[0044] The detailed description of the appended drawings is intended as a description of the preferred embodiments of the present disclosure and is not intended to represent the only form in which the present disclosure may be practiced. It should be understood that the same  or equivalent functions may be accomplished by different embodiments that are intended to be encompassed within the spirit and scope of the present disclosure.

[0045] Reference will now be made in detail to some embodiments of the present disclosure, examples of which are illustrated in the accompanying drawings. To facilitate understanding, embodiments are provided under specific network architectures and new service scenarios, such as the 3rd generation partnership project (3GPP) 5G (NR) , 3GPP long-term evolution (LTE) Release 8, and so on. It is contemplated that along with the developments of network architectures and new service scenarios, all embodiments in the present disclosure are also applicable to similar technical problems; and moreover, the terminologies recited in the present disclosure may change, which should not affect the principles of the present disclosure.

[0046] Figure 1A illustrates an example of an NTN providing non-terrestrial NR access to the UE by means of an NTN payload and an NTN Gateway, depicting a service link between the NTN payload and a UE, and a feeder link between the NTN Gateway and the NTN payload.

[0047] The NTN payload transparently forwards the radio protocol received from the UE (via the service link) to the NTN Gateway (via the feeder link) and vice-versa. The following connectivity is supported by the NTN payload:

[0048] - An NTN gateway may serve multiple NTN payloads;

[0049] - An NTN payload may be served by multiple NTN gateways.

[0050] The NTN-payload may change the carrier frequency, before re-transmitting it on the service link, and vice versa (respectively on the feeder link) .

[0051] Three types of service links may be supported:

[0052] - Earth-fixed: provisioned by beam (s) continuously covering the same geographical areas all the time (e.g. the case of GSO satellites) ;

[0053] - Quasi-Earth-fixed: provisioned by beam (s) covering one geographic area for a limited period and a different geographic area during another period (e.g. the case of NGSO satellites generating steerable beams) ;

[0054] - Earth-moving: provisioned by beam (s) whose coverage area slides over the Earth surface (e.g. the case of NGSO satellites generating fixed or non-steerable beams) .

[0055] With NGSO satellites, a BS (e.g. gNB) can provide either quasi-Earth-fixed service link or Earth-moving service link, while the BS operating with GSO satellite can provide Earth fixed service link. The UE supporting NTN may be Global Navigation Satellite System (GNSS) -capable. In NTN, the distance may refer to Euclidean distance.

[0056] In general, during mobility between NTN and Terrestrial Network (TN) , a UE is not required to connect to both NTN and TN at the same time. NTN TN handover may refer to mobility in both directions, i.e. from NTN to TN (hand-in) and from TN to NTN (hand-out) . A UE may support mobility between BSs operating with NTN payloads in different orbits (e.g., GSO, NGSO at different altitudes) . RACH-less handover as specified in TS 38.32 may be supported in NTNs.

[0057] Regarding Conditional Handover (CHO) in NTN, NTN supports the following additional trigger conditions upon which a UE may execute CHO to a candidate cell, as defined in TS 38.331:

[0058] - the RRM measurement-based event A4;

[0059] - a time-based trigger condition; and / or

[0060] - a location-based trigger condition.

[0061] CondEvent D1 may be configured in a CHO procedure, CondEvent D1 is a location-based trigger condition or event, which is defined that: Distance between a UE and a reference location referenceLocation1 becomes larger than configured threshold distanceThreshFromReference1 and distance between UE and a reference location referenceLocation2 of conditional reconfiguration candidate becomes shorter than configured threshold distanceThreshFromReference2.

[0062] CondEvent D2 may be configured in a CHO procedure, CondEvent D2 is a location-based trigger condition or event, which is defined that: Distance between a UE andthe serving cell moving reference location determined based on movingReferenceLocation and its corresponding satellite ephemeris and epoch time broadcast in SIB19 becomes larger than configured threshold  distanceThreshFromReference1 and distance between UE and a moving reference location determined based on referenceLocation and its corresponding satellite ephemeris and epoch time for the conditional reconfiguration candidate provided in the associated MeasObjectNR becomes shorter than configured threshold distanceThreshFromReference2. The details can See TS 38.331.

[0063] A time-based trigger condition / event or a location-based trigger condition / event is always configured together with one of the measurement-based trigger conditions (or radio link quality-based trigger conditions or events, e.g. CondEvent A3, CondEvent A4 or CondEvent A5) as defined in TS 38.331.

[0064] It is up to the UE's implementation how the UE evaluates the time-based trigger condition or location-based trigger condition together with the RRM measurement-based event.

[0065] Location may be defined by the distance between a UE and a reference location or a moving reference location. Time may be defined by the time between T1 and T2, where T1 is an absolute time value and T2 is a duration started at T1. Time-based CHO can be performed via RACH-less.

[0066] Regarding satellite switch with re-sync, upon both hard and soft satellite switch over in the quasi-Earth fixed scenario with the same SSB frequency and the same BS, the satellite switch with re-sync procedure is supported. The satellite switch with re-sync avoids a L3 mobility for UEs in the cell by maintaining the same PCI on the geographical area covered by quasi-Earth fixed beam. CHO can be configured simultaneously with the satellite switch with re-sync procedure. For soft satellite switch over, the UE can start synchronizing with the target satellite before the source satellite ends to serve the cell. It is not required for the UE to be connected to source satellite when the UE switches to target satellite.

[0067] Regarding an RLF report, one of the functions of MRO is to detect connection failures that occur due to Too Early or Too Late Handovers, or Handover to Wrong Cell. These problems are defined as follows:

[0068] - Intra-system Too Late Handover: an RLF occurs after the UE has stayed for a long period of time in the cell; the UE attempts to re-establish the radio link connection in a different cell.

[0069] - Intra-system Too Early Handover: an RLF occurs shortly after a successful handover from a source cell to a target cell or a handover failure occurs during the handover procedure; the UE attempts to re-establish the radio link connection in the source cell.

[0070] - Intra-system Handover to Wrong Cell: an RLF occurs shortly after a successful handover from a source cell to a target cell or a handover failure occurs during the handover procedure; the UE attempts to re-establish the radio link connection in a cell other than the source cell and the target cell.

