Abstract
Description
Chlorine-containing waste treatment device and method for desalination of chlorine-containing waste
[0001] The present invention relates to a chlorine-containing waste treatment apparatus and a method for decontaminating chlorine-containing waste, and more specifically, to a chlorine-containing waste treatment apparatus which hydrolyzes the chlorine-containing waste under high temperature and high pressure conditions, the apparatus comprising a sealable pressure-resistant vessel having an inlet for introducing chlorine-containing waste, a residual steam outlet for discharging residual steam, and a regenerated material outlet for discharging regenerated material, and a pressure-resistant vessel superheated steam supply means for supplying superheated steam into the pressure-resistant vessel, and wherein, after the hydrolysis treatment, when the value of the electrical resistance related to the stirring resistance of the treated chlorine-containing waste drops, the residual steam generated by the hydrolysis treatment is supplied to the The present invention relates to a chlorine-containing waste treatment apparatus characterized by comprising a residual steam suction and discharge means for sucking and discharging the residual steam from a residual steam discharge port to the outside of the pressure-resistant vessel, a chlorine-containing waste treatment system comprising the chlorine-containing waste treatment apparatus, and a method for desalination of chlorine-containing waste, the method comprising the steps of: introducing chlorine-containing waste into a sealable pressure-resistant vessel; hydrolyzing the chlorine-containing waste under high-temperature and high-pressure conditions in the pressure-resistant vessel to obtain a regenerated product; and, following the hydrolysis, sucking and discharging the residual steam remaining after the hydrolysis to the outside of the pressure-resistant vessel.
[0002] Municipal waste, such as food waste, construction waste, and medical waste, as well as municipal waste, including industrial waste, are chlorine-containing wastes containing large amounts of organic chlorine compounds such as polyvinyl chloride (PVC). When such chlorine-containing wastes are incinerated in incinerators or heat recovery furnaces, harmful substances such as dioxins and endocrine disrupters can be generated. Therefore, methods have been proposed for hydrolyzing chlorine-containing wastes using supercritical water (temperatures of 374.2°C or higher and pressures of 22.12 MPa or higher) or subcritical water (temperatures of 100-300°C and pressures of 1-8 MPa), which are slightly lower than the critical point. This is because hydrolysis using supercritical or subcritical water separates chlorine from the chlorine-containing waste (desalting) and transfers it to saturated residual steam after hydrolysis.
[0003] For example, a reaction apparatus has been proposed (Patent Document 1) that hydrothermally treats organic waste containing organic chlorine compounds under high-temperature and high-pressure conditions, the reaction apparatus having a sealable reaction vessel equipped with an inlet for feeding organic waste containing organic chlorine compounds, a discharge valve for discharging exhaust steam and exhaust gas, and an outlet for discharging regenerated material, and a second steam supply port for supplying superheated steam into the reaction vessel, and that is equipped with exhaust gas treatment equipment that can suck and discharge the exhaust steam and exhaust gas generated by the hydrothermal reaction treatment outside the reaction vessel through the discharge valve.
[0004] The reaction apparatus disclosed in the above-mentioned Patent Document 1 is a drying apparatus that includes a hydrothermal reaction device to modify (hydrolyze) organic compounds and organic chlorine compounds in the raw organic waste by hydrothermal reaction using saturated steam or superheated steam, and a drying device to volatilize the organic chlorine compounds in the hydrothermal reaction product. However, with this drying apparatus, the organic chlorine compounds that have migrated to the residual steam at the time of modification treatment return to the hydrothermal reaction product, and it is difficult to sufficiently volatilize the organic chlorine compounds that have returned to the hydrothermal reaction product by drying.
[0005] On the other hand, a rotary barrel tea leaf steamer has been disclosed that can obtain steamed tea leaves with a consistent degree of steaming by connecting a resistor to the drive motor of the agitator shaft to which the agitator blades are attached and measuring the electrical resistance acting on the drive motor to detect the rotational resistance of the agitator shaft, thereby operating the device while checking the steaming condition of the tea leaves put into the device (Patent Document 2).
[0006] JP 2010-185021 JP 8-070770
[0007] However, the rotary drum tea leaf steamer disclosed in the above-mentioned Patent Document 2 is a device that processes tea leaves to an appropriate steaming level, with the aim of obtaining steamed tea leaves with a consistent steaming level. Therefore, it is necessary to operate the device while checking the steaming level of the tea leaves that have been put into the device, and its purpose and effects are different from those of a device that completely modifies (hydrolyzes) the organic waste material by a hydrothermal reaction.
[0008] The present invention aims to provide a chlorine-containing waste treatment device that can minimize the risk of chlorine being separated from chlorine-containing waste by hydrolysis using supercritical water or subcritical water and transferred to the residual saturated steam after the hydrolysis treatment returning to the resulting regenerated product, thereby obtaining a regenerated product with a significantly reduced chlorine content, which can be used as a resource such as carbon-neutral fuel. Furthermore, the volume of the resulting regenerated product can be reduced and quickly washed, resulting in a regenerated product with an even reduced chlorine content. Furthermore, the resulting regenerated product can be dried in a pressure-resistant container, allowing the resulting regenerated product to be quickly used as a resource. It is also an object of the present invention to provide a chlorine-containing waste treatment device, a chlorine-containing waste treatment system equipped with the chlorine-containing waste treatment device, and a method for desalination of chlorine-containing waste.
