[0004] In fourth generation (4G) and fifth generation (5G) networks, when a User Equipment (UE) is in a connected state, the UE may perform mobility management through measurement reporting procedures. Specifically, the UE may periodically measure signal quality metrics (e.g., Reference Signal Received Power (RSRP) , Reference Signal Received Quality (RSRQ) , and / or Signal-to-Interference-plus-Noise Ratio (SINR) ) and trigger measurement reports (MRs) to a network node when certain event conditions (e.g., Event A3, Event A5, defined in 3GPP specification) are satisfied. To avoid unnecessary handovers caused by short-term signal fluctuations, the conventional mobility mechanism may rely on a Time-to-Trigger (TTT) timer, offsets, and hysteresis values as part of the event evaluation process.

[0005] However, in some scenarios, the use of fixed TTT values may cause excessive handover delay. That is, while the TTT timer is running, the UE may continue to experience degraded service quality because a measurement report cannot be triggered until expiration of the timer. This reactive mechanism may prevent the UE from handing over to a better target cell in time, thereby resulting in suboptimal mobility performance, increased risk of radio link failure (RLF) , and degraded user experience.

[0006] Furthermore, although some enhanced mobility schemes attempt to optimize TTT configurations or reduce reporting delay under specific conditions, such approaches may be limited to certain network deployments and may not generalize across diverse mobility scenarios. For example, in high-mobility environments, conventional mechanisms may either trigger handovers too late (due to TTT delay) or too frequently (due to signal fluctuations) , resulting in handover ping-pong effects, unnecessary measurement overhead, or instability in the mobility procedure. Therefore, in nowadays and future networks, relying solely on fixed TTT-based reactive mechanisms may still result in significant latency, unnecessary signaling, and a lack of flexibility in mobility management.

[0007] Accordingly, improving the timeliness and flexibility of triggering measurement reports for event evaluation is an important consideration in newly developed wireless communication networks. Therefore, there is a need for schemes that enhance the timeliness and flexibility of triggering measurement reports for event evaluation.SUMMARY

[0030] Implementations in accordance with the present disclosure relate to various techniques, methods, schemes and / or solutions pertaining to managing measurement report using event prediction with respect to apparatus in mobile communications. According to the present disclosure, a number of possible solutions may be implemented separately or jointly. That is, although these possible solutions may be described below separately, two or more of these possible solutions may be implemented in one combination or another.

[0031] Regarding the present disclosure, a User Equipment (UE) may determine at least one first predicted condition by at least one first model based on at least one measurement. In particular, the UE may input the at least one measurement into the at least one first model to output the at least one first predicted condition. Each first predicted condition corresponds to an event. The UE may determine whether to transmit a measurement report to a network node based on the at least one first predicted condition.