[0071] In the definition above, the "successful handover" refers to the UE state, namely the successful completion of the RA procedure.

[0072] In case of CHO, the Too Late Handover, Too Early Handover and Handover to Wrong Cell in the definition above means Too Late CHO Execution, Too Early CHO Execution and CHO Execution to Wrong Cell.

[0073] Regarding a detection mechanism, a failure indication may be initiated after a UE attempts to re-establish the radio link connection at NG-RAN node B after a failure at NG-RAN node A. NG-RAN node B may initiate the Failure Indication procedure towards multiple NG-RAN nodes if they control cells which use the PCI signalled by the UE during the re-establishment procedure. The NG-RAN node receiving this selects the UE context that matches the received Failure Cell ID and C-RNTI, and, if available, uses the shortMAC-I to confirm this identification, by calculating the shortMAC-I and comparing it to the received IE.

[0074] A failure indication may also be sent to the node last serving the UE when the NG-RAN node fetches the RLF REPORT from UE by triggering:

[0075] - The Failure Indication procedure over Xn interface.

[0076] - The Uplink RAN configuration transfer procedure and Downlink RAN configuration transfer procedure over NG.

[0077] In case of Too Early Handover or Handover to Wrong Cell, the NG-RAN node receiving the failure indication may inform the NG-RAN node controlling the cell where the mobility configuration caused the failure by means of the Handover Report procedure over  Xn interface or the Uplink RAN Configuration Transfer procedure over NG. This may include the RLF report.

[0078] After an RLF or Handover failure, a UE will perform re-establishment in a cell. UE will store some information related with RLF failure and / or handover failure information. The UE stores the latest RLF Report, including RLF report until the RLF report is fetched by the network or for 48 hours after the connection failure is detected. For analysis of connection failures, the UE makes the RLF Report available to the network. The availability of an RLF Report may be indicated by the RRCSetupComplete, RRCResumeComplete or RRCRe-establishmentComplete, e.g. if the UE has failure related information available in VarRLF-Report, it can include rlf-InfoAvailable in the RRCSetupComplete, RRCResumeComplete or RRCRe-establishmentComplete message. The network may fetch information of an RLF report via UE Information Request / Response mechanism, i.e. the gNB may transmit UEinformationrequest to UE. Then, the UE will transmit UEinformationresponse including RLF-report to network. Network can optimize the mobility problem based on the response from UE.

[0079] In general, NTN is a new feature introduced in 3GPP Rel-17 and Rel-18. To optimize NTN related configuration to improve mobility robustness, a MRO or MDT mechanism for NTN would be supported. Currently, details for a MRO or MDT mechanism for NTN including below issues need to be solved:

[0080] - In case that a NG based CHO is supported in a NTN system, an issue is how to enable a source node (e.g. a source NG-RAN node) to identify the UE context when receiving an RLF report, e.g. in a downlink (DL) RAN configuration transfer message (e.g. especially for the case that the Mobility Information IE or CHO configuration provided in a HANDOVER REQUEST message from the source NG-RAN node is not the latest and available one, since the pre-configured CHO configuration may be updated before CHO is executed) .

[0081] - For a cell re-selection, if a UE starts a measurement when a serving cell can still provide good coverage, it may cause unnecessary resource for measurement; if the UE starts the measurement too late, it may cause a connection failure. When a radio link quality or a distance condition cannot be fulfilled or is hard to be fulfilled, it implies that the  conditions are configured improperly. To avoid above issues, MDT enhancements for a location based measurement for a cell re-selection needs to be considered.

[0082] Embodiments of the present disclosure aim to resolve the abovementioned issues. For example, some embodiments of the present disclosure provide a method to identify a UE context for MRO for a NG based CHO in NTN. In some embodiments, for a time based NG CHO in NTN, a source node sends a time related CHO configuration (e.g. t1-Threshold and / or duration) and / or Mobility Information IE and / or Extended Mobility Information IE to a target node via NG interface, e.g. in an uplink RAN status transfer message and a downlink RAN status transfer message. Then, the target node may send the received time related CHO configuration and / or the Mobility Information IE and / or Extended Mobility Information IE back to the source node via NG interface along with an RLF report, e.g. in an uplink RAN configuration transfer message and a downlink RAN configuration transfer message over NG interface.

[0083] In some embodiments, for a location based NG CHO in NTN, a source node sends a location related CHO configuration (e.g. referenceLocation1, referenceLocation2, movingReferenceLocation, referenceLocation, distanceThreshFromReference1, and / or distanceThreshFromReference2) and / or Mobility Information IE and / or Extended Mobility Information IE to a target node via NG interface, e.g. in an uplink RAN status transfer message and a downlink RAN status transfer message. Then, the target node may send the received location related CHO configuration and / or the Mobility Information IE and / or Extended Mobility Information IE back to the source node via NG interface along with an RLF report, e.g. in an uplink RAN configuration transfer message and a downlink RAN configuration transfer message over NG interface.

[0084] Some embodiments of the present disclosure provide MDT methods for a cell re-selection in NTN. In some embodiments, a NE configures a MDT configuration related with a location based measurement to a UE, including e.g. a configuration indicating the UE to log a distance between the UE's location and a serving cell or radio link quality of the serving cell, when the UE starts a measurement for a cell re-selection (e.g. the measurement may be intra-frequency measurements, or measurements of NR inter-frequency cells of an equal priority or a lower priority, or inter-RAT frequency cells of a lower priority) , or when the UE attempts to access to the target cell after the cell re-selection, or when the UE fails to access  to the target cell. Based on the NE's configuration, the UE may log and report the corresponding information.

[0085] More details of the embodiments of the present disclosure will be illustrated in the following text in combination with the appended drawings.

