This is a new, original and ornamental design for a cell phone case with buckle, as shown in the attached drawings, wherein:Fig. 1.1 is a perspective view of a cell phone case with buckle showing the new design;Fig. 1.2 is a back elevational view thereof;Fig. 1.3 is a front elevational view thereof;Fig. 1.4 is a top plan view thereof;Fig. 1.5 is a bottom plan view thereof;Fig. 1.6 is a left side elevational view thereof;Fig. 1.7 is a right side elevational view thereof; andFig. 1.8 is the perspective views in use status of cell phone case with buckle to show that the decorations can be fastened onto the buckle in the upper right corner of the back of the cell phone case;The broken lines in the drawings depict portions of the cell phone case with buckle that form no part of the claimed design.; 2.
