The administrative evaluation method is realized by processing the computer device including the administrative evaluation device.

[0022] The administrative management system is used in administrative organizations to manage administrative activities. Administrative organizations are organizations that manage administration, including government agencies, ministries, public organizations, etc., such as national and local governments, and in this embodiment, local governments are used as an example.

[0023] A policy system is a system of issues divided into three levels: policy, measures, and administrative projects. This embodiment illustrates the use of this policy system to manage administrative projects. However, administrative projects may be managed in four or more levels, for example, by establishing a level of sub-measures between measures and administrative projects. A policy is a broad set of administrative activities aimed at realizing basic policies to address specific administrative issues, and indicates the direction and objectives of urban development in an established administrative division (such as a city, ward, town, or village). A measure is a set of administrative activities aimed at realizing specific policies based on the basic policy of the policy, and indicates the measures and countermeasures for realizing the policy. Administrative projects are individual administrative tasks and projects implemented as concrete administrative measures to implement the specific policies of the policy. Administrative projects are implemented by each bureau within an administrative division based on its budget.

[0024] Administrative activities are carried out in succession over one fiscal year, through the following stages: planning, budget formulation, budget execution, and administrative evaluation. In the planning stage, the implementation details of the policy system are planned. In the budget formulation stage, the budget is compiled for the planned policy system through budget requests, assessments, internal announcements, and resolutions. In the budget execution stage, the compiled budget is used to execute the policy system, including administrative projects. In the administrative evaluation stage, the performance of the implemented policy system is evaluated.

[0025] <System Configuration> Figure 1 shows a block diagram of an administrative evaluation system 1. The administrative evaluation system 1 comprises an administrative evaluation device 2 and a user terminal 3. The input device 304 is an input interface that accepts input operations by the user, and is composed of a microphone, touch panel, mouse, keyboard, etc. The output device 305 is composed of a display that displays and outputs data.

[0034] <Database> The database DB stores a user master, policy system information, administrative goal information, and performance information.

[0035] The user master stores user information within an administrative organization, including user identification information (user ID), name, department, division, etc.

[0036] The policy system information includes policy information, policy information, and administrative / business information. As shown in FIG. 3(a), the policy system information is registered as a policy system tree structure in which one or more lower-level policy systems can be associated with a higher-level policy system. The policy system has a tree structure with a hierarchy of policies, policies, sub-policies, and administrative / business systems, in that order from the top. The policy systems are linked by identification information (policy system ID) for mutually referencing corresponding policy systems; for example, lower-level policy systems are associated with each other by having the policy system ID of the higher-level policy system.

[0037] Policy information is information about individual policies and is registered for each implementation year. Policy information has basic information about policies and is associated with administrative goal information and performance information. Measure information is information about individual measures and is registered for each implementation year. Measure information has basic information about measures and is associated with administrative goal information and performance information. Administrative and business information is information about individual administrative and business projects and is registered for each implementation year. In this embodiment, administrative and business information has basic information about administrative and business projects and is associated with administrative goal information, performance information, and budget information. Below, basic information, administrative goal information, and performance information will be explained using administrative and business information as an example, but policy information and program information are also assumed to include similar information corresponding to policies / programs.

[0038] Basic information is information regarding the content of the business and includes identification information (business ID) of the basic information (i.e., business information), execution year, identification information (business ID) of related business information, status, and information on multiple data items related to the business report for the business.

[0039] The status of the basic information indicates the stage of the project in administrative activities, such as "Plan" / "Budget Preparation > Request," "Budget Preparation > Assessment," "Budget Preparation > Preliminary Notice," "Budget Preparation > Resolution," "Execution," or "Administrative Evaluation." Projects that receive a zero rating (non-budgetary) at the "Budget Preparation" stage remain in the "Budget Preparation > Assessment" status. "Budget Preparation > Assessment" includes projects that are not yet assessed or are currently being assessed, as well as projects that have been put on hold as a result of assessment. "Budget Preparation > Request" includes projects at the budget request stage and projects that have been put on hold but for which a request to revive them has been made. These statuses are merely examples; the stages can be arbitrarily divided, and the number of stages is not limited to these. In addition to or instead of the staged statuses, statuses related to the assessment results, such as budgeted or non-budgeted, may also be assigned.