[0086] Figure 1 illustrates an example of a wireless communications system 100 in accordance with some aspects of the present disclosure. The wireless communications system 100 may include one or more NE 102, one or more UE 104, and a core network (CN) 106. The wireless communications system 100 may support various radio access technologies. In some implementations, the wireless communications system 100 may be a 4G network, such as an LTE network or an LTE-Advanced (LTE-A) network. In some other implementations, the wireless communications system 100 may be a NR network, such as a 5G network, a 5G-Advanced (5G-A) network, or a 5G ultrawideband (5G-UWB) network. In other implementations, the wireless communications system 100 may be a combination of a 4G network and a 5G network, or other suitable radio access technology including Institute of Electrical and Electronics Engineers (IEEE) 802.11 (Wi-Fi) , IEEE 802.16 (WiMAX) , IEEE 802.20. The wireless communications system 100 may support radio access technologies beyond 5G, for example, 6G. Additionally, the wireless communications system 100 may support technologies, such as time division multiple access (TDMA) , frequency division multiple access (FDMA) , or code division multiple access (CDMA) , etc.

[0087] The one or more NE 102 may be dispersed throughout a geographic region to form the wireless communications system 100. One or more of the NE 102 described herein may be or include or may be referred to as a network node, a base station, a network element, a network function, a network entity, a radio access network (RAN) , a NodeB, an eNodeB (eNB) , a next-generation NodeB (gNB) , or other suitable terminology. An NE 102 and a UE 104 may communicate via a communication link, which may be a wireless or wired connection. For example, an NE 102 and a UE 104 may perform wireless communication (e.g. receive signaling, transmit signaling) over a Uu interface.

[0088] An NE 102 may provide a geographic coverage area for which the NE 102 may support services for one or more UEs 104 within the geographic coverage area. For example, an NE 102 and a UE 104 may support wireless communication of signals related to services (e.g. voice, video, packet data, messaging, broadcast, etc. ) according to one or multiple radio  access technologies. In some implementations, an NE 102 may be moveable, for example, a satellite associated with a non-terrestrial network (NTN) . In some implementations, different geographic coverage areas associated with the same or different radio access technologies may overlap, but the different geographic coverage areas may be associated with different NE 102.

[0089] The one or more UE 104 may be dispersed throughout a geographic region of the wireless communications system 100. A UE 104 may include or may be referred to as a remote unit, a mobile device, a wireless device, a remote device, a subscriber device, a transmitter device, a receiver device, or some other suitable terminology. In some implementations, the UE 104 may be referred to as a unit, a station, a terminal, or a client, among other examples. Additionally, or alternatively, the UE 104 may be referred to as an Internet-of-Things (IoT) device, an Internet-of-Everything (IoE) device, or machine-type communication (MTC) device, among other examples.

[0090] A UE 104 may be able to support wireless communication directly with other UEs 104 over a communication link. For example, a UE 104 may support wireless communication directly with another UE 104 over a device-to-device (D2D) communication link. In some implementations, such as vehicle-to-vehicle (V2V) deployments, vehicle-to-everything (V2X) deployments, or cellular-V2X deployments, the communication link may be referred to as a sidelink. For example, a UE 104 may support wireless communication directly with another UE 104 over a PC5 interface.

[0091] An NE 102 may support communications with the CN 106, or with another NE 102, or both. For example, an NE 102 may interface with other NE 102 or the CN 106 through one or more backhaul links (e.g. S1, N2, or network interface) . In some implementations, the NE 102 may communicate with each other directly. In some other implementations, the NE 102 may communicate with each other or indirectly (e.g. via the CN 106. In some implementations, one or more NE 102 may include subcomponents, such as an access network entity, which may be an example of an access node controller (ANC) . An ANC may communicate with the one or more UEs 104 through one or more other access network transmission entities, which may be referred to as a radio heads, smart radio heads, or transmission-reception points (TRPs) .

[0092] The CN 106 may support user authentication, access authorization, tracking, connectivity, and other access, routing, or mobility functions. The CN 106 may be an evolved packet core (EPC) , or a 5G core (5GC) , which may include a control plane entity that manages access and mobility (e.g. a mobility management entity (MME) , an access and mobility management functions (AMF) ) and a user plane entity that routes packets or interconnects to external networks (e.g. a serving gateway (S-GW) , a Packet Data Network (PDN) gateway (P-GW) , or a user plane function (UPF) ) . In some implementations, the control plane entity may manage non-access stratum (NAS) functions, such as mobility, authentication, and bearer management (e.g. data bearers, signal bearers, etc. ) for the one or more UEs 104 served by the one or more NE 102 associated with the CN 106.

[0093] The CN 106 may communicate with a packet data network over one or more backhaul links (e.g. via an S1, N2, or another network interface) . The packet data network may include an application server. In some implementations, one or more UEs 104 may communicate with the application server. A UE 104 may establish a session (e.g. a protocol data unit (PDU) session, or the like) with the CN 106 via an NE 102. The CN 106 may route traffic (e.g. control information, data, and the like) between the UE 104 and the application server using the established session (e.g. the established PDU session) . The PDU session may be an example of a logical connection between the UE 104 and the CN 106 (e.g. one or more network functions of the CN 106) .

[0094] In the wireless communications system 100, the NEs 102 and the UEs 104 may use resources of the wireless communications system 100 (e.g. time resources (e.g. symbols, slots, subframes, frames, or the like) or frequency resources (e.g. subcarriers, carriers) ) to perform various operations (e.g. wireless communications) . In some implementations, the NEs 102 and the UEs 104 may support different resource structures. For example, the NEs 102 and the UEs 104 may support different frame structures. In some implementations, such as in 4G, the NEs 102 and the UEs 104 may support a single frame structure. In some other implementations, such as in 5G and among other suitable radio access technologies, the NEs 102 and the UEs 104 may support various frame structures (i.e. multiple frame structures) . The NEs 102 and the UEs 104 may support various frame structures based on one or more numerologies.