1.A method, comprising:determining, by a processor of an apparatus, at least one first predicted condition by at least one first model based on at least one measurement, wherein each first predicted condition corresponds to an event; anddetermining, by the processor, whether to transmit a measurement report to a network node based on the at least one first predicted condition.2.The method of Claim 1, wherein the at least one first predicted condition is associated with a prediction window corresponding to a period starting from a current time.3.The method of Claim 2, wherein the determining of whether to transmit the measurement report to the network node based on the at least one first predicted condition further comprises:determining, by the processor, to transmit the measurement report to the network node in an event that the at least one first predicted condition is satisfied during the prediction window.4.The method of Claim 3, wherein the at least one first predicted condition is satisfied in an event that:a probability value of an entering condition corresponding to the event is greater than a first threshold during the prediction window, orthe at least one first predicted condition includes a flag value of the entering condition corresponding to the event to be positive during the prediction window.5.The method of Claim 3, wherein the prediction window includes a predicted Time-to-Trigger (TTT) window, and the method further comprises:determining, by the processor, a second predicted condition by the at least one first model based on the at least one measurement,wherein the determining of whether to transmit the measurement report to the network node based on the at least one first predicted condition further comprises:determining, by the processor, to transmit the measurement report to the network node in an event that:the at least one first predicted condition is satisfied during the predicted TTT window, andthe second predicted condition is satisfied during the prediction window.6.The method of Claim 5, wherein the at least one first predicted condition is satisfied in an event that:a probability value of an entering condition corresponding to the event is greater than a first threshold, orthe at least one first predicted condition includes a flag value of the event,wherein the second predicted condition is satisfied in an event that:a probability value indicating that a serving cell measurement is less than a second threshold, is greater than a third threshold, orthe second predicted condition includes a flag value indicating that the serving cell measurement is less than the second threshold.7.The method of Claim 1, wherein the at least one measurement is associated with an observation window corresponding to a period prior to a current time.8.The method of Claim 1, wherein the at least one measurement includes a radio link quality measurement.9.The method of Claim 1, wherein the at least one first model includes an artificial intelligence or machine learning model.10.A method, comprising:determining, by a processor of an apparatus, at least one first predicted condition by at least one first model based on at least one measurement, wherein each first predicted condition corresponds to an event;determining, by the processor, that an entering condition corresponding to the event has been satisfied for a period; anddetermining, by the processor, whether to transmit a measurement report to a network node based on a configured timer, a received flag, or the at least one first predicted condition.11.The method of Claim 10, wherein the at least one first predicted condition is associated with a prediction window corresponding to a period starting from a current time.12.The method of Claim 11, wherein whether to transmit the measurement report to the network node is determined based on the at least one first predicted condition, and the determining of whether to transmit the measurement report to the network node based on the at least one first predicted condition further comprises:determining, by the processor, to transmit the measurement report to the network node in an event that the at least one first predicted condition is satisfied during the prediction window.13.The method of Claim 12, wherein the at least one first predicted condition is satisfied in an event that:a probability value of an entering condition corresponding to the event is greater than a first threshold, orthe at least one first predicted condition includes a flag value of the event.14.The method of Claim 12, wherein the prediction window includes a predicted Time-to-Trigger (TTT) window, and the method further comprises:determining, by the processor, a second predicted condition by the at least one first model based on the at least one measurement,wherein whether to transmit the measurement report to the network node is determined based on the at least one first predicted condition, and the determining of whether to transmit the measurement report to the network node based on the at least one first predicted condition further comprises:determining, by the processor, to transmit the measurement report to the network node in an event that:the at least one first predicted condition is satisfied during the predicted TTT window, andthe second predicted condition is satisfied during the prediction window.15.The method of Claim 14, wherein the at least one first predicted condition is satisfied in an event that:a probability value of an entering condition corresponding to the event is greater than a first threshold, orthe at least one first predicted condition includes a flag value of the event,wherein the second predicted condition is satisfied in an event that:a probability value indicating that a serving cell measurement is less than a second threshold is greater than a third threshold, orthe second predicted condition includes a flag value indicating that the serving cell measurement is less than the second threshold.16.The method of Claim 10, wherein the at least one measurement is associated with an observation window corresponding to a period prior to a current time.17.The method of Claim 10, wherein the at least one measurement includes a radio link quality measurement.18.The method of Claim 10, wherein the at least one first model includes an artificial intelligence or machine learning model.19.An apparatus, comprising:a transceiver which, during operation, wirelessly communicates with a wireless network; anda processor communicatively coupled to the transceiver such that, during operation, the processor performs operations comprising:determining at least one first predicted condition by at least one first model based on at least one measurement, wherein each first predicted condition corresponds to an event; anddetermining whether to transmit a measurement report to a network node based on the at least one first predicted condition.20.An apparatus, comprising:a transceiver which, during operation, wirelessly communicates with a wireless network; anda processor communicatively coupled to the transceiver such that, during operation, the processor performs operations comprising:determining at least one first predicted condition by at least one first model based on at least one measurement, wherein each first predicted condition corresponds to an event;determining that an entering condition corresponding to the event has been satisfied for a specific period; anddetermining whether to transmit a measurement report to a network node based on a configured timer, a received flag, or the at least one first predicted condition.
