To provide a label issuing device which can issue discount labels that are attached to commodities which are sold at a discount, in a lump with easy operation, and a program.SOLUTION: A label printer (a label issuing device) is provided with: a config-file memorizing part (a memorizing part) that memorizes a relation between the number of times of instructing issuance of discount labels and discount amounts of commodities expressed in a plurality of display formats; a printing format selecting part that receives selection of the display formats of the discount amounts that are printed on the discount labels, out of the display formats of the discount amounts memorized by the config-file memorizing part; a label issuance instruction number of times counting part (a counting part) that counts the number of times of instructing issuance of the discount labels; a label issuance number setting part (an issuance number setting part) that sets the number of discount labels which are issued under the same discount condition; and a label printing part (a printing part) that prints the discount labels corresponding to the number of time of instructing issuance of the discount labels counted by the issuance instruction number of times counting part, on the basis of the number set by the label issuance number setting part, in a display format of the discount amounts received by the printing format selecting part.SELECTED DRAWING: Figure 8