[0095] One or more numerologies may be supported in the wireless communications system 100, and a numerology may include a subcarrier spacing and a cyclic prefix. A first numerology (e.g. μ=0) may be associated with a first subcarrier spacing (e.g. 15 kHz) and a normal cyclic prefix. In some implementations, the first numerology (e.g. μ=0) associated with the first subcarrier spacing (e.g. 15 kHz) may utilize one slot per subframe. A second numerology (e.g. μ=1) may be associated with a second subcarrier spacing (e.g. 30 kHz) and a normal cyclic prefix. A third numerology (e.g. μ=2) may be associated with a third subcarrier spacing (e.g. 60 kHz) and a normal cyclic prefix or an extended cyclic prefix. A fourth numerology (e.g. μ=3) may be associated with a fourth subcarrier spacing (e.g. 120 kHz) and a normal cyclic prefix. A fifth numerology (e.g. μ=4) may be associated with a fifth subcarrier spacing (e.g. 240 kHz) and a normal cyclic prefix.

[0096] A time interval of a resource (e.g. a communication resource) may be organized according to frames (also referred to as radio frames) . Each frame may have a duration, for example, a 10 millisecond (ms) duration. In some implementations, each frame may include multiple subframes. For example, each frame may include 10 subframes, and each subframe may have a duration, for example, a 1 ms duration. In some implementations, each frame may have the same duration. In some implementations, each subframe of a frame may have the same duration.

[0097] Additionally or alternatively, a time interval of a resource (e.g. a communication resource) may be organized according to slots. For example, a subframe may include a number (e.g. quantity) of slots. The number of slots in each subframe may also depend on the one or more numerologies supported in the wireless communications system 100. For instance, the first, second, third, fourth, and fifth numerologies (i.e. μ=0, μ=1, μ=2, μ=3, μ=4) associated with respective subcarrier spacings of 15 kHz, 30 kHz, 60 kHz, 120 kHz, and 240 kHz may utilize a single slot per subframe, two slots per subframe, four slots per subframe, eight slots per subframe, and 16 slots per subframe, respectively. Each slot may include a number (e.g. quantity) of symbols (e.g. OFDM symbols) . In some implementations, the number (e.g. quantity) of slots for a subframe may depend on a numerology. For a normal cyclic prefix, a slot may include 14 symbols. For an extended cyclic prefix (e.g. applicable for 60 kHz subcarrier spacing) , a slot may include 12 symbols. The relationship between the number of symbols per slot, the number of slots per subframe, and the number of slots per  frame for a normal cyclic prefix and an extended cyclic prefix may depend on a numerology. It should be understood that reference to a first numerology (e.g. μ=0) associated with a first subcarrier spacing (e.g. 15 kHz) may be used interchangeably between subframes and slots.

[0098] In the wireless communications system 100, an electromagnetic (EM) spectrum may be split, based on frequency or wavelength, into various classes, frequency bands, frequency channels, etc. By way of example, the wireless communications system 100 may support one or multiple operating frequency bands, such as frequency range designations FR1 (410 MHz –7.125 GHz) , FR2 (24.25 GHz –52.6 GHz) , FR3 (7.125 GHz –24.25 GHz) , FR4 (52.6 GHz –114.25 GHz) , FR4a or FR4-1 (52.6 GHz –71 GHz) , and FR5 (114.25 GHz –300 GHz) . In some implementations, the NEs 102 and the UEs 104 may perform wireless communications over one or more of the operating frequency bands. In some implementations, FR1 may be used by the NEs 102 and the UEs 104, among other equipment or devices for cellular communications traffic (e.g. control information, data) . In some implementations, FR2 may be used by the NEs 102 and the UEs 104, among other equipment or devices for short-range, high data rate capabilities.

[0099] FR1 may be associated with one or multiple numerologies (e.g. at least three numerologies) . For example, FR1 may be associated with a first numerology (e.g. μ=0) , which includes 15 kHz subcarrier spacing; a second numerology (e.g. μ=1) , which includes 30 kHz subcarrier spacing; and a third numerology (e.g. μ=2) , which includes 60 kHz subcarrier spacing. FR2 may be associated with one or multiple numerologies (e.g. at least 2 numerologies) . For example, FR2 may be associated with a third numerology (e.g. μ=2) , which includes 60 kHz subcarrier spacing; and a fourth numerology (e.g. μ=3) , which includes 120 kHz subcarrier spacing.

[0186] Specific examples are described in the embodiments of Figures 8A and 8B as follows.

[0187] It should be noted that the method described in Figure 5 describes possible implementations, and that the operations and the steps may be rearranged or otherwise eliminated or modified and that other implementations are possible, without departing from the spirit and scope of the disclosure.

[0188] In accordance with some aspects of the present disclosure, a method related to a MRO or MDT mechanism for NTN may be implemented by a NE as described herein. In some implementations, aspects of the operations of the NE may be performed by NE 400 as  described with reference to Figure 4. It should be noted that the method implemented by the NE herein describes possible implementations, and that the operations and the steps may be rearranged or otherwise eliminated or modified and that other implementations are possible, without departing from the spirit and scope of the disclosure.

[0189] In particular, the method may include transmitting at least one of the following by a NE to an AMF: an RLF report generated by a UE; or information (e.g. information #1 as described in the embodiments of Figure 5) for identifying the RLF report or a context of the UE. The RLF report and or the information may be carried in an uplink RAN configuration transfer message. The information may include the same elements as those of information #1 as described in the embodiments of Figure 5. For instance, the information includes: a time related CHO configuration; a Mobility Information IE; an Extended Mobility Information IE; and / or a location related CHO configuration.

[0190] In some implementations of the method, the NE may receive a message (e.g. message #1 as described in the embodiments of Figure 5) from the AMF, e.g. before transmitting the at least one of the RLF report or the information. The message may be a downlink RAN status transfer message or a downlink RAN early status transfer message. The message may include the same elements as those of message #1 as described in the embodiments of Figure 5. For instance, the message includes: the time related CHO configuration; the Mobility Information IE; the Extended Mobility Information IE; and / or the location related CHO configuration.

[0191] Figure 6 illustrates a flowchart of a method related to a MRO or MDT mechanism for NTN in accordance with some aspects of the present disclosure. The operations of the method may be implemented by a UE as described herein. In some implementations, aspects of operations 602 and 604 may be performed by UE 200 as described with reference to Figure 2. Each of operations 602 and 604 may be performed in accordance with examples as described herein.

