1. An oil-in-water emulsified composition comprising (A) an aqueous phase, (B) an oil phase, (C) a polyoxyalkylene-modified silicone, and (D) a tackifier, the (A) aqueous phase containing a glycol, the content of the glycol being 1 to 20 mass% relative to the entire composition, the (B) oil phase being contained in an amount of 1 to 50 mass% relative to the entire composition, the (C) polyoxyalkylene-modified silicone being contained in an amount of 0.2 to 2.5 mass% relative to the entire composition, the (D) tackifier being at least one selected from the group consisting of sodium polyacrylate grafted starch and sodium acrylates crosspolymer-2, and the content of the (D) tackifier being 0.5 to 5 mass% relative to the entire composition.

2. An oil-in-water emulsified composition comprising (A) an aqueous phase, (B) an oil phase, (C) a polyoxyalkylene-modified silicone, (D) a tackifier, and (E) an oil-absorbing powder, the (A) aqueous phase containing a glycol, the content of the glycol being 1 to 20 mass% relative to the entire composition, the (B) oil phase being contained in an amount of 1 to 50 mass% relative to the entire composition, the (C) polyoxyalkylene-modified silicone being contained in an amount of 0.2 to 2.5 mass% relative to the entire composition, the (D) tackifier being a tackifier which forms a spherical or massive structure in the system after swelling, and the content of the (D) tackifier being 0.5 to 5 mass% relative to the entire composition.

3. The oil-in-water emulsion composition according to claim 2, characterized in that, the (D) tackifier being at least one selected from the group consisting of carbomer sodium.

4. The oil-in-water emulsion composition according to claim 1, characterized by, the composition further contains (E) an oil-absorbing powder.

5. The oil-in-water emulsified composition according to any one of claims 1 to 4, characterized by, the (E) oil-absorbing powder being at least one selected from the group consisting of silica and aluminum starch octenylsuccinate.

6. The oil-in-water emulsified composition according to any one of claims 1 to 4, characterized by, the content of the (E) oil-absorbing powder being 0.1 to 3 mass% relative to the entire composition.

7. The oil-in-water emulsion composition according to any one of claims 1 to 6, characterized in that, the (C) ingredient being PEG-12 dimethicone.

8. The oil-in-water emulsion composition according to claim 7, characterized in that, the PEG-12 dimethicone is not dissolved in water but precipitated at a concentration of 5 to 20 mass%.

9. The oil-in-water emulsion composition according to claim 7, characterized by, the PEG-12 dimethicone has an HLB calculated by Griffin's formula of less than 10.

The oil-in-water emulsified composition according to any one of claims 1 to 9, characterized by, the composition further contains at least one (F) ionic surfactant selected from the group consisting of sulfosuccinic acid diester salts, alkylallyl sulfonic acid salts, alkyl ether sulfonic acid salts, sulfosuccinic acid ester salts, acyl methyl taurine salts, and acyl taurine salts.

11. The oil-in-water emulsion composition according to claim 10, characterized in that, the (F) ionic surfactant being N-stearyl-N-methyl taurine salt.

12. The oil-in-water emulsion composition according to claim 10 or 11, characterized in that, the content of the (F) ionic surfactant being 0.01 to 1.0 mass% relative to the entire composition.

13. The oil-in-water emulsion composition according to any one of claims 1 to 12, characterized in that, the composition further contains (G) an elastomer.

14. The oil-in-water emulsion composition according to any one of claims 1 to 12, characterized in that, the glycol being dipropylene glycol.

15. Use of the oil-in-water emulsified composition according to any one of claims 1 to 14 in the production of a cosmetic.
