response to citizens' use of medical institutions.
[0015] (Configuration) Fig. 1 is a block diagram showing an example of the configuration of an information providing device according to the present disclosure. The information providing device 10 includes an acquisition unit 11, a determination unit 12, a generation unit 15, and an output unit 17. The information providing device 10 also includes a storage unit 130. The storage unit 130 stores a database 131, a determination model 132, and a document generation model 135. The database 131, the determination model 132, and the document generation model 135 may be stored in an external storage device (not shown) accessible from the information providing device 10. In that case, the information providing device 10 does not need to include the storage unit 130.
[0016] The acquisition unit 11 acquires identification information uniquely linked to an individual. The acquisition unit 11 uses the acquired identification information to acquire attribute data of the individual linked to the identification information. The acquisition unit 11 refers to the database 131 to acquire the attribute data of the individual linked to the identification information.
[0017] For example, the acquisition unit 11 acquires user information in response to a login using a medium that can uniquely identify an individual, such as a My Number card. For example, the acquisition unit 11 acquires user information read using a card reader. By using a My Number card, information about an individual linked to the personal number can be identified through a personal authentication function. The acquisition unit 11 may also acquire user information using a medium other than a My Number card. For example, the acquisition unit 11 may acquire user information input via a user interface (not shown). For example, the acquisition unit 11 may be configured to acquire user information linked to an individual identified using a personal authentication method such as face authentication or fingerprint authentication.
[0018] The attribute data includes information about a user's attributes, such as name, date of birth, age, and gender. For example, the attribute data may include contact information, such as address, telephone number, and email address. If the attribute data includes contact information, it is possible to automate the process of filling out contact information on a subsidy application form. For example, the attribute data may include lifestyle information, such as family structure, relatives, spouse, cohabitants, occupation, and annual income. If the lifestyle information is included in the attribute data, it is possible to determine whether a user can receive a subsidy based on their living environment. For example, the attribute data may include career information, such as work history, educational history, and awards and punishments. If the career information is included in the attribute data, it is possible to determine whether a user can receive a subsidy based on their career. For example, the attribute data may include body shape, such as height and weight, and health information, such as medical history, hospital visit history, hospitalization history, medical progress records, and medical examination records. If the health information is included in the attribute data, it is possible to determine whether a user can receive a subsidy based on their health condition. The information included in the attribute data may be set according to the application conditions for the subsidy to be provided.
[0019] The determination unit 12 acquires attribute data of the user. The determination unit 12 determines whether the user is eligible to receive a subsidy based on the acquired attribute data. For example, the determination unit 12 uses a determination model 132 to determine whether the user is eligible to receive a subsidy. The determination model 132 outputs subsidy identification information corresponding to input attribute data. The determination model 132 is a machine learning model. The determination model 132 may be a rule-based model. The determination model 132 may be stored in an external storage device (not shown) built on a cloud, a server, or the like. In this case, the determination unit 12 uses the determination model 132 via an interface (not shown) connected to the storage device.
[0020] FIG. 2 is a conceptual diagram illustrating an example of learning a determination model according to the present disclosure. For example, the determination model 132 is a model trained using a dataset in which attribute data of recipients to whom subsidies have been granted are used as explanatory variables and subsidy identification information indicating the subsidies granted to those recipients is used as target variables (labels), as training data. A description of a learning device (not shown) that trains the determination model 132 will be omitted. The subsidy identification information is based on the grant history of subsidies granted in the past. For example, the determination model 132 is a learning model trained using a convolutional neural network (CNN) technique. For example, the determination model 132 is a model trained using a principal component analysis (PCA) technique. For example, the determination model 132 is a learning model trained using a variational autoencoder (VAE). For example, the determination model 132 is a learning model trained using a conditional generative adversarial network (GAN) technique. The above-mentioned method is an example and does not limit the method for training the determination model 132.
[0021] 3 is a conceptual diagram showing an example of estimation of subsidy identification information using the determination model according to the present disclosure. In response to input of attribute data, the determination model 132 outputs subsidy identification information corresponding to the attribute data.