[0192] At 602, the method may include transmitting an RLF report by the UE, in response to occurrence of a connection failure in a mobility procedure.

[0193] At 604, the method may include receiving, by the UE from a NE, an updated configuration associated with a MRO analysis and optimization based on the RLF report  and / or information (e.g. information #1 as described in the embodiments of Figure 5) for identifying the RLF report or a context of the UE. The information may include the same elements as those of information #1 as described in the embodiments of Figure 5. For instance, the information includes: a time related CHO configuration; a Mobility Information IE; an Extended Mobility Information IE; and / or a location related CHO configuration.

[0194] In some implementations of the method, the UE may receive a configuration (e.g. configuration #1 as described in the embodiments of Figure 5) related with a location based measurement. The configuration may include the same elements as those of configuration #1 as described in the embodiments of Figure 5.

[0195] In some implementations of the method, the UE may log information (e.g. information #2 as described in the embodiments of Figure 5) based on the received configuration. The information logged by the UE may include the same elements as those of information #2 as described in the embodiments of Figure 5.

[0196] For example, the UE may log information which includes at least one of following:

[0197] (1) the reference location of the serving cell of the UE;

[0198] (2) a distance threshold associated with the serving cell;

[0199] (3) the moving reference location of the serving cell;

[0204] In some implementations of the method, the UE may transmit, to a connected cell or a serving cell of the UE, an availability indicator indicating that the UE has logged location based measurement related information or that the UE has logged MDT information (e.g. a legacy or common availability indicator) . For example, the availability indicator is included  in an RRC setup complete message or an RRC resume complete message or an RRC re-establishment complete message.

[0205] In some implementations of the method, the UE may receive a request (e.g. a UE information request message) from the connected cell or serving cell that requesting the UE to transmit the logged information (e.g. all or a subset of information #2) . Then, the UE may transmit at least one element within information #2 to the connected cell or serving cell. For example, the at least one element may be transmitted in a UE information response message, an extended random access (RA) report, an RLF report, a successful handover report (SHR) report, and / or a connection establishment failure (CEF) report. Specific examples are described in the embodiments of Figures 8A and 8B as follows.

[0206] It should be noted that the method described in Figure 6 describes possible implementations, and that the operations and the steps may be rearranged or otherwise eliminated or modified and that other implementations are possible, without departing from the spirit and scope of the disclosure.

[0207] The following text describes specific embodiments of the flowcharts as shown and illustrated above, i.e. Embodiment 1 and Embodiment 2 as below.

[0208] Embodiment 1 gives solutions for UE context retrieval for NG based CHO in NTN. Embodiment 1 may include two embodiments according to different cases, i.e. Embodiment 1-1 and Embodiment 1-2 as below.

[0209] Figures 7A and 7B illustrate schematic diagrams of an NG based CHO in NTN in accordance with some aspects of the present disclosure. Details described in all other embodiments of the present disclosure are applicable for the embodiments shown in Figures 7A and 7B. Figures 7A and 7B describe specific examples of Embodiment 1-1-1, Embodiment 1-1-2, Embodiment 1-2-1 and Embodiment 1-2-2 as below. Figure 7A describes embodiments in an intra-AMF NG based mobility case. Figure 7B describes embodiments in an inter-AMF NG based mobility case.

[0210] Embodiment 1-1 (UE context retrieval for time based NG CHO in NTN)

[0211] Embodiment 1-1 gives solutions for UE context identification for a time based NG CHO in NTN. Embodiment 1-1 may include two embodiments according to different cases, i.e. Embodiment 1-1-1 and Embodiment 1-1-2 as below.

[0212] Embodiment 1-1-1

[0213] In Embodiment 1-1-1, a source node may send time related information (e.g. t1-Threshold contained in the ReportConfigNR IE as defined in TS 38.331, and / or duration contained in the CondEvent T1 contained in the ReportConfigNR IE as defined in TS 38.331) to a target node via NG interface, e.g. the time related information may be included in an uplink RAN status transfer message and a downlink RAN status transfer message. Also, the time related information may be included in a Namf_Communication_N1N2MessageTransfer message, an uplink RAN early status transfer message, and a downlink RAN early status transfer message.

[0214] In particular, for example, as shown in Figure 7A (i.e. an intra-AMF NG based mobility case) , at 71 (optional) , UE 701 may perform a handover from source NE 702 to target NE 703. At 72, source NE 702 may send a UPLINK RAN STATUS TRANSFER message or an UPLINK RAN EARLY STATUS TRANSFER message, which includes time related information, to AMF 704. At 73, AMF 704 may send a DOWNLINK RAN STATUS TRANSFER message or a DOWNLINK RAN EARLY STATUS TRANSFER message, which includes the time related information, to target NE 703.

[0215] For example, as shown in Figure 7B (i.e. an inter-AMF NG based mobility case) , at 71 (optional) , UE 701 may perform a handover from source NE 702 to target NE 703. At 72a, source NE 702 may send a UPLINK RAN STATUS TRANSFER message or an UPLINK RAN EARLY STATUS TRANSFER message, which includes time related information, to AMF 705. At 72b, AMF 705 may forward the time related information to AMF 706. At 73, AMF 706 may send a DOWNLINK RAN STATUS TRANSFER message or a DOWNLINK RAN EARLY STATUS TRANSFER message, which includes the time related information, to target NE 703.

[0216] In Embodiment 1-1-1, if the time related information is included in the uplink RAN status transfer message or the uplink RAN early status transfer message (e.g. at 72 or 72a) and the downlink RAN status transfer message or the downlink RAN early status  transfer message (e.g. at 73) , the target node (e.g. target NE 703) shall, if supported, store the time related information in the UE context, and later use the time related information for MRO if needed.

[0217] To enable UE context identification when source node receives the RLF report, target node may send the received time related information back to source node via NG interface along with RLF report, e.g. the time related information may be included in an uplink RAN configuration transfer message and a downlink RAN configuration transfer message over NG interface.

[0218] In Embodiment 1-1-1, if the time related information is included in the uplink RAN configuration transfer message and the downlink RAN configuration transfer message, the source node shall, if supported, use the time related information for MRO.

