[0002] Surfactants are substances added to emulsions. They generally function to reduce the interfacial tension between the water and oil phases, and are used in many cosmetics. However, surfactants can cause skin dryness due to moisture loss and sensitivity to external irritants by destroying the skin's phospholipid layer.

[0098] Manufacturing Examples 1 and 2 confirmed that the shape of the oil drop was spherical, the strength of the oil drop was excellent, and emulsion stability was maintained even under harsh conditions.

1. A water phase comprising a thickener and a water phase stabilizer including a polyol and an acrylic acid polymer; and An oil phase comprising oil and an oil stabilizer; An oil drop-type cosmetic composition that does not contain a surfactant.
2. In paragraph 1, An oil drop-type cosmetic composition comprising the water stabilizer in an amount of more than 0.001 part by weight and less than 0.4 part by weight relative to 1 part by weight of the polyol.
3. In paragraph 1, An oil drop-type cosmetic composition comprising the thickener in an amount of more than 0.001 part by weight and less than 1.2 parts by weight relative to 1 part by weight of the polyol.
4. In paragraph 1, An oil drop-type cosmetic composition comprising the oil stabilizer in an amount of more than 0.02 parts by weight and less than 1.2 parts by weight relative to 1 part by weight of the oil.

In paragraph 1, An oil drop-type cosmetic composition, wherein the water-soluble stabilizer comprises at least one of acrylate / C10-30 alkyl acrylate crosspolymer, ammonium acryloyldimethyl taurate / beheneth-25 methacrylate crosspolymer, acrylate / palmeth-25 acrylate copolymer, or acrylate / beheneth-25 methacrylate copolymer.
11. In paragraph 1, An oil drop-type cosmetic composition comprising the above-mentioned oil stabilizer, polyamide-8.
