The cushioning sheets 12 and 13 consist of, for example, a strip-shaped sheet made of kraft paper, with multiple rows of linear cuts 11 arranged in a staggered pattern, which can be stretched in a direction intersecting the longitudinal direction of the cuts 11 (stretching direction), and the cuts 11 are stretched to form a three-dimensional mesh, and the cushioning sheets 12 and 13 are cut to a predetermined length.
