The invention discloses a plate-cylinder composite anchor plate and an anchor rod, the plate-cylinder composite anchor plate comprises an anchor backing plate and a cylindrical member vertically connected to the anchor backing plate, and the plate-cylinder composite anchor plate is used for being embedded and fixed in a concrete structure outside an anchor hole opening; the anchor bearing plate is provided with a rod body hole within the range surrounded by the barrel wall of the barrel-shaped component, and the rod body hole is used for locking an anchor rod body on the anchor bearing plate after the anchor rod body penetrates through the rod body hole. The anchor rod comprises an anchor rod body, an anchorage device and a plate-cylinder composite anchor plate, the anchor rod body is locked on the anchor bearing plate through the anchorage device, and the plate-cylinder composite anchor plate is fixedly embedded in a concrete structure. According to the plate-cylinder composite anchor plate and the anchor rod, surface water can be prevented from seeping into the anchor rod body to corrode the anchor rod body, the anti-punching bearing capacity of a concrete structure can be improved, and the technical and economic effects are good.
