The device comprises a workbench, a cloth placing roller and a cloth collecting roller are rotatably arranged on the two sides of the workbench, a glue applying chamber and a drying chamber are arranged on the top surface of the workbench, the glue applying chamber is located on the side, away from the cloth placing roller, of the drying chamber, a pressing roller for flattening the oxford fabric is rotatably arranged above the workbench, a traction device for moving the oxford fabric to the cloth collecting roller is arranged on the workbench, a glue tank is arranged at the bottom of the workbench, two coating rollers are rotatably arranged in the glue applying chamber, a gap is arranged between the two adjacent coating rollers, the top end of a material conveying pipe is arranged towards the middle of the two coating rollers, a scraper for scraping the waterproof glue is arranged in the glue applying chamber, a collecting tank with an open top surface is fixed on the two sides of the workbench, and a collecting pipe connected with the glue tank is arranged at the bottom of the collecting tank. The waterproof glue can be evenly applied to the surface of the oxford fabric.