[0009] As a result of intensive research, the present inventors have discovered that by hydrolyzing chlorine-containing waste under high-temperature and high-pressure conditions in a sealable pressure-resistant container, and then sucking and discharging the residual steam from the hydrolysis treatment out of the pressure-resistant container through a residual steam outlet, the volume of the resulting regenerated product can be reduced; that chlorine, which has been separated from the chlorine-containing waste by hydrolysis treatment using supercritical water or subcritical water and transferred to the residual steam after the hydrolysis treatment, i.e., saturated steam, can be prevented from returning to the resulting regenerated product, thereby producing a regenerated product with a significantly reduced chlorine content; that by quickly washing the regenerated product thus obtained, a regenerated product with an even reduced chlorine content can be obtained; and that by drying the regenerated product thus obtained in a pressure-resistant container, the regenerated product can be quickly reused as a resource, and have completed the following inventions.

Furthermore, it is possible to minimize the chlorine that was separated from the chlorine-containing waste by hydrolysis treatment using supercritical water or subcritical water and transferred to the residual steam after the hydrolysis treatment, which is saturated steam, from returning to the resulting regenerated product, thereby obtaining a regenerated product with a significantly reduced chlorine content. Furthermore, by quickly washing the resulting regenerated product, a regenerated product with an even reduced chlorine content can be obtained. Furthermore, by drying the resulting regenerated product in the pressure-resistant container, it can be quickly reused as a resource.

[0021] A chlorine-containing waste treatment apparatus, a chlorine-containing waste treatment system including the chlorine-containing waste treatment apparatus, and a method for desalination of chlorine-containing waste according to the present invention will be described in detail below with reference to the drawings. First, a first embodiment of the chlorine-containing waste treatment apparatus according to the present invention will be described. As shown in FIGS. 1 and 2 , the chlorine-containing waste treatment apparatus 1 of the first embodiment comprises a sealable pressure-resistant vessel 11 having an inlet 2 for introducing chlorine-containing waste, a residual steam outlet 31 for discharging residual steam, and a regenerated product outlet 4 for discharging regenerated product, and a pressure-resistant vessel superheated steam supply means 5 for supplying superheated steam into the pressure-resistant vessel 11. The apparatus 1 hydrolyzes the chlorine-containing waste under high-temperature and high-pressure conditions. The apparatus also includes a residual steam suction and discharge means 3 for suctioning and discharging residual steam generated by the hydrolysis treatment from the residual steam outlet 31 to the outside of the pressure-resistant vessel 11 following the hydrolysis treatment. Each component will be described in detail below.
[0022] In the chlorine-containing waste treatment device 1 of the first embodiment, the "chlorine-containing waste" is not particularly limited as long as it contains chlorine, and examples thereof include household waste such as food waste, construction waste, medical waste, nursing care waste, food residues, livestock waste, various resins such as waste plastic, paper sludge, sewage sludge, wastewater sludge, wood, plants, paper, rags, activated carbon, asphalt, and also includes waste containing inorganic matter because it can be precipitated after hydrolysis treatment.
[0023] In the chlorine-containing waste treatment device 1 of the first embodiment, the "regenerated material" refers to a material obtained by hydrolyzing chlorine-containing waste under high-temperature and high-pressure conditions, and can be reused as fuel such as carbon-neutral fuel, fertilizer, feed, etc.
[0024] In the chlorine-containing waste treatment device 1 of the first embodiment, "steam" refers to water vapor, and steam may contain impurities within the range that does not impair the characteristics of the present invention. Steam includes not only the gas phase of a substance below its critical temperature but also the gas phase of a substance above its critical temperature. Furthermore, "superheated steam" refers to steam obtained by heating water above its saturation temperature (boiling point), or in other words, high-temperature steam obtained by further heating the saturated steam generated by boiling water.
[0025] Furthermore, in the chlorine-containing waste treatment apparatus 1 of the first embodiment, the "high temperature and high pressure conditions" refer to subcritical water conditions (temperature of 100 to 300°C and pressure of 1 to 8 MPa, or temperature of 300 to 374.2°C and pressure of 8 MPa to 22.12 MPa) and supercritical water conditions (temperature of 374.2°C or higher and pressure of 22.12 MPa or higher), with a temperature of 200 to 250°C and pressure of 1 to 5 MPa being preferred, a temperature of 210 to 240°C and pressure of 2 to 4 MPa being more preferred, a temperature of 220 to 240°C and pressure of 2 to 4 MPa being even more preferred, a temperature of 225 to 235°C and pressure of 2.5 to 3.5 MPa being even more preferred, and a temperature of approximately 230°C and pressure of approximately 3 MPa being the most preferred. In the chlorine-containing waste treatment device 1 of the first embodiment, the most preferable "high temperature and high pressure conditions" are a temperature of 230°C and a pressure of 3 MPa. However, since some variation in both the temperature and pressure conditions is unavoidable, the most preferable "high temperature and high pressure conditions" are a temperature of approximately 230°C and a pressure of approximately 3 MPa.