[0040] Data items for basic information include, for example, project number, project name, responsible department, responsible division, person responsible for creating the project, project start year, project (planned) end year, accounting classification, underlying legislation, major policies and measures (related plans, notifications, etc.), project objectives, project overview, implementation method, and other various information related to the project.

[0041] The identification information for the related business and project information in the basic information is blank when the business and project information is registered. After the business and project is assessed, when new business and project information that continues the business and project is registered, the identification information for the new business and project information (business and project ID) is entered. When multiple projects from previous years are merged, the same identification information for the new business and project information (business and project ID) will be entered into multiple pieces of business and project information from previous years.

[0042] Administrative goal information includes performance goal information and progress goal information. As shown in FIG. 3(b), administrative goal information is registered as an administrative goal tree structure in which one or more higher-level administrative goals can be associated with one or more lower-level administrative goals. Administrative goals are classified into performance goals, which are higher-level goals, and progress goals, which are lower-level goals. Performance goals are further classified into higher-level performance goals such as KGIs (Key Goal Indicators), which are higher-level goals, and lower-level performance goals such as KPIs (Key Performance Indicators), which are lower-level goals. Administrative goals are linked by identification information (administrative goal ID) or the like to mutually reference corresponding administrative goals.

[0043] In this embodiment, the performance goals are set as target values that can be quantified. For example, the upper performance goal is set as a final target value such as a KGI (Key Goal Indicator), and the lower performance goal is set as an intermediate goal toward achieving the final goal such as a KPI (Key Performance Indicator).

[0044] The data items of the performance target information include evaluation items and target values. Performance targets are evaluated based on the actual values relative to the target values. Performance targets may also be evaluated based on the actual values for the current year relative to the actual values for the previous year. Performance targets are simply evaluated based on whether or not the target values are exceeded, but they may also be evaluated in stages according to the achievement rate, which is the ratio of the actual values to the target values. Target values may include intermediate target values within the year in addition to the target values at the end of the year.

[0045] Progressive goals are associated with sub-performance goals as administrative goals that are subordinate to them. Progressive goals are set as one or more step-by-step tasks toward the achievement of the sub-performance goals. Progressive goals are set as multiple tasks that must be achieved during the execution period of an administrative project, etc. Progressive goals include important progress goals that are set as at least one or more important tasks from among the tasks.

[0046] The data items of the progress goal information include the task goal and the deadline for achieving the task goal. The progress goal is registered as the achievement of the task goal and the achievement date. The progress goal is evaluated based on whether the task goal has been achieved or not. The progress goal is also evaluated based on whether the task goal has been achieved or not within the deadline for achieving the task goal.

[0047] The evaluation of outcome goals and progress goals can be reflected in the evaluation results of their corresponding policy systems. Furthermore, the performance of lower-level administrative goals can be reflected in the performance of higher-level administrative goals.

[0048] In this embodiment, the policy system tree structure and administrative goal tree structure shown in FIG. 3 are in a corresponding relationship. The policy system tree structure has a policy level T11, a policy level T12, a sub-policy level T13, and an administrative / business level T14. The administrative goal tree structure has a higher-level goal level T21, a higher-level goal level T22, a higher-level goal level T23, and a lower-level goal / progress goal level T24. The policy level T11 and the higher-level goal level T21, the policy level T12 and the higher-level goal level T22, the sub-policy level T13 and the higher-level goal level T23, and the administrative / business level T14 and the lower-level goal / progress goal level T24 are respectively associated with each other. The policy system information can reference corresponding administrative goal information. The policy system information and administrative goal information can be referenced by each other by having the corresponding identification information (policy system ID or administrative goal ID). The storage processing unit 25 accepts the specification of the policy system information and administrative goal information to be associated, and stores the specified policy system information and administrative goal information in the database DB in association with each other.

[0049] The performance information includes results for the outcome target and progress target. The data item of the performance information corresponding to the outcome target includes a performance value corresponding to the target value. The data item of the performance information corresponding to the progress target includes identification information (performance ID) of the performance information, achievement of the task target, and achievement date (report date). The performance information is linked by the corresponding administrative goal ID.