[0022] When the subsidy identification information is output from the determination model 132, the determination unit 12 determines that there is a subsidy available to the user. In this case, the determination unit 12 outputs the subsidy identification information to the generation unit 15 as a determination result indicating that there is a subsidy available to the user. The determination unit 12 may be configured to output the determination result indicating that there is a subsidy available to the user to the generation unit 15. On the other hand, when the subsidy identification information is not output from the determination model 132, the determination unit 12 determines that there is no subsidy available to the user. In this case, the determination unit 12 outputs the determination result indicating that there is no subsidy available to the user to the generation unit 15.
[0023] The generation unit 15 generates subsidy information relating to the subsidy using subsidy identification information indicating the subsidy that the user is eligible to receive. The subsidy information generates a subsidy list that lists the subsidies that the user is eligible to receive. The subsidy information also includes application-related documents for applying for the subsidy.
[0024] 4 is a table showing an example of a subsidy list in which candidates for subsidies that a user according to the present disclosure can receive are listed. The subsidy list 151 includes the name of the subsidy, the subsidy amount, and an eligibility score. The eligibility score is a score that indicates the possibility of receiving the subsidy. The subsidy list 151 may be a table in which the name of the subsidy is associated with the eligibility score. Alternatively, the subsidy list 151 may be a table that includes only subsidies that the user can receive.
[0025] For example, the eligibility score is assigned based on the relationship between a value indicating the probability of receiving a subsidy and a threshold value preset for each subsidy. For example, if the probability of receiving a subsidy is 0 percent, a C is assigned as the eligibility score. For example, if the probability of receiving a subsidy is less than 30 percent, a B is assigned as the eligibility score. For example, if the probability of receiving a subsidy is between 30 percent and 70 percent, a A is assigned as the eligibility score. For example, if the probability of receiving a subsidy is 70 percent or more, a S is assigned as the eligibility score. By referring to the eligibility score, a user can recognize the possibility of receiving a subsidy. The probabilities of receiving a subsidy listed here are merely examples and do not limit the criteria for the eligibility score. There are no particular limitations on the threshold value used to assign the eligibility score or the symbol representing the score. For example, the eligibility score may be information indicating the certainty of receiving a subsidy or whether or not it can be received.
[0026] The generation unit 15 also generates application-related documents for a user to apply for a subsidy that the user is eligible to receive. The application-related documents include an application form for applying for a subsidy and a completed application form in which user attribute data is entered. The generation unit 15 generates application-related documents for applying for a subsidy using subsidy identification information. For example, the generation unit 15 uses the document generation model 135 to generate application-related documents for a subsidy that the user is eligible to receive. The document generation model 135 outputs application-related documents for applying for a subsidy identified by the subsidy identification information in response to input of the subsidy identification information. The document generation model 135 is a machine learning model. The document generation model 135 may be a rule-based model. The document generation model 135 may be a large-scale language model. The document generation model 135 may be stored in an external storage device (not shown) built on a cloud, a server, or the like. In this case, the generation unit 15 uses the document generation model 135 via an interface (not shown) connected to the storage device.
[0027] 5 is a conceptual diagram showing an example of generating application-related documents using the document generation model according to the present disclosure. In response to input of subsidy identification information, the document generation model 135 outputs an application format corresponding to the subsidy identification information. FIG. 5 is an example and does not limit the application format output from the document generation model 135.
[0028] 6 is a conceptual diagram showing an example of an application form for applying for a subsidy according to the present disclosure. The application form 152 includes fields for application information, including the name and contact information of the user who is applying for the subsidy, the reason for the application, and the transfer destination of the subsidy. FIG. 6 is an example and does not limit the completed application form output from the document generation model 135.
[0029] 7 is a conceptual diagram illustrating an example of a completed application form according to the present disclosure. Information corresponding to the user's attribute data is entered in the entry fields of the completed application form 153. For example, the generation unit 15 generates the reason for application according to the user's attributes. For example, the generation unit 15 generates the reason for application according to the user's attributes using a large-scale language model. When a large-scale language model is used, a dedicated prompt may be used to input the attribute data to be entered in the application form into the large-scale language model.