[0026] As shown in FIG. 1 , the pressure vessel 11 in the chlorine-containing waste treatment apparatus 1 of the first embodiment includes an inlet 2 for introducing chlorine-containing waste into the pressure vessel 11, a residual steam outlet 31 for discharging residual steam from the pressure vessel 11, and a regenerated material outlet 4 for discharging the regenerated material from the pressure vessel 11. The pressure vessel 11 is not particularly limited as long as it is heat-resistant and pressure-resistant, as well as oxidation-resistant and electrolytic-corrosion-resistant enough to hydrolyze chlorine-containing waste under high-temperature and high-pressure conditions, and is sealable. Examples of such a pressure vessel 11 include stainless steel, nickel alloy, and steel vessels. The shape of the pressure vessel 11 is not particularly limited, but a cylindrical or spherical shape, which has excellent pressure resistance, is preferred. When an agitation / transport means 12 is to be provided inside the pressure vessel 11, a cylindrical shape is more preferred. Furthermore, the inlet 2 is not particularly limited as long as it can inject chlorine-containing waste into the pressure-resistant vessel 11 and can be sealed, and one that can be appropriately selected by a person skilled in the art can be used; the residual steam outlet 31 is not particularly limited as long as it can discharge the residual steam in the pressure-resistant vessel 11 after treatment to the outside of the pressure-resistant vessel 11 and can be sealed, and one that can be appropriately selected by a person skilled in the art can be used; and the regenerated product outlet 4 is not particularly limited as long as it can discharge the regenerated product obtained by hydrolyzing the chlorine-containing waste in the pressure-resistant vessel 11 to the outside of the pressure-resistant vessel 11 and can be sealed, and one that can be appropriately selected by a person skilled in the art can be used.
[0027] 1 and 2, the superheated steam supply means 5 in the pressure-resistant vessel in the chlorine-containing waste treatment apparatus 1 of the first embodiment includes a superheated steam inlet 51 in the pressure-resistant vessel, a superheated steam regulating valve 52 in the pressure-resistant vessel, a steam boiler 53, a steam supply pipe 54, a header 55, a superheated steam supply pipe 56, a hot air generator 57, and a hot air supply pipe 58. In the superheated steam supply means 5 in the pressure-resistant vessel of the chlorine-containing waste treatment apparatus 1 of the first embodiment, the steam boiler 53 and the steam supply pipe 54 constitute the steam supply means, the hot air generator 57 and the hot air supply pipe 58 constitute the hot air supply means, and the header 55 and the superheated steam supply pipe 56 constitute the superheated steam supply means in the mixing pressure-resistant vessel.
[0028] The superheated steam inlet 51 in the pressure-resistant vessel is an inlet for injecting superheated steam supplied from the superheated steam supply pipe 56 into the pressure-resistant vessel 11, and is provided with an intra-pressure-resistant vessel superheated steam regulating valve 52 for adjusting the amount of superheated steam supplied from the superheated steam supply pipe 56 to be injected into the pressure-resistant vessel 11. The intra-pressure-resistant vessel superheated steam inlet 51 and the intra-pressure-resistant vessel superheated steam regulating valve 52 are not particularly limited as long as they can inject the superheated steam supplied from the superheated steam supply pipe 56 into the pressure-resistant vessel 11 and adjust the amount of superheated steam supplied from the superheated steam supply pipe 56 to be injected into the pressure-resistant vessel 11, respectively, and any valves appropriately selectable by a person skilled in the art can be used. The steam boiler 53 generates saturated steam (wet saturated steam or dry saturated steam) when the high-temperature air supply means is functioning, and generates superheated steam when the high-temperature air supply means is not functioning. The steam boiler 53 is not particularly limited as long as it can generate saturated steam and superheated steam, and any suitable selection can be made by a person skilled in the art. The steam supply pipe 54 is not particularly limited as long as it can transmit saturated steam and superheated steam and is pressure-resistant, and any suitable selection can be made by a person skilled in the art. The header 55 can mix saturated steam supplied from the steam boiler 53 with high-temperature air supplied from the high-temperature air supply means to generate superheated steam and send it to the superheated steam supply pipe 56 when the high-temperature air supply means is functioning, and can send the superheated steam supplied from the steam boiler 53 to the superheated steam supply pipe 56 when the high-temperature air supply means is not functioning. The header 55 is not particularly limited as long as it can transmit the superheated steam supplied from the header 55 and is pressure-resistant, and any suitable selection can be made by a person skilled in the art. Here, when the high-temperature air supply means is functioning, the superheated steam supply pipe 56 is connected to the steam supply pipe 54 and the high-temperature air supply pipe 58 without going through the header 55, and the saturated steam supplied from the steam boiler 53 and the high-temperature air supplied from the high-temperature air supply means are mixed in the superheated steam supply pipe 56 to generate superheated steam, which is then sent into the pressure-resistant vessel 11.Furthermore, the high-temperature air generator 57 is not particularly limited, and any suitable one can be selected as appropriate by a person skilled in the art, as long as it is capable of generating high-temperature air and supplying it to the high-temperature air supply pipe 58. The high-temperature air supply pipe 58 is not particularly limited, and any suitable one can be selected as appropriate by a person skilled in the art, as long as it can pass the high-temperature air supplied from the high-temperature air generator 57 and is pressure-resistant. Here, the term "high temperature" in the terms "high-temperature air generator 57," "high-temperature air supply pipe 58," "high-temperature air," and "high-temperature air" refers to a temperature of 600°C or higher, preferably a temperature of 700 to 1300°C, more preferably a temperature of 750 to 1250°C, even more preferably a temperature of 800 to 1200°C, still more preferably a temperature of 850 to 1150°C, and most preferably a temperature of 900 to 1000°C.
[0029] As shown in Figures 1 and 2, the residual vapor suction and discharge means 3 in the chlorine-containing waste treatment device 1 of the first embodiment includes a residual vapor discharge port 31, a residual vapor discharge valve 32, a residual vapor suction device 33, and a residual vapor delivery pipe 34. As shown in Figure 1, the residual vapor discharge port 31 is provided with a residual vapor discharge valve 32 for adjusting the amount of residual vapor discharged from the pressure vessel 11 after treatment. As shown in Figure 2, the residual vapor suction device 33 is installed so as to communicate with the residual vapor discharge port 31 via the residual vapor delivery pipe 34. Following hydrolysis of chlorine-containing waste under high-temperature and high-pressure conditions in the pressure vessel 11, the residual vapor generated by the hydrolysis is sucked and discharged from the residual vapor discharge port 31 to the outside of the pressure vessel 11. Here, the term "subsequently" means as soon as possible after the hydrolysis treatment, and may be interchangeable with the terms "immediately after," "next," and "after." The residual vapor exhaust port 31, the residual vapor exhaust valve 32, the residual vapor suction device 33, and the residual vapor delivery pipe 34 are not particularly limited as long as they can perform the respective functions described above, and any suitable device can be selected by a person skilled in the art.