[0050] Budget information includes initial budget information indicating the initial budget for a certain task or project, and supplementary budget information indicating the supplementary budget. The initial budget information has identification information for the initial budget information (initial budget ID), identification information for related task or project information (task or project ID), and multiple data items related to the initial budget. Data items in the initial budget information include, for example, an overview of the initial budget, items such as sections / items / items / sections related to the budget, and the requested budget amount. Related task or project information in the initial budget information is identification information for the basic information related to the budget (task or project ID).

[0051] The supplementary budget information includes identification information for the supplementary budget information (supplementary budget ID), identification information for monthly and related business information (initial budget ID), and multiple data items related to the supplementary budget. The data items for the supplementary budget information include, for example, an overview of the supplementary budget (purpose, reason, etc.), items such as subdivision / item / section / item related to the budget, and the requested budget amount. The related business information in the supplementary budget information is, for example, identification information for the initial budget information related to the supplementary budget (initial budget ID).

[0052] Execution information is information that is registered as needed for budget execution during the execution period. Execution information includes execution identification information (Execution ID), identification information for the task / business that will execute the budget (Task / Business ID), execution date, item, and execution amount. Sections and subsections may be added to the item when registering the execution information. Execution information also includes execution reports. Execution reports include execution observation reports on events that affect execution, execution status assessment reports on budget revisions due to execution policies / administrative goal revisions / supplementary budgets, and innovation reports on special execution.

[0053] The items related to the initial budget and supplementary budget are just examples, and any items such as sub-items may be included. For example, these items may be stored in an item master and referenced in the project information by identification information (item ID) in the item master.

[0054] The policy system information is generated for each fiscal year. The system registration unit 22 copies the policy system information for the previous fiscal year and generates the policy system information for the current fiscal year. The system registration unit 22 may also copy budget information and the like associated with the policy system information. Similarly, the goal registration unit 21 can copy the administrative goal information for the previous fiscal year and generate administrative goal information for the current fiscal year. Any data item in the newly generated information can be updated as appropriate as information for the current fiscal year.

[0055] <Processing Flow> Figure 4 shows a processing flowchart of the administrative evaluation system 1 for administrative activities in one fiscal year. In Figure 4, administrative activities including the planning stage, budget formulation stage, execution stage, and administrative evaluation stage are realized by the functional components of the administrative evaluation system 1.

[0056] In the planning stage, the goal registration unit 21 accepts the registration of administrative goals including outcome goals and progress goals as an administrative goal tree structure in which multiple lower-level administrative goals can be associated with a higher-level administrative goal via the user terminal 3, and stores the administrative goals in the database DB (S101). When the goal registration unit 21 is associated with an ongoing administrative project, etc., it copies the corresponding administrative goal information for the previous year stored in the database DB and generates administrative goal information for the current year. Here, the target value of the outcome goal may be restricted, such as being set higher than the previous year.

[0057] In the planning stage, the system registration unit 22 accepts registration of a policy system including policies, measures, and administrative projects via the user terminal 3 as a policy system tree structure in which multiple lower-level policy systems can be associated with a higher-level policy system, and stores the policy system in the database DB (S102). When registering new administrative project information, the system registration unit 22 refers to the policy system information stored in the database DB and accepts the specification of the associated policy information. When registering ongoing administrative project information, the system registration unit 22 copies the corresponding administrative project information from the previous year stored in the database DB to generate administrative project information for the current year.

[0058] At the budget preparation stage, the budget preparation unit 24 accepts a budget request including the initial budget information for the task / project via the user terminal 3 (S103). The initial budget information is prepared by the person in charge of the original bureau and is finalized after budget assessment, parliamentary approval, etc., which will be described later. The budget preparation unit 24 may accept registration by copying the initial budget information and / or supplementary budget information for the previous year and updating the data items of the initial budget information for the current year.

[0059] When there is performance information associated with the target business operation information, the budget compilation unit 24 can provide an evaluation based on the performance so that it can be referenced on the user terminal 3. Here, the evaluation includes an indication of the degree of achievement of the performance targets and progress targets.

[0060] At the budget preparation stage, the budget preparation department 24 accepts a budget assessment for the budget request via the user terminal 3 (S104). The budget assessment is approved by the department and the finance department. If the budget assessment is not approved, the original department staff revise the initial budget information in S103, and a new budget request is submitted. Once the budget assessment is approved by the budget preparation department 24, the initial budget information becomes a preliminary announcement. The initial budget information is then finalized after further approval by the assembly, etc. There are no restrictions on the approval flow from the budget request to the finalization of the budget.