[0030] The output unit 17 outputs the subsidy information generated by the generation unit 15. For example, the output unit 17 outputs the subsidy information to a mobile terminal (not shown) carried by the user. The subsidy information output to the mobile terminal is displayed on the screen of the mobile terminal. Other information related to the subsidy information may be displayed on the screen of the mobile terminal. For example, the subsidy information may include advice on applying for a subsidy. For example, the output unit 17 may be configured to output the subsidy information to a terminal device or server that uses the subsidy information. For example, the output unit 17 may be configured to output the subsidy information to an external system or the like that uses the subsidy information. There are no particular limitations on the use of the subsidy information.
[0031] For example, the output unit 17 is constructed in a cloud or a server connected to a mobile terminal carried by a user via a communication network. The mobile terminal is a portable communication device. For example, the mobile terminal is a portable communication device having a communication function, such as a smartphone, a smart watch, or a mobile phone. For example, the output unit 17 is connected to the mobile terminal via wireless communication. For example, the output unit 17 is connected to the mobile terminal via a wireless communication device (not shown) conforming to standards such as Bluetooth (registered trademark) or Wi-Fi (registered trademark). Note that the wireless communication device may conform to standards other than Bluetooth (registered trademark) or Wi-Fi (registered trademark). The subsidy information may be used by an application installed on the mobile terminal. For example, the mobile terminal executes a process using the subsidy information using an application installed on the mobile terminal.
[0032] (Operation) Next, the operation of the information providing device 10 will be described with reference to the drawings. Fig. 8 is a flowchart for describing an example of the operation of the information providing device according to the present disclosure. In describing the processing according to the flowchart of Fig. 8, the components of the information providing device 10 will be described as the subject of the operations. The subject of the processing according to the flowchart of Fig. 8 may be the information providing device 10.
[0033] In FIG. 8, first, the acquisition unit 11 acquires the user's identification information (step S11).
[0034] Next, the determination unit 12 acquires attribute data linked to the individual identified by the acquired identification information (step S12).
[0035] Next, the determination unit 12 determines whether or not a subsidy is available based on the acquired attribute data (step S13).
[0036] Next, the generation unit 15 generates subsidy information according to the determination result (step S14). If the determination result indicates that there is a subsidy that can be received, the generation unit 15 generates subsidy information regarding the subsidy that can be received. On the other hand, if the determination result indicates that there is no subsidy that can be received, the generation unit 15 generates subsidy information indicating that there is no subsidy that can be received.
[0037] Next, the output unit 17 outputs the subsidy information generated according to the determination result (step S15).
[0038] (Application Example) Next, an application example according to this embodiment will be described with reference to the drawings. Figures 9 to 12 are conceptual diagrams showing display examples of subsidy information generated by an information providing device according to the present disclosure. Figures 9 to 12 show examples in which subsidy information is displayed on the screen of a mobile terminal 170 carried by a user.
[0039] FIG. 9 is a display example of subsidy information generated by the information providing device according to the present disclosure. In the example of FIG. 9, information indicating that there are no available subsidies is displayed on the screen of the mobile terminal 170. Also, in the example of FIG. 9, a URL (Uniform Resource Locator) of a link destination from which information about the subsidies can be accessed is displayed on the screen of the mobile terminal 170. For example, when a URL is tapped, information about the link destination of the URL is displayed on the screen of the mobile terminal 170. A user who checks the subsidy information displayed on the screen of the mobile terminal 170 can recognize that there are no available subsidies at the current stage. The user can check information about the subsidies by referring to the information at the link destination specified by the URL. For example, there are no available subsidies at the current stage, but there is a possibility that there may be available subsidies in the future. In such a case, the user can check whether there is information about available subsidies in the future by referring to the information at the link destination specified by the URL.
[0040] FIG. 10 is a display example of subsidy information generated by the information providing device according to the present disclosure. In the example of FIG. 10, information indicating the availability of subsidies is displayed on the screen of the mobile terminal 170. Also in the example of FIG. 10, a URL of a link destination from which information regarding the subsidies can be accessed is displayed on the screen of the mobile terminal 170. For example, when a URL is tapped, information of the link destination of the URL is displayed on the screen of the mobile terminal 170. A user who checks the subsidy information displayed on the screen of the mobile terminal 170 can recognize that there is currently a subsidy available for receipt. The user can check the information regarding the subsidies by referring to the information of the link destination specified by the URL.