[0219] As shown in Figure 7A, at 74, UE 701 may send an RLF report to a receiving node (e.g. a NE not shown in Figure 7) . The receiving node may send the RLF report to target NE 703 via Xn interfece or NG interface. For example, the receiving node sends the RLF report to target NE 703 via AMF 704 which manages the receiving node, source NE 702 and target NE 703, or via different AMFs (e.g. different AMFs manages target NE 703 and the receiving node separately) , e.g. an AMF not shown in Figure 7 which manages the receiving node. At 75, target NE 703 may send an UPLINK RAN CONFIGURATION TRANSFER message, which includes the RLF report as well as the received time related information, to AMF 704. At 76, AMF 704 may send a DOWNLINK RAN CONFIGURATION TRANSFER message, which includes the RLF report as well as the received time related information, to source NE 702. At 77, source NE 702 may perform a MRO analysis and optimization (if supported) based on the at least one of the RLF report or the time related information. Then, source NE 702 may transmit an updated configuration to UE 701 in later time (e.g. via target NE 703 or other network node) .

[0220] Operation 74 as shown in Figure 7B is the same as operation 74 as shown in Figure 7A. At 75a as shown in Figure 7B, target NE 703 may send an UPLINK RAN CONFIGURATION TRANSFER message, which includes the RLF report as well as the received time related information, to AMF 706. At 75b, AMF 706 may forward the RLF report as well as the received time related information to AMF 705. At 76, AMF 705 may send a DOWNLINK RAN CONFIGURATION TRANSFER message, which includes the  RLF report as well as the received time related information, to source NE 702. Operation 77 as shown in Figure 7B is the same as operation 77 as shown in Figure 7A.

[0221] Embodiment 1-1-2

[0222] In Embodiment 1-1-2, the source node (e.g. source NE 702) may send Mobility Information IE and / or Extended Mobility Information IE to the target node (e.g. target NE 703) via NG interface (e.g. via AMF 704 which manages both the source node and the target node; or via AMF 705 which manages the source node and AMF 706 which manages the target node) , e.g. in an UPLINK RAN STATUS TRANSFER message or an UPLINK RAN EARLY STATUS TRANSFER message (e.g. at 72 or 72a) , and a DOWNLINK RAN STATUS TRANSFER message or a DOWNLINK RAN EARLY STATUS TRANSFER message (e.g. at 73) .

[0223] If the Mobility Information IE and / or the Extended Mobility Information IE is included in the UPLINK RAN STATUS TRANSFER message or the UPLINK RAN EARLY STATUS TRANSFER message, and the DOWNLINK RAN STATUS TRANSFER message or the DOWNLINK RAN EARLY STATUS TRANSFER message, the target node shall, if supported, store it, and later use the Mobility Information IE and / or the Extended Mobility Information IE for MRO if needed.

[0224] To enable UE context identification when the source node receives an RLF report, the target node may send the received Mobility Information IE and / or the received Extended Mobility Information IE back to the source node via NG interface along with the RLF report, e.g. the Mobility Information IE and / or the Extended Mobility Information IE may be included in the UPLINK RAN CONFIGURATION TRANSFER message (e.g. at 75 or 75a) and the DOWNLINK RAN CONFIGURATION TRANSFER message (e.g. at 76) over the NG interface (e.g. via AMF 704 which manages both the source node and the target node; or via AMF 705 which manages the source node and AMF 706 which manages the target node) .

[0225] If the Mobility Information IE is included in the UPLINK RAN CONFIGURATION TRANSFER message and the DOWNLINK RAN CONFIGURATION TRANSFER message, the source node shall, if supported, use the Mobility Information IE and / or the Extended Mobility Information IE for MRO (e.g. at 77) . Then, the source node  may transmit an updated configuration to the UE in later phase (e.g. via the target node or other network node) .

[0226] Embodiment 1-2 (UE context retrieval for location based NG CHO in NTN)

[0227] Embodiment 1-2 gives solutions for UE context identification for location based NG CHO in NTN.

[0228] Embodiment 1-2-1

[0229] In Embodiment 1-2-1, a source node (e.g. source NE 702) may send location related information (e.g. referenceLocation1 contained in the ReportConfigNR IE as defined in TS 38.331, and / or referenceLocation2 contained in the ReportConfigNR IE as defined in TS 38.331, and / or distanceThreshFromReference1 contained in the ReportConfigNR IE as defined in TS 38.331, and / or distanceThreshFromReference2 contained in the ReportConfigNR IE as defined in TS 38.331, and / or movingReferenceLocation as defined in TS 38.331, and / or ReferenceLocation as defined in TS 38.331) to a target node (e.g. target NE 703) via NG interface (e.g. via AMF 704 which manages both the source node and the target node; or via AMF 705 which manages the source node and AMF 706 which manages the target node) , e.g. the location related information is included in an UPLINK RAN STATUS TRANSFER message (e.g. at 72 or 72a) and a DOWNLINK RAN STATUS TRANSFER message (e.g. at 73) . Also, the location related information may be included in a Namf_Communication_N1N2MessageTransfer message, an UPLINK RAN EARLY STATUS TRANSFER message (e.g. at 72 or 72a) and a DOWNLINK RAN EARLY STATUS TRANSFER message (e.g. at 73) .

[0230] If the location related information is included in the UPLINK RAN STATUS TRANSFER message or the uplink RAN early status transfer message (e.g. at 72 or 72a) and the DOWNLINK RAN STATUS TRANSFER message or the downlink RAN early status transfer message (e.g. at 73) , the target node shall, if supported, store the time related information in the UE context, and later use it for MRO if needed.

[0231] To enable UE context identification when the source node receives an RLF report, target node may send the received location related information back to the source node via NG interface along with the RLF report, e.g. the location related information may be included in the UPLINK RAN CONFIGURATION TRANSFER message (e.g. at 75 or 75a) and the  DOWNLINK RAN CONFIGURATION TRANSFER message (e.g. at 76) over NG interface (e.g. via AMF 704 which manages both the source node and the target node; or via AMF 705 which manages the source node and AMF 706 which manages the target node) .