[0061] Similarly, in the budget assessment of S104, the budget compilation unit 24 provides an evaluation based on the performance information so that it can be referenced on the user terminal 3. This helps the department, finance department, etc. to determine whether the requested initial budget is appropriate.

[0062] In the execution stage, the result registration unit 23 accepts the registration of result information for the progress target via the user terminal 3 (S105). The progress target can be registered as a result immediately upon achievement of the task target, so that the evaluation of the current fiscal year can be appropriately reflected in the budget compilation for the next fiscal year.

[0063] In the administrative evaluation stage, the performance registration unit 23 accepts the registration of performance information for the outcome targets via the user terminal 3 (S106). The performance registration unit 23 may set a performance information registration period (evaluation period) during or after the execution period. In the reality of administrative activities, there is a time lag between the execution stage and the administrative evaluation stage, so it is preferable to set an evaluation period corresponding to the execution stage of each fiscal year.

[0064] As a preliminary step to the budget request in S103, the budget compilation unit 24 may accept the registration of the budget allocation via the user terminal 3 of the finance department and store the budget allocation information in the database DB. The budget allocation refers to the budget amount allocated to a budget allocation group that includes multiple tasks and projects. The budget request refers to the process of requesting a budget from the budget allocation for each task and project that belongs to the budget allocation group. When registering the budget allocation, the budget compilation unit 24 can provide an evaluation based on performance information that can be referenced on the user terminal 3.

[0065] <Evaluation Period> Figure 5 shows an overview of administrative activities for each fiscal year. Administrative activities include, for example, budget preparation, budget execution, financial settlement, and evaluation (administrative evaluation). Note that administrative activities for each fiscal year do not necessarily have to cover exactly one year. For example, budget execution for administrative projects and other such activities is carried out throughout the year, so the budget preparation period corresponding to that budget execution falls in the previous period, and the financial settlement and administrative evaluation period corresponding to that budget execution fall in the subsequent period. Therefore, the series of administrative activities for each fiscal year, from budget preparation to administrative evaluation, takes approximately two years.

[0066] Using Figure 5(a) as an example, administrative activities for the first fiscal year are carried out as follows: budget preparation is carried out from October of the first year to March of the following year, budget execution is carried out from April to March of the second year, settlement is carried out from April to June of the third year, and administrative evaluation is carried out from July to September of the third year.

[0067] Using Figure 5(a) as an example, administrative activities for the second fiscal year are carried out in the following period: budget preparation from October of the second year to March of the following year, budget execution from April to March of the third year, settlement from April to June of the fourth year, and administrative evaluation from July to September of the fourth year.

[0068] Taking Figure 5(a) as an example, administrative activities for the third fiscal year will involve budget preparation from October of the third year to March of the following year, and budget execution from April of the fourth year onwards.

[0069] As mentioned above, in the past, the administrative evaluation for the first fiscal year was conducted from July to September of the third year, and the budget for the second fiscal year was prepared from October of the second year to March of the following year, so it was not possible to appropriately reflect the administrative evaluation for the first fiscal year in the budget for the second fiscal year.

[0070] In this embodiment, administrative evaluation is conducted based on the performance of each of the upper performance goal, the lower performance goal, and the progress goal. The performance of the lower performance goal is evaluated in an evaluation period after budget execution. The performance of the upper performance goal is evaluated in multiple evaluation periods after budget execution, including, for example, the first and second fiscal years.

[0071] The progress of the interim targets is evaluated during the evaluation period during budget execution. This means that the administrative evaluation for the first fiscal year is conducted from April of the second fiscal year to March of the following year, and the budget for the second fiscal year is compiled from October of the second fiscal year to March of the following year, making it possible to appropriately reflect the administrative evaluation based on the interim targets for the first fiscal year in the compilation of the budget for the second fiscal year.

[0072] As shown in Figure 5(b), the setting periods S1 to S3 of administrative goals overlap with the budget preparation period. The evaluation periods E1 to E3 of administrative goals are different for the upper performance goals, lower performance goals, and progress goals.

[0073] The above-mentioned upper performance goals, lower performance goals, and progress goals are associated with each other. Therefore, the performance of a progress goal is reflected in the performance of the upper performance goals, such as the lower performance goals and the upper performance goal.