[0030] Furthermore, the motor 82 of the chlorine-containing waste treatment device 1 of this first embodiment is provided with a resistor 36 constituting the residual vapor suction and discharge means 3. When the chlorine-containing waste introduced into the pressure vessel 11 is hydrolyzed under high-temperature and high-pressure conditions, the agitation resistance of the treated material is significantly reduced. Therefore, monitoring using the resistor 36 allows the point at which the electrical resistance associated with the agitation resistance drops. This allows the residual steam generated by the hydrolysis to be suctioned and discharged from the pressure vessel 11 through the residual steam outlet 31 once the electrical resistance associated with the agitation resistance of the treated chlorine-containing waste drops. This allows the residual steam and the resulting regenerated material to be quickly separated. This minimizes the return of chlorine, which was separated from the chlorine-containing waste and transferred to the residual steam during the hydrolysis, to the resulting regenerated material, resulting in a regenerated material with a significantly reduced chlorine content. The resistor 36 is not particularly limited as long as it can measure the electrical resistance associated with the agitation resistance. Any resistor appropriately selected by a person skilled in the art can be used.
[0031] 2, the chlorine-containing waste treatment apparatus 1 of the first embodiment further includes a residual vapor-containing solids recovery means 35 for recovering solids contained in the sucked and discharged residual vapor. Examples of such residual vapor-containing solids recovery means 35 include a clean room and a dust removal device. The residual vapor-containing solids recovery means 35 is not particularly limited as long as it can fulfill its function, and any means that can be appropriately selected by a person skilled in the art can be used.
[0032] In the chlorine-containing waste treatment apparatus 1 of the first embodiment, as shown in Fig. 2, a feeding conveyor 21 is provided connected to the feeding port 2, and conveys the chlorine-containing waste to the feeding port 2. The feeding conveyor 21 is not particularly limited as long as it can perform the above-mentioned functions, and any conveyor that can be appropriately selected by a person skilled in the art can be used.
[0033] In the chlorine-containing waste treatment apparatus 1 of the first embodiment, as shown in Fig. 2, a discharge conveyor 41, a sorting device 42, and a transport conveyor 43 are arranged in connection with the reclaimed material discharge port 4, and after a series of treatments, the reclaimed material is discharged from the pressure vessel 11, sorted, and transported to a container 44. The discharge conveyor 41, the sorting device 42, the transport conveyor 43, and the container 44 are not particularly limited as long as they can perform their respective roles as described above, and any device that can be appropriately selected by a person skilled in the art can be used.
[0034] As shown in FIG. 1 , a horizontal rotating shaft 121 with multiple blades 122 attached at approximately equal intervals is disposed within the pressure vessel 11 of the chlorine-containing waste treatment device 1 of this first embodiment. The shaft 121 continues to rotate forward at 15 to 20 rpm during stirring under high-temperature and high-pressure conditions, and rotates reverse at 30 to 40 rpm to transport the regenerated material to the regenerated material outlet 4 after hydrolysis is completed. The multiple blades 122 attached to the horizontal rotating shaft 121 can be attached at an angle of 15 to 35° relative to the regenerated material outlet 4, allowing for easy replacement when worn. Instead of the horizontal rotating shaft 121 with multiple blades 122 attached at approximately equal intervals, a rotating element such as a helix, turbine, or anchor can be disposed within the pressure vessel 11. The blades 122 in the chlorine-containing waste treatment device 1 of this first embodiment can be, for example, flat blades.
[0035] The chlorine-containing waste treatment apparatus 1 of the first embodiment is equipped with a pressure-resistant vessel internal pressure adjusting means 13, which, as shown in Fig. 1, includes a pressure-resistant vessel internal pressure adjusting valve 131, a safety valve 132, and a pressure-resistant vessel internal temperature / pressure gauge 133. The pressure-resistant vessel internal pressure adjusting valve 131 is a type of self-regulating valve that works to maintain a constant pressure inside the pressure-resistant vessel 11. The safety valve 132 is also called a relief valve and is a valve that automatically releases pressure when the pressure inside the pressure-resistant vessel 11 rises abnormally and automatically closes as the internal pressure drops. The pressure-resistant vessel internal temperature / pressure gauge 133 is an instrument that measures the temperature and pressure inside the pressure-resistant vessel 11, and any of these instruments can be selected appropriately by a person skilled in the art.
[0036] 1, a drain 14 is formed at the bottom of the pressure vessel 11 in the chlorine-containing waste treatment apparatus 1 of the first embodiment. Such a drain 14 can be selected appropriately by a person skilled in the art.
[0037] As shown in Fig. 1, the chlorine-containing waste treatment apparatus 1 of the first embodiment is equipped with an agitation / transport drive means 8, which includes a bearing 81, a motor 82, and a reducer 83. The bearing 81, the motor 82, and the reducer 83 are not particularly limited as long as they can perform their respective functions described above, and any suitable components can be selected by a person skilled in the art. Note that, for example, if the reclaimed material can be agitated and transported to the reclaimed material discharge port 4 by other means or configurations in addition to utilizing the supply of a cleaning agent into the pressure-resistant container 11 described below, the chlorine-containing waste treatment apparatus 1 of the first embodiment does not need to include the horizontal rotation shaft 121, the blade 122, and some or all of the components of the agitation / transport drive means 8.