[0232] If the location related information is included in the UPLINK RAN CONFIGURATION TRANSFER message and the DOWNLINK RAN CONFIGURATION TRANSFER message, the source node shall, if supported, use it for MRO (e.g. at 77) . Then, the source node may transmit an updated configuration to the UE later (e.g. via the target node or other node) .

[0233] Embodiment 1-2-2

[0234] In Embodiment 1-2-2, the source node (e.g. source NE 702) may send Mobility Information IE and / or Extended Mobility Information IE to a target node (e.g. target NE 703) via NG interface (e.g. via AMF 704 which manages both the source node and the target node; or via AMF 705 which manages the source node and AMF 706 which manages the target node) , e.g. in an UPLINK RAN STATUS TRANSFER message or an UPLINK RAN EARLY STATUS TRANSFER message (e.g. at 72 or 72a) , and a DOWNLINK RAN STATUS TRANSFER message or a DOWNLINK RAN EARLY STATUS TRANSFER message (e.g. at 73) .

[0235] If the Mobility Information IE and / or the Extended Mobility Information IE is included in the UPLINK RAN STATUS TRANSFER message or the UPLINK RAN EARLY STATUS TRANSFER message, and the DOWNLINK RAN STATUS TRANSFER message or the DOWNLINK RAN EARLY STATUS TRANSFER message, the target node shall, if supported, store it, and later use the Mobility Information IE and / or the Extended Mobility Information IE for MRO if needed.

[0236] To enable UE context identification when the source node receives an RLF report, the target node may send the received Mobility Information IE and / or the received Extended Mobility Information IE back to the source node via NG interface along with the RLF report, e.g. the Mobility Information IE and / or the Extended Mobility Information IE may be included in the UPLINK RAN CONFIGURATION TRANSFER message (e.g. at 75 or 75a) and the DOWNLINK RAN CONFIGURATION TRANSFER message (e.g. at 76) over the  NG interface (e.g. via AMF 704 which manages both the source node and the target node; or via AMF 705 which manages the source node and AMF 706 which manages the target node) .

[0237] If the Mobility Information IE is included in the UPLINK RAN CONFIGURATION TRANSFER message and the DOWNLINK RAN CONFIGURATION TRANSFER message, the source node shall, if supported, use the Mobility Information IE and / or the Extended Mobility Information IE for MRO. Then, the source node may transmit an updated configuration to the UE later (e.g. via the target node or other network node) .

[0238] Embodiment 2 (logged MDT in NTN)

[0239] A reference location configuration is critical for a UE to execute a cell re-selection, and an issue of how to configure a reference location and a distance threshold for a UE relies on the network deployment for NTN network. When the reference location and the distance threshold are not configured properly, there will be coverage hole or too much overlap coverage, which will lead to connection failure or handover failure or UE’s unnecessary measurements. The reference location and the distance threshold configuration need to be optimized according to the measurements based on the reference location. Therefore, reference location and distance threshold configuration need to be optimized for UE cell re-selection. Embodiment 2 provide solutions to solve such issues.

[0240] For location-based measurement, if the radio link quality of a serving cell of the UE is lower than thresholds, the UE would perform measurement. If the distance between the UE and the serving cell is larger than the threshold, the UE would perform a measurement.

[0241] In particular, regarding measurement rules for a cell re-selection, following rules are used by the UE to limit needed measurements:

[0242] - If the serving cell fulfils Srxlev > SIntraSearchP and Squal > SIntraSearchQ:

[0243] - If distanceThresh and referenceLocation are broadcasted in SIB19, and if UE supports location-based measurement initiation for NTN quasi-Earth-fixed system and has obtained its location information:

[0244] - If the distance between UE and the serving cell reference location referenceLocation is shorter than distanceThresh, the UE may not perform intra-frequency measurements;

[0245] - Else, the UE shall perform intra-frequency measurements;

[0246] - else if distanceThresh and movingReferenceLocation are broadcasted in SIB19, and if UE supports location-based measurement initiation for NTN Earth-moving system and has obtained its location information:

[0247] - if the distance between UE's location and the serving cell reference location determined based on movingReferenceLocation is shorter than distanceThresh, the UE may not perform intra-frequency measurements;

[0248] - else, the UE shall perform intra-frequency measurements;

[0249] - Else, the UE may not perform intra-frequency measurements;

[0250] - Else, the UE shall perform intra-frequency measurements.

[0251] - The UE shall apply the following rules for NR inter-frequencies and inter-RAT frequencies which are indicated in system information and for which the UE has priority provided:

[0252] - For a NR inter-frequency or inter-RAT frequency with a reselection priority higher than the reselection priority of the current NR frequency, the UE shall perform measurements of higher priority NR inter-frequency or inter-RAT frequencies according to TS 38.133.

[0253] - For a NR inter-frequency with an equal or lower reselection priority than the reselection priority of the current NR frequency and for inter-RAT frequency with lower reselection priority than the reselection priority of the current NR frequency:

[0254] - If the serving cell fulfils Srxlev > SnonIntraSearchP and Squal > SnonIntraSearchQ:

[0255] - If distanceThresh and referenceLocation are broadcasted in SIB19, and if UE supports location-based measurement initiation for NTN quasi-Earth-fixed system and has obtained its UE location information:

[0256] - If the distance between UE and the serving cell reference location referenceLocation is shorter than distanceThresh, the UE may choose not to perform measurements of NR inter-frequency cells of equal or lower priority, or inter-RAT frequency cells of lower priority;

[0257] - Else, the UE shall perform measurements of NR inter-frequency cells of equal or lower priority, or inter-RAT frequency cells of lower priority according to TS 38.133;

[0258] - else if distanceThresh and movingReferenceLocation are broadcasted in SIB19, and if UE supports location-based measurement initiation for NTN Earth-moving system and has obtained its location information:

[0259] - if the distance between UE's location and the serving cell reference location determined based on movingReferenceLocation is shorter than distanceThresh, the UE may not perform measurements of NR inter-frequency cells of equal or lower priority, or inter-RAT frequency cells of lower priority;

[0260] - else, the UE shall perform measurements of NR inter-frequency cells of equal or lower priority, or inter-RAT frequency cells of lower priority according to TS 38.133;

[0261] - Else, the UE may choose not to perform measurements of NR inter-frequency cells of equal or lower priority, or inter-RAT frequency cells of lower priority;

[0262] - Else, the UE shall perform measurements of NR inter-frequency cells of equal or lower priority, or inter-RAT frequency cells of lower priority according to TS 38.133.