[0074] The goal registration unit 21 registers at least one of the registered multiple progress goals as an important progress goal. The goal registration unit 21 sets the evaluation period by setting the deadline for achieving at least one important progress goal to a period prior to the budget preparation period for the next fiscal year. This allows the evaluation results of the important progress goals for the current fiscal year to be appropriately reflected in the budget preparation for the next fiscal year.

[0075] The result registration unit 23 accepts registration of results for progress targets during the execution period of the current fiscal year. The result registration unit 23 also accepts registration of results for performance targets during the period after the execution period of the current fiscal year.

[0076] 5(b), the budget preparation unit 24 is able to refer to the actual results of the progress targets including the first fiscal year during the budget preparation period for the second fiscal year. Furthermore, the budget preparation unit 24 is able to refer to the actual results of the progress targets including the first and second fiscal years and the actual results of the lower-level performance targets for the first fiscal year during the budget preparation period for the third fiscal year. Similarly, the budget preparation unit 24 is able to refer to the actual results of the progress targets for the first fiscal year through the third fiscal year, the actual results of the lower-level performance targets for the first and second fiscal years, and the actual results of the higher-level performance target for the first fiscal year during the budget preparation period for the fourth fiscal year.

[0077] <Actual performance registration> Fig. 6 shows an example of the screen display of the actual performance registration screen W10 displayed on the user terminal 3. Fig. 6 shows an example of the registration of actual performance for progress targets associated with the administrative business information of the AAA business. The actual performance registration screen W10 includes a first switching unit W11, a second switching unit W12, a first registration area W13 to a fourth registration area W16, and a submit button W17.

[0078] The first switching unit W11 can receive an instruction to switch the fiscal year of the business information and display business information for a different fiscal year. In response to the switching instruction from the first switching unit W11, the performance registration screen W10 corresponding to the business information for the current year, past years, or future years is displayed.

[0079] The second switching unit W12 can be used to display various types of information associated with the business information. In this embodiment, the screen display switching between business forms (basic information) and detailed breakdowns (budget information, administrative goal information, performance information, execution information) is illustrated as an example, but the types of information displayed on each screen are not limited to these.

[0080] The first registration area W13 is an area for displaying / registering the progress goal and its achievements. The achievement registration unit 23 receives the achievement and achievement date of the task as achievements for the task goal via the first registration area W13 and stores them as achievement information for the progress goal. When the achievement date of the progress goal approaches, the achievement registration unit 23 outputs a notification to the user terminal 3 in charge to register the corresponding achievements. The notification includes a link to the achievement registration screen W10.

[0081] The goal registration unit 21 can accept instructions to register / update / delete a progress goal and to register / update / delete an important progress goal via the first registration area W13, and store progress goal information.

[0082] The second registration area W14 accepts the registration of an execution observation report. The execution observation report includes a report name, a report content, a report date, etc. The execution observation report is a timely registration of events that affect the execution of a business.

[0083] The third registration area W15 accepts the registration of execution status assessment reports. Execution status assessment reports are related to the execution actions reported in the execution observation reports, and report the results of assessments on execution policies, administrative goal revisions, and budget corrections when execution issues arise as a result of the process. Execution status assessment reports include the report name, report content, report date, related execution observation reports or events that led to the assessment results, priority flags for making the issue a priority issue, the type of supplementary budget, and factors. Factors are data items that report internal factors, external factors, etc., and can be taken into consideration in administrative evaluation depending on the factors.

[0084] The fourth registration area W16 accepts the registration of innovation reports regarding special administrative actions. The innovation reports include a report title, the purpose of the issue, the response details, the results, the report date, and a candidate flag indicating whether the report is a candidate for priority evaluation. The innovation reports may be taken into consideration in administrative evaluation depending on their content.

[0085] By pressing the submit button W17, the input contents in the registration areas W13 to W16 can be sent to the administrative evaluation device 2 and registered as administrative target information, performance information, budget information, and execution information. At this time, the various pieces of information are provisionally registered, and the administrative evaluation device 2 outputs a confirmation request notice to the user terminal 3 of the designated confirmation requester (such as the person responsible for creation), and the information can be officially registered after approval.