[0038] 2, the chlorine-containing waste treatment apparatus 1 of the first embodiment is equipped with a control panel 91 and a fuel tank 92. The chlorine-containing waste treatment apparatus 1 is operated by the control panel 91, and receives fuel from the fuel tank 92. The control panel 91 and the fuel tank 92 are not particularly limited as long as they can perform the respective roles described above, and any suitable control panel and fuel tank can be used that can be selected by a person skilled in the art.
[0039] Next, a second embodiment of the chlorine-containing waste treatment apparatus according to the present invention will be described. As shown in Figures 1 and 2, the chlorine-containing waste treatment apparatus 1 of this second embodiment further includes a cleaning liquid injection means 6 for injecting a cleaning liquid into the pressure vessel 11 to wash the regenerated product obtained by the hydrolysis treatment while the residual steam generated by the hydrolysis treatment is being sucked out of the pressure vessel 11 or after the residual steam generated by the hydrolysis treatment is being sucked out of the pressure vessel 11. Each component will be described in detail below. Components of the chlorine-containing waste treatment apparatus 1 of this second embodiment that are the same as or correspond to those of the first embodiment of the chlorine-containing waste treatment apparatus 1 described above will be designated by the same reference numerals and will not be described again.
[0040] 1 and 2, the cleaning liquid injection means 6 in the chlorine-containing waste treatment apparatus 1 of the second embodiment includes a cleaning liquid inlet 61, a cleaning liquid tank 62, and a cleaning liquid supply pipe 63. The cleaning liquid inlet 61 in the chlorine-containing waste treatment apparatus 1 of the second embodiment is an inlet for injecting the cleaning liquid supplied from the cleaning liquid tank 62 through the cleaning liquid supply pipe 63 into the pressure vessel 11. In the chlorine-containing waste treatment apparatus 1 of the second embodiment, the "cleaning liquid" is not particularly limited as long as it can clean the regenerated product obtained by the hydrolysis treatment and the regenerated product after cleaning can be reused as a fuel such as a carbon-neutral fuel, fertilizer, feed, etc., and any liquid appropriately selected by a person skilled in the art can be used. As such a cleaning liquid, water-soluble solvents such as water, alkaline aqueous solution, acidic aqueous solution, neutral detergent, and alcohol aqueous solution can be used, and a surfactant or antifoaming agent may be added as needed. However, water or Warm water is preferred, with water or warm water at 5 to 100°C being more preferred, water or warm water at 6 to 90°C being more preferred, water or warm water at 7 to 80°C being more preferred, water or warm water at 8 to 70°C being more preferred, water or warm water at 9 to 65°C being more preferred, water or warm water at 10 to 60°C being more preferred, water or warm water at 11 to 55°C being more preferred, water or warm water at 12 to 50°C being more preferred, water or warm water at 13 to 45°C being even more preferred, water or warm water at 14 to 40°C being even more preferred, and water or warm water at 15 to 35°C being particularly preferred. The "cleaning liquid" in the chlorine-containing waste treatment device 1 of this second embodiment may be used to clean the regenerated product obtained by hydrolysis treatment and at the same time clean the inside of the pressure-resistant vessel 11.
[0041] In the chlorine-containing waste treatment device 1 of the second embodiment, the cleaning liquid inlet 61 is not particularly limited as long as it can inject the cleaning liquid supplied from the cleaning liquid tank 62 into the pressure vessel 11 through the cleaning liquid supply pipe 63, and any suitable inlet can be used that can be selected appropriately by a person skilled in the art. [0042] Next, as shown in Figures 1 and 2, the chlorine-containing waste treatment apparatus 1 of the second embodiment further comprises a drying air supply means 7 for supplying air for drying the regenerated material into the pressure vessel 11 after the regenerated material has been washed inside the pressure vessel 11, and such drying air supply means 7 comprises an inlet-side drying air supply port 71, a residual steam outlet-side drying air supply port 72, a drying air supply device 73, and a drying air supply pipe 74, all of which can supply drying air into the pressure vessel 11.
[0043] The inlet-side drying air supply port 71 and the residual steam outlet-side drying air supply port 72 are supply ports for drying air for the cleaned regenerated material, which is supplied from a drying air supply device 73 to the pressure vessel 11 through a drying air supply pipe 74 after the regenerated material has been cleaned in the pressure vessel 11. Such inlet-side drying air supply port 71 and residual steam outlet-side drying air supply port 72 are not particularly limited as long as they can supply air from the drying air supply device 73 to the pressure vessel 11 through the drying air supply pipe 74 after the regenerated material has been cleaned in the pressure vessel 11, and any suitable supply port can be selected by a person skilled in the art. Note that a cleaning liquid inlet 61 can be used as a supply port for drying air for the cleaned regenerated material together with the inlet-side drying air supply port 71 and the residual steam outlet-side drying air supply port 72, or instead of the inlet-side drying air supply port 71 and the residual steam outlet-side drying air supply port 72.
