1. A terminal comprising: a receiving unit that receives information regarding the measurement of a first cell and a second cell; and a control unit that performs the measurement of the second cell and makes a prediction regarding the first cell based on the measurement value of the second cell.
2. The terminal according to claim 1, wherein the receiving unit receives information indicating the association between the first cell and the second cell.

The terminal according to claim 1, wherein, when the control unit receives information relating to measurements of the frequency band to which the first cell belongs and the frequency band to which the second cell belongs, it performs a prediction regarding the first cell based on the measured value of the second cell.
4. The terminal according to claim 1, further comprising a transmitting unit that transmits at least one of the measured value of the second cell, the predicted measured value of the first cell, the ID of the second cell, and the ID of the first cell.
5. A wireless communication method for a terminal comprising: receiving information relating to the measurement of a first cell and a second cell; performing a measurement of the second cell and making a prediction regarding the first cell based on the measurement value of the second cell.

A base station comprising: a transmitting unit that transmits information relating to measurements of a first cell and a second cell; and a control unit that controls the reception of at least one of the following: the measurement of the second cell, the predicted measurement of the first cell, the ID of the second cell, and the ID of the first cell, when the measurement of the second cell is performed and a prediction of the first cell is made based on the measurement of the second cell.
