To provide a device and a method which have high versatility and enable a large bolt to be easily loosened or tightened.SOLUTION: The invention relates to a bolt loosening and tightening device including: a tubular member hung along a vertical direction; a weight disposed in the tubular member; a hanging device which hangs the tubular member through a rope at one end side of the tubular member; a fixed pulley which hangs the tubular member through an additional rope at the one end side of the tubular member; and an engagement member rotatably attached to the other end side of the tubular member.SELECTED DRAWING: Figure 1