[0044] The drying air supply device 73 is a device that supplies air for drying the washed regenerated material into the pressure vessel 11 through a drying air supply pipe 74. [0046] The chlorine-containing waste treatment apparatus 1 of the first and second embodiments may further include any other components that do not impair the features of the present invention, such as a heat-resistant and pressure-resistant jacket surrounding the pressure vessel 11, an air exhaust means for exhausting the air in the pressure vessel 11 to the outside from the time when the introduction of chlorine-containing waste into the inlet 2 begins until the inlet 2 is closed, a low-temperature air supply means for supplying low-temperature air into the pressure vessel 11 from the time when the regenerated product is produced until the time when the regenerated product is discharged out of the pressure vessel 11, and a steel plate replacement unit provided at the bottom of the pressure vessel 11. However, the configuration of the chlorine-containing waste treatment apparatus according to the present invention is not limited to the configuration of the first and second embodiments described above.
[0047] Next, an embodiment of a chlorine-containing waste treatment system according to the present invention will be described. Components of the chlorine-containing waste treatment system 0 (not shown) according to this embodiment that are identical to or correspond to those of the first and second embodiments of the chlorine-containing waste treatment device according to the present invention will be designated by the same reference numerals and will not be described again. The chlorine-containing waste treatment system 0 (not shown) according to this embodiment includes at least one of the chlorine-containing waste treatment devices 1 according to the first and second embodiments. The chlorine-containing waste treatment system 0 (not shown) according to this embodiment may include at least one of the chlorine-containing waste treatment devices 1 according to the first and second embodiments. It is sufficient for the chlorine-containing waste treatment system 0 (not shown) according to this embodiment to include any additional components, such as a circulator, a deodorizing device, a cooling tower, a condenser, an oil-water separator, a water treatment device, and a boiler water circulation device, as long as the features of the present invention are not impaired. However, the configuration of the chlorine-containing waste treatment system according to the present invention is not limited to the configuration of the above-described embodiments.
[0048] Next, a first embodiment of the method for desalination of chlorine-containing waste according to the present invention will be described. Note that, in the method DM for desalination of chlorine-containing waste according to the first embodiment, components that are the same as or correspond to those of the first and second embodiments of the chlorine-containing waste treatment device according to the present invention and the embodiment of the chlorine-containing waste treatment system according to the present invention will be designated by the same reference numerals and will not be described again. As shown in FIG. 3 , the method DM for desalination of chlorine-containing waste according to the first embodiment comprises the following steps (i) to (iv): (i) a step of introducing chlorine-containing waste into a sealable pressure-resistant container (waste introduction step S1); (ii) a step of supplying superheated steam into the pressure-resistant container (superheated steam supply step S2); (iii) a step of hydrolyzing the chlorine-containing waste in the pressure-resistant container under high-temperature and high-pressure conditions to obtain a regenerated product (hydrolysis treatment step S3); and (iv) a step of suctioning and discharging residual steam generated by the hydrolysis treatment out of the pressure-resistant container when the electrical resistance value associated with the stirring resistance of the treated chlorine-containing waste drops after the hydrolysis treatment (residual steam suction and discharge step S4).
[0049] The "chlorine-containing waste," "steam," "superheated steam," "high-temperature and high-pressure conditions," and "regenerated material" in the waste introduction step S1, superheated steam supply step S2, hydrolysis treatment step S3, and residual steam suction and discharge step S4 are the same as those in the first embodiment of the chlorine-containing waste treatment device of the present invention. Furthermore, the "pressure-resistant vessel" in the waste introduction step S1, superheated steam supply step S2, hydrolysis treatment step S3, and residual steam suction and discharge step S4 is not limited as long as it is heat-resistant, pressure-resistant, and also oxidation-resistant and electrolytic-corrosion-resistant to hydrolysis of chlorine-containing waste under high-temperature and high-pressure conditions, and is sealable. Examples of such pressure-resistant vessels include stainless steel, nickel alloy, and steel vessels, such as the pressure-resistant vessel 11 in the first embodiment of the chlorine-containing waste treatment device of the present invention.
[0050] In the residual steam suction and discharge step S4, for example, a resistor is provided, and the time point at which the value of the electrical resistance associated with the agitation resistance drops can be grasped by monitoring using the resistor. Thus, when the value of the electrical resistance associated with the agitation resistance of the treated chlorine-containing waste drops after the hydrolysis treatment, the residual steam generated by the hydrolysis treatment can be sucked and discharged outside the pressure-resistant vessel. As a result, the residual steam and the generated regenerated product can be quickly separated, and it is possible to minimize the return of chlorine, which has been separated from the chlorine-containing waste and transferred to the residual steam by the hydrolysis treatment, to the generated regenerated product.
[0051] Furthermore, the method DM for desalination of chlorine-containing waste according to the first embodiment may include the following step (v), as shown in FIG. 4 : (v) a step of recovering solid matter contained in the residual steam discharged by suction (residual steam solid matter recovery step S5).
[0052] The residual vapor solids recovery process S5 can be carried out, for example, by using a clean room or a dust removal device, but is not limited to these and can be carried out using anything that can be appropriately selected by a person skilled in the art.
[0053] Next, a second embodiment of the method for desalination of chlorine-containing waste according to the present invention will be described. In the method for desalination of chlorine-containing waste according to the second embodiment, components that are the same as or correspond to those of the first and second embodiments of the chlorine-containing waste treatment device according to the present invention, the embodiment of the chlorine-containing waste treatment system according to the present invention, and the first embodiment of the method for desalination of chlorine-containing waste according to the present invention will be designated by the same reference numerals and will not be described again. As shown in FIG. 5, the method DM for desalination of chlorine-containing waste according to the second embodiment includes the following steps (I) to (V): (I) a step of introducing chlorine-containing waste into a sealable pressure-resistant container (waste introducing step S1); (II) a step of supplying superheated steam into the pressure-resistant container (superheated steam supplying step S2); (III) a step of hydrolyzing the chlorine-containing waste in the pressure-resistant container under high-temperature and high-pressure conditions to obtain a regenerated product (hydrolysis treatment step S3); (IV) a step of sucking and discharging the residual steam generated by the hydrolysis treatment outside the pressure-resistant container when the value of the electrical resistance related to the stirring resistance of the treated chlorine-containing waste has dropped after the hydrolysis treatment (residual steam suction and discharge step S4); and (V) a step of injecting a cleaning liquid into the pressure-resistant container to wash the regenerated product while the residual steam generated by the hydrolysis treatment is being sucked and discharged outside the pressure-resistant container, or after the residual steam generated by the hydrolysis treatment has been sucked and discharged outside the pressure-resistant container (regenerated product washing step S6).