[0041] Fig. 11 is a display example of subsidy information generated by an information providing device according to the present disclosure. In the example of Fig. 11, a subsidy list related to available subsidies is displayed on the screen of the mobile terminal 170. For example, by tapping a URL included in the display example of Fig. 10, the subsidy list is displayed as information linked to the URL, as shown in Fig. 11. A user who checks the subsidy list displayed on the screen of the mobile terminal 170 can recognize the subsidies that are currently available. For example, when the name of one of the subsidies is tapped, information related to that subsidy is displayed on the screen of the mobile terminal 170.
[0042] FIG. 12 is a display example of a completed application form generated by an information providing device according to the present disclosure. In the example of FIG. 12, a completed application form used to apply for a subsidy that can be received is displayed on the screen of the mobile terminal 170. For example, by tapping one of the names of the subsidies included in the display example of FIG. 11, a completed application form for that subsidy is displayed as shown in FIG. 12. The completed application form displayed on the screen of the mobile terminal 170 functions as a user interface for inputting information required for applying for the subsidy. A user can create an application form for applying for a subsidy by adding necessary information to the completed application form displayed on the screen of the mobile terminal 170. For example, when an application button (not shown) displayed on the screen of the mobile terminal 170 is tapped, the application form with the necessary information completed is transmitted to a management device of the local government that is the entity providing the subsidy.
[0043] As described above, the information providing device of this embodiment includes an acquisition unit, a determination unit, a generation unit, and an output unit. The acquisition unit acquires identification information of a subject. The determination unit determines whether or not the subject is eligible for subsidies based on attribute data linked to the individual identified by the identification information. The generation unit generates subsidy information based on the determination result. The output unit outputs the generated subsidy information.
[0044] The information providing device of this embodiment generates subsidy information on subsidies that a target person can receive, based on the target person's attribute data. According to this embodiment, it is possible to make the target person aware of subsidies that the target person is not aware of. Therefore, according to this embodiment, information on the subsidies that the target person can receive can be accurately provided to the target person.
[0045] In one aspect of this embodiment, the determination unit determines whether the subject is eligible for subsidies based on the subject's attribute data. According to this aspect, the subsidy list including the candidate subsidies that the subject can receive can be provided to the subject.
[0047] In one aspect of this embodiment, the generation unit assigns to each subsidy candidate an eligibility score that corresponds to the relationship between a value indicating the probability that the subject will receive the subsidy and a threshold value preset for each subsidy. The generation unit adds the eligibility score assigned to each subsidy candidate to the subsidy list. The output unit outputs the subsidy list to which the eligibility score has been added for each subsidy candidate. According to this aspect, the subsidy list to which the eligibility score has been added for each subsidy candidate can be provided to the subject.
[0048] In one aspect of this embodiment, the generation unit generates, as the subsidy information, a format for an application form for a subsidy that the subject can receive. The output unit outputs the format for the application form for the subsidy that the subject can receive. According to this aspect, the application form format for the subsidy that the subject can receive can be provided to the subject.
[0049] In one aspect of this embodiment, the generation unit enters the attribute data of the subject into a format for an application form for a subsidy that the subject is eligible to receive. The output unit outputs the application form with the attribute data of the subject filled in. According to this aspect, the application form with the attribute data of the subject filled in can be provided to the subject.
[0050] In one aspect of this embodiment, the determination unit determines whether or not a subsidy is available to the subject using a determination model based on the grant history of subsidies that have been granted in the past. The determination model is a model trained using a dataset that uses attribute data of recipients to whom subsidies have been granted as explanatory variables and subsidy identification information indicating the subsidies granted to the recipients as objective variables. According to this aspect, information on available subsidies can be provided to the subject using the determination model based on the grant history of subsidies that have been granted in the past.
