Abstract

To provide an encoder that provides inter prediction in exponential partitioning and a decoder capable of decoding a coded bitstream, as well as a non-transitory computer readable medium.SOLUTION: A decoder includes receiving a bitstream, partitioning a current block into a first region and a second region via an exponential partitioning mode, and determining a motion vector associated with the first region or the second region.