[0054] The "cleaning liquid" in the regenerated substance washing step S6 is the same as that in the second embodiment of the chlorine-containing waste treatment device according to the present invention. The regenerated substance washing step S6 can be carried out, for example, by using a cleaning liquid tank and a cleaning liquid supply pipe, but is not limited thereto and can be carried out by using any suitable means selectable by a person skilled in the art.
[0055] Furthermore, the method DM for desalination of chlorine-containing waste according to the second embodiment may include the residual vapor solids recovery step S5 described above, as shown in FIG.
[0056] Next, a third embodiment of the method for desalination of chlorine-containing waste according to the present invention will be described. In the method for desalination of chlorine-containing waste according to the third embodiment, components that are the same as or correspond to those in the first and second embodiments of the chlorine-containing waste treatment device according to the present invention, the embodiment of the chlorine-containing waste treatment system according to the present invention, and the first and second embodiments of the method for desalination of chlorine-containing waste according to the present invention will be designated by the same reference numerals and will not be described again. As shown in FIG. 7, the method DM for desalination of chlorine-containing waste according to the third embodiment includes the following steps (a) to (f): (a) a step of introducing chlorine-containing waste into a sealable pressure-resistant container (waste introducing step S1); (b) a step of supplying superheated steam into the pressure-resistant container (superheated steam supplying step S2); (c) a step of hydrolyzing the chlorine-containing waste in the pressure-resistant container under high-temperature and high-pressure conditions to obtain a regenerated product (hydrolysis treatment step S3); (d) a step of sucking and discharging residual steam generated by the hydrolysis treatment to the outside of the pressure-resistant container when the value of the electrical resistance related to the stirring resistance of the treated chlorine-containing waste has dropped after the hydrolysis treatment (residual steam suction and discharge step S4); and (e) a step of injecting a cleaning liquid into the pressure-resistant container to wash the regenerated product while the residual steam generated by the hydrolysis treatment is being sucked and discharged to the outside of the pressure-resistant container, or after the residual steam generated by the hydrolysis treatment has been sucked and discharged to the outside of the pressure-resistant container (regenerated product washing step S6). (f) After the regenerated material is washed in the pressure vessel, air is supplied into the pressure vessel to dry the washed regenerated material (regenerated material drying step S7).
[0057] The "air" in the regenerated material drying step S7 is the same as that in the second embodiment of the chlorine-containing waste treatment device according to the present invention. Furthermore, the regenerated material drying step S7 can be carried out, for example, by using a drying air supply device and a drying air supply pipe, but is not limited thereto and can be carried out by using any suitable means selectable by a person skilled in the art.
[0058] Furthermore, the method DM for desalination of chlorine-containing waste according to the third embodiment may include the residual vapor solids recovery step S5 described above, as shown in FIG.
[0059] The first, second and third embodiments of the method for desalination of chlorine-containing waste according to the present invention may further include any configuration within the scope that does not impair the characteristics of the present invention, such as, for example, a blower means for assisting the suction of residual steam, a deodorizing means, a cooling means, a condensing means, an oil-water separating means, a water treating means, etc. However, the configuration of the method for desalination of chlorine-containing waste according to the present invention is not limited to the configuration of the first, second and third embodiments described above.
[0060] Next, the operation of the chlorine-containing waste treatment device according to the present invention will be described in detail based on the first and second embodiments of the chlorine-containing waste treatment device according to the present invention. In the operation of the chlorine-containing waste treatment device 1 of the first and second embodiments, the same or corresponding components as those of the first and second embodiments of the chlorine-containing waste treatment device according to the present invention will be designated by the same reference numerals and will not be described again.
[0061] First, the chlorine-containing waste is transported by the feeding conveyor 21 to the feeding port 2 of the pressure vessel 11, and the chlorine-containing waste is fed into the pressure vessel 11 through the feeding port 2. At the same time that the chlorine-containing waste is fed into the pressure vessel 11, the bearing 81 and motor 82 of the agitation transfer drive means 8 of the chlorine-containing waste treatment apparatus 1, which has received fuel from the fuel tank 92, are driven, thereby rotating the horizontal rotation shaft 121 of the agitation transfer means 12, and the chlorine-containing waste fed into the pressure vessel 11 is agitated by the action of the multiple blades 122 attached to the horizontal rotation shaft 121.