[0051] In one aspect of this embodiment, the output unit displays subsidy information of subsidies that the target person is eligible to receive on the screen of a mobile terminal carried by the target person. According to this aspect, information on the eligible subsidies can be accurately provided to the target person via the mobile terminal carried by the target person.
[0052] Second Embodiment Next, an information providing device according to a second embodiment will be described with reference to the drawings. The information providing device of this embodiment has a simplified configuration of the information providing device of the first embodiment.
[0053] 13 is a block diagram showing an example of the configuration of an information providing device according to the present disclosure. The information providing device 20 includes an acquisition unit 21, a determination unit 22, a generation unit 25, and an output unit 27.
[0054] The acquisition unit 21 acquires identification information of the subject. The determination unit 22 determines whether the subject is eligible for subsidies based on attribute data linked to the individual identified by the identification information. The generation unit 25 generates subsidy information based on the determination result. The output unit 27 outputs the generated subsidy information.
[0055] (Operation) Next, the operation of the information providing device 20 will be described with reference to the drawings. Fig. 13 is a flowchart for describing an example of the operation of the information providing device according to the present disclosure. In describing the processing according to the flowchart of Fig. 13, the components of the information providing device 20 will be described as the subject of the operations. The subject of the processing according to the flowchart of Fig. 13 may be the information providing device 20.
[0056] In FIG. 14, first, the acquisition unit 21 acquires the identification information of the subject (step S21).
[0057] Next, the determination unit 22 determines whether or not the target person is eligible for subsidies based on the attribute data linked to the individual identified by the identification information (step S22).
[0058] Next, the generating unit 25 generates subsidy information according to the determination result (step S23).
[0059] Next, the output unit 27 outputs the generated subsidy information (step S24).
[0060] The information providing device of this embodiment generates subsidy information on subsidies that a target person can receive, based on the target person's attribute data. According to this embodiment, it is possible to make the target person aware of subsidies that the target person is not aware of. Therefore, according to this embodiment, information on the subsidies that the target person can receive can be accurately provided to the target person.
[0061] (Hardware) Next, a hardware configuration for executing the control and processing in the present disclosure will be described with reference to the drawings. Here, an information processing device 90 (computer) in Fig. 15 is given as an example of such a hardware configuration. The information processing device 90 in Fig. 15 is an example configuration for executing the control and processing in the present disclosure and does not limit the scope of the present disclosure.
[0062] As shown in Fig. 15, an information processing device 90 includes a processor 91, a memory 92, an auxiliary storage device 93, an input / output interface 95, and a communication interface 96. In Fig. 15, interface is abbreviated as I / F (Interface). The processor 91, memory 92, auxiliary storage device 93, input / output interface 95, and communication interface 96 are connected to each other via a bus 98 so as to be able to communicate data with each other. The processor 91, memory 92, auxiliary storage device 93, and input / output interface 95 are also connected to a network such as the Internet or an intranet via the communication interface 96.
[0063] The processor 91 loads a program (instructions) stored in an auxiliary storage device 93 or the like into the memory 92. For example, the program is a software program for executing the control and processing in the present disclosure. The processor 91 executes the program loaded into the memory 92. The processor 91 executes the program to execute the control and processing in the present disclosure.
[0064] The memory 92 is a storage device having an area in which a program is loaded. The processor 91 loads a program stored in an auxiliary storage device 93 or the like into the memory 92. The memory 92 is realized by a volatile memory such as a dynamic random access memory (DRAM). Alternatively, a non-volatile memory such as a magnetoresistive random access memory (MRAM) may be used as the memory 92.
[0065] The auxiliary storage device 93 stores various data such as programs. For example, the auxiliary storage device 93 is realized by a local disk such as a hard disk or flash memory. Note that it is also possible to configure the system so that various data is stored in the memory 92, thereby omitting the auxiliary storage device 93.
[0066] The input / output interface 95 is an interface for connecting the information processing device 90 to peripheral devices based on standards and specifications. The communication interface 96 is an interface for connecting to external systems and devices via a network such as the Internet or an intranet based on standards and specifications. The input / output interface 95 and the communication interface 96 may be a common interface for connecting to external devices.
