The control device 3 includes a wiper operation estimation unit 313 that detects the wiping operation of the wiper blade from the detected light amount of the sensor unit 2, and a use period determination unit 312 that determines whether to perform the estimation of the operation of the wiper blade WB using either the actual period of the decrease in the detected light amount of the sensor unit 2 or the past period.