[0086] By operating the performance record registration screen W10 shown in Figure 6, the performance records for the progress targets are registered. The performance records for the progress information are registered according to the achievement date set during the execution period. This makes it possible to perform administrative evaluation and budget preparation while referring to the current year's performance records during the budget preparation period for the next fiscal year, which occurs during the execution period of the current fiscal year. The performance records for the performance targets are registered via a registration area (not shown) for registering performance records for the performance targets.

[0087] <Administrative Goal Evaluation> Figure 7 shows an example of the screen display of the administrative goal evaluation screen W20 displayed on the user terminal 3. The administrative goal evaluation screen W20 is referred to as appropriate during administrative activities that refer to the performance and evaluation of administrative goals, such as during the budget preparation period or administrative evaluation period. For example, during the administrative evaluation period, it is used to support decisions on whether to continue or discontinue projects by comparing the performance of policies, measures, sub-measures, and administrative projects. Furthermore, during the budget preparation period, it is used to support decisions on budget frameworks for measures, or budget requests / budget assessments for administrative projects by comparing the performance.

[0088] The administrative goal evaluation screen W20 displays evaluation areas W21A to W21H in a tree format TR based on administrative goal information from top to bottom registered as an administrative goal tree structure. Here, the tree format TR corresponds to policy system information registered as a policy system tree structure.

[0089] The evaluation areas W21A-W21H show the policy system name, the evaluation items for the outcome goals, the initial values of the actual results, the target values for the current year, the actual values for the previous year (the previous year's results, which are the average of the actual values up to the previous year), and the change in the actual values over time. The change over time shows the results up to the previous year in a graph format or the like, and displays an indicator of the merits or demerits of the administrative goals for the current year (or the most recent previous year) by referring to the previous year's results. The indicator of merit or demerit is not limited as long as it displays the merits or demerits of the results in a distinguishable manner using colors, arrows, highlights, etc.

[0090] The lower evaluation areas W21E to W21H may further indicate progress target performance, which may include at least one of achievement / failure of major progress targets, achievement / failure of predetermined arbitrary progress targets, achievement / failure of the most recent progress target, etc.

[0091] In Figure 7, it can be seen at a glance that the merit index for evaluation area W21C is "Excellent" and that for evaluation area W21D is "Poor." This allows confirmation of whether there are any problems with the setting or execution of administrative goals for the BB minor policy corresponding to evaluation area W21D or the associated lower-level DD project evaluation area W21H. In this way, by linking administrative goal information in a tree structure, it is possible to move from a macro evaluation by comparing higher-level administrative goals to a micro evaluation by gradually comparing lower-level administrative goals, thereby efficiently discovering issues with the policy system and administrative goals.

[0092] <Group Evaluation> Figure 8 shows an example of the group evaluation screen W30 displayed on the user terminal 3. The group evaluation screen W30 groups multiple administrative projects and is used for group evaluation and / or individual evaluation of administrative projects. Groups include policy system groups such as policies, measures, and sub-measures, and budget framework groups that group administrative projects that are subject to budget frameworks. The group evaluation screen W30 can be transitioned to by selecting, for example, the evaluation areas W21C and W21D corresponding to the sub-measures in Figure 7, and is used for detailed evaluation of groups of sub-measures and administrative projects linked to the sub-measures.

[0093] The group evaluation screen W30 has a group evaluation area W31 and an administrative business evaluation area W32. The group evaluation area W31 displays evaluation results based on the aggregate / average of the administrative business information belonging to the group's performance against the administrative goal information. The group evaluation area W31 in Figure 8 shows an example of a display based on the performance of the progress goal, but it can also be a display based on the performance of the outcome goal.

[0094] The group evaluation area W31 displays evaluation results such as the achievement rate / number of projects achieved for progress goals, the distribution of internal / external factors reported for progress goals, the number or percentage of progress goals designated as priority issues, and the number or percentage of tasks and projects for which new budgets have been requested. These show the evaluation results for individual tasks and projects relative to the progress goals of the entire group, or for individual progress goals relative to the progress goals of the entire group. Group evaluation allows for quantitative evaluation of progress goal performance based on achievement rates, etc., and is used to efficiently identify issues within the group and to make course corrections to administrative goals.

[0095] The administrative project evaluation area W32 displays administrative goals for the project information and evaluation results based on their performance. The evaluation results for each project include the project name, evaluation items for the performance goals, the target performance goals and current performance values, the most recent progress goals (achieved / not achieved), factors, actions such as prioritizing the goal and requesting a supplementary budget, and progress goal status. The progress goal status displays the achievement status of each project task goal and the achievement date in a chart or other format for easy comparison.

