The color improving device for green tea leaves is characterized by comprising: a low-temperature treatment means for subjecting picked fresh tea leaves to low-temperature steam treatment or low-temperature water immersion treatment, which maintains the treatment temperature of the surface of the fresh tea leaves at a predetermined temperature in the range of 30 to 50°C for a predetermined set time; and a blue-killing treatment means for subjecting the tea leaves treated by the low-temperature treatment means to a blue-killing treatment.