[0062] Next, the inlet 2 is closed, and superheated steam is supplied into the pressure vessel 11 by the superheated steam supply means 5 in the pressure vessel. When saturated steam (wet saturated steam or dry saturated steam) is supplied to the header 55 by the steam boiler 53 and the steam supply pipe 54, high-temperature air is supplied to the header 55 by the high-temperature air generator 57 and the high-temperature air supply pipe 58, and the supplied saturated steam (wet saturated steam or dry saturated steam) and the high-temperature air are mixed in the header 55 to generate superheated steam, which is injected into the pressure vessel 11 through the superheated steam supply pipe 56. This allows superheated steam to be used without installing a superheated steam boiler, thereby reducing running costs and enabling simple and safe handling. On the other hand, when superheated steam is supplied to the header 55 by the steam boiler 53 and the steam supply pipe 54, the supplied superheated steam is injected directly into the pressure vessel 11 through the superheated steam supply pipe 56. After the superheated steam is injected into the pressure vessel 11, the chlorine-containing waste that has already been put into the pressure vessel 11 and stirred is hydrolyzed under high temperature and high pressure conditions. After the hydrolysis treatment is completed, the driving bearing 81 is stopped by the reducer 83 of the stirring and transporting drive means 8, and the movement of the horizontal rotation shaft 121 to which the multiple blades 122 are attached is stopped.
[0063] The residual steam generated by the hydrolysis treatment is sucked by the residual steam suction device 33 of the residual steam suction and discharge means 3 and discharged from the residual steam discharge port 31 to the pressure vessel 11 when the electrical resistance value associated with the agitation resistance of the chlorine-containing waste drops after the hydrolysis treatment. The residual steam discharged from the residual steam discharge port 31 moves to the residual steam suction device 33 through the residual steam delivery pipe 34 while the discharge rate is adjusted by the residual steam discharge valve 32. This allows the residual steam and the generated regenerated product to be quickly separated, minimizing the risk of chlorine, which was separated from the chlorine-containing waste and transferred to the residual steam during the hydrolysis treatment, returning to the generated regenerated product. This allows the regenerated product to be obtained with a significantly reduced chlorine content. Furthermore, as a result, such regenerated product can be reused as fuels such as carbon-neutral fuels, fertilizers, feed, etc.
[0064] Furthermore, the solid matter contained in the residual steam that has moved to the residual steam suction device 33 is recovered by residual steam-containing solid matter recovery means 35 .
[0065] Furthermore, while the residual steam is being sucked by the residual steam suction device 33 of the residual steam suction and discharge means 3 and discharged from the residual steam outlet 31 to the outside of the pressure vessel 11, or after the residual steam is sucked by the residual steam suction and discharge means 33 of the residual steam suction and discharge means 3 and discharged from the residual steam outlet 31 to the outside of the pressure vessel 11, the cleaning liquid stored in the cleaning liquid tank 62 of the cleaning liquid injection means 6 is injected through the cleaning liquid supply pipe 63 and the cleaning liquid injection port 61 of the pressure vessel 11 into the pressure vessel 11 to wash the regenerated product obtained by the hydrolysis treatment. At this time, the inside of the pressure vessel 11 may also be washed at the same time. This removes much of the chlorine that has returned to the regenerated product, thereby obtaining a regenerated product with a reduced chlorine content.
[0066] After the regenerated material is washed by the washing liquid injection means 6, air for drying the washed regenerated material is supplied from a drying air supply device 73 of the drying air supply means 7 through a drying air supply pipe 74 to a drying air supply port 71 on the inlet side of the pressure vessel 11 and / or a drying air supply port 72 on the residual steam outlet side. As a result, the washed regenerated material is dried in the pressure vessel 11 by the washing liquid injection means 6, and the dried regenerated material can be immediately reused.
[0067] The regenerated material obtained by the hydrolysis treatment, the washed regenerated material, or the dried regenerated material is pushed out by a plurality of blades 122 attached to the horizontal rotating shaft 121 by the rotation of the horizontal rotating shaft 121 of the agitating and transporting means 12, and is transported to the regenerated material discharge outlet 4. The regenerated material transported to the regenerated material discharge outlet 4 is carried by the discharge conveyor 41 to the sorting device 42, and after being sorted in the sorting device 42, the sorted regenerated material is transported by the transport conveyor 43 to a container 44.
[0068] Furthermore, even if inorganic materials such as metals, ceramics, glass, and inorganic rubber are mixed in with the chlorine-containing waste, these inorganic materials are not decomposed and are discharged in the same state as when the waste was input, so that separation after decomposition is easy and, since they are completely sterilized, these inorganic materials can be recycled.
[0069] The process of producing a regenerated product by hydrolyzing chlorine-containing waste under high temperature and high pressure conditions using the chlorine-containing waste treatment device 1 described above can be operated and controlled by a control panel 91 .
[0070] The chlorine-containing waste treatment device, chlorine-containing waste treatment system, and method for desalination of chlorine-containing waste according to the present invention as described above can achieve the following advantages: 1. The pressure vessel 11 of the chlorine-containing waste treatment device 1 can be maintained in a subcritical or supercritical state. 2. Because chlorine-containing waste can be reliably hydrolyzed, even difficult-to-handle chlorine-containing waste can be safely decomposed and reduced in volume, and the regenerated material can be reused as fuel such as carbon-neutral fuel, fertilizer, feed, etc. 3. A regenerated material with a significantly reduced chlorine content can be obtained. 4. The dried regenerated material can be quickly used as a resource. 5. Inorganic materials such as metals, ceramics, glass, and inorganic rubber that are mixed in with chlorine-containing waste can be easily recycled. 5. Unlike incinerators and other large-scale treatment devices, the installation of the chlorine-containing waste treatment device and chlorine-containing waste treatment system according to the present invention does not require the consent of residents or official permission.
[0071] The chlorine-containing waste treatment device, chlorine-containing waste treatment system, and method for desalination of chlorine-containing waste according to the present invention are not limited to the above-described embodiments, and may be modified as appropriate without departing from the spirit and scope of the present invention. For example, configurations other than those of the above-described embodiments and configurations may be adopted as appropriate without departing from the spirit and scope of the present invention.