[0096] The group evaluation screen W30 is particularly referred to when preparing the budget for the next fiscal year during the execution period. The progress of the group or individual project in achieving the interim goals provides criteria for determining whether the project can be continued into the next fiscal year, whether the budget should be increased or decreased, etc.

[0097] Figure 9 shows an example of the budget preparation screen W40 displayed on the user terminal 3. This example shows a display example of a budget request for an administrative project during the budget preparation stage. The budget preparation screen W40 is used, for example, to prepare the budget for the next fiscal year (Y year) for the administrative project corresponding to the actual results registration screen W10 in Figure 6, and the display of both screens can be switched by operating the first switching unit W11. This allows the user to refer to the administrative goals (especially the progress goals) and their actual results for the current fiscal year (X year).

[0098] The budget preparation screen W40 can be accessed by selecting an individual task or project from the screens shown in Figures 7 and 8. The budget preparation unit 24 can also generate a budget preparation notice including a link to the target task or project information during the budget preparation period and output it to the user terminal 3 of the person in charge.

[0099] When preparing the budget for the next fiscal year (Y fiscal year), the budget preparation unit 24 makes it possible to refer to the evaluation of administrative projects based on the actual results of progress targets including the current fiscal year (X fiscal year), and accepts the registration of budget information via the budget preparation screen W40 and stores it in the database DB.

[0100] When preparing the budget for the next fiscal year (Y fiscal year), the budget preparation unit 24 makes it possible to refer to the evaluation of administrative projects based on the actual results of performance targets including the previous fiscal year (the year before X fiscal year) and the actual results of progress targets including the current fiscal year (X fiscal year) and the previous fiscal year, and accepts the registration of budget information via the budget preparation screen W40 and stores it in the database DB.

[0101] Figure 10 shows an example of the screen display of the administrative project evaluation screen W50 displayed on the user terminal 3. Figure 10 shows an example of the display when administrative project information, including budget information for the next fiscal year (fiscal year Y), for administrative projects at the budget preparation stage is registered, while referring to the evaluation of administrative projects up to the current fiscal year (fiscal year X). The administrative project evaluation screen W50 has an evaluation area W51, a first switching section W52, a second switching section W53, and a registration area W54.

[0102] The evaluation area W51 displays the evaluation results based on the administrative goal information and its performance information up to the current fiscal year. In the illustrated example, the target value and the performance value of the outcome goal are displayed so that they can be compared, but the task goal and performance of the progress goal may also be displayed.

[0103] The first switching unit W52 corresponds to the first switching unit W11 and can switch the display of the business information by year and display business information for a different year. The second switching unit W53 corresponds to the second switching unit W12 and can display various information associated with the business information. Figure 10 shows an example of the screen display of a business form (basic information), and by switching to a detailed breakdown, the screen displays shown in Figures 6 and 9 can be obtained.

[0104] The registration area W54 accepts the registration of basic information. For a continuing project, the various data items of the basic information are automatically entered by duplicating the data items from the previous year.

[0105] During the budget preparation stage, by operating the second switching unit W53 to switch to a detailed breakdown screen display, it is possible to register the budget information for the next fiscal year while referring to the evaluation area W51 up to the current fiscal year. In this way, it is possible to refer to past administrative goals and results for each business project, and it is possible to provide a suitable interface that enhances the linkage between budget preparation and administrative evaluation.

[0106] In this embodiment, a series of information associated with an administrative project can be viewed via the administrative project screen. The performance registration screen W10, budget compilation screen W40, and administrative project evaluation screen W50 can each be viewed via the administrative project screen, and allow the registration, modification, deletion, viewing, etc. of basic information, administrative target information, performance information, and budget information associated with administrative project information.

[0107] As described above, this invention makes it possible to efficiently refer to the results of administrative evaluations of performance targets and progress targets that are related to each other in a tree structure, thereby realizing administrative evaluations that are more closely linked to budget formulation. In particular, the introduction of progress targets makes it possible to quickly reflect the results of the current fiscal year's administrative evaluation when formulating the next fiscal year's budget, contributing to the creation of a more favorable cycle of administrative activity.