[0263] - If the UE supports relaxed measurement and relaxedMeasurement is present in SIB2, the UE may further relax the needed measurements, as specified in clause 5.2.4.9.

[0264] - For UE camping on NTN cell, if the UE supports skipping TN measurement, and the UE has obtained its location information, and if coverageAreaInfoList and tn-AreaIdList are broadcast in system information, the UE may not perform measurements of a TN frequency when UE is not in the coverage of that frequency provided via tn-AreaIdList, regardless of the frequency priority.

[0265] - If the t-Service of the serving cell is present in SIB19, and if UE supports time-based measurement initiation, the UE shall perform intra-frequency, inter-frequency or inter-RAT measurements before the t-Service, regardless of the distance between UE and the serving cell reference location or whether the serving cell fulfils Srxlev > SIntraSearchP and Squal > SIntraSearchQ, or Srxlev > SnonIntraSearchP and Squal > SnonIntraSearchQ, The exact time to start measurement before t-Service is up to UE implementation. UE shall perform measurements of higher priority NR inter-frequency or inter-RAT frequencies according to TS 38.133 regardless of the remaining service time of the serving cell (i.e. time remaining until t-Service) .

[0266] - When evaluating the distance between the UE and the serving cell reference location, it's up to the UE's implementation to obtain the UE's location information.

[0267] - In the Earth-moving system, it's up to the UE's implementation to maintain a valid serving cell reference location, which is derived based on the serving satellite ephemeris, epochTime and movingReferenceLocation.

[0268] If the UE starts measurement when the serving cell can still provide good coverage, it may cause unnecessary resource for measurement. If the UE starts measurement too late, it may cause connection failure. A radio link quality or distance condition cannot be fulfilled or is hard to be fulfilled which implies that the conditions are configured improperly.

[0269] To avoid above issues, MDT enhancements for location based measurement is needed for network optimization for a cell re-selection of a UE. Therefore, Embodiment 2 define enhancements for logged MDT to modify the reference location configuration and  distance threshold configuration configured for idle and inactive state (i.e. RRC_IDLE and RRC_INACTIVE) of the UE in NTN.

[0270] Figures 8A and 8B illustrate schematic diagrams of logging MDT information in NTN in accordance with some aspects of the present disclosure. Details described in all other embodiments of the present disclosure are applicable for the embodiments shown in Figures 8A and 8B. Figures 8A and 8B describes a specific example of Embodiment 2.

[0271] In Embodiment 2, a serving node (e.g. serving NE 802) may configure MDT configuration related with location based measurement to a UE (e.g. UE 801) , e.g. via a Logged Measurement Configuration message (e.g. at 81 as shown in Figure 8A or Figure 8B) or via a dedicated RRC message or via a SIB message. The MDT configuration related with a location based measurement may include at least one of the following:

[0276] (5) a configuration indicating the UE to log the distance between UE's location and the serving cell reference location determined based on movingReferenceLocation when the UE attempts to access to the target cell after cell re-selection;

[0277] (6) a configuration indicating the UE to log the radio link quality of the serving cell when the UE attempts to access to the target cell after cell re-selection;

[0283] (12) a configuration indicating the UE to log the moving reference location of the serving cell;

[0284] (13) a configuration indicating the UE to log the threshold of a cell re-selection receiving level value for intra-frequency measurements;

[0285] (14) a configuration indicating the UE to log the threshold of a cell re-selection quality value for intra-frequency measurements;

[0286] (15) a configuration indicating the UE to log the threshold of a cell re-selection receiving level value for new radio (NR) inter-frequency and inter-radio access technology (RAT) measurements; or

[0287] (16) a configuration indicating the UE to log the threshold of a cell re-selection quality value for NR inter-frequency and inter-RAT measurements.

[0288] Based on the configured MDT configuration, the UE may log corresponding information related with location based measurement (e.g. at 82 as shown in Figure 8A or Figure 8B) . For example, the UE may log at least one of the following:

[0289] (1) the distance between UE and the serving cell reference location referenceLocation when the UE starts measurement for cell re-selection;

[0290] (2) the distance between UE's location and the serving cell reference location determined based on movingReferenceLocation when the UE starts measurement for cell re-selection;

[0291] (3) the radio link quality of the serving cell when the UE starts measurement for cell re-selection;

[0292] (4) the distance between UE and the serving cell reference location referenceLocation when the UE attempts to access to the target cell after cell re-selection (e.g. the target cell is selected during the cell re-selection procedure) ;

[0293] (5) the distance between UE's location and the serving cell reference location determined based on movingReferenceLocation when the UE attempts to access to the target cell after cell re-selection;

[0294] (6) the radio link quality of the serving cell when the UE attempts to access to the target cell after cell re-selection;

[0298] In some implementations of Embodiment 2, the UE may also log at least one of the following (e.g. at 82 as shown in Figure 8A or Figure 8B) :

[0299] (1) referenceLocation, e.g. a reference location of the serving cell provided in NTN quasi-Earth fixed system and is used in location-based measurement initiation by the UE in RRC_IDLE and RRC_INACTIVE state;

[0300] (2) distanceThresh, which is a distance threshold associated with distance between the UE and the serving cell reference location, and is used in location-based measurement initiation by the UE in RRC_IDLE and RRC_INACTIVE state, and each step may represent 50m;

[0301] (3) movingReferenceLocation;

[0302] (4) SIntraSearchP, which specifies the Srxlev threshold (in dB) for intra-frequency measurements, wherein Srxlev is a cell re-selection RX level value (dB) ;

[0303] (5) SIntraSearchQ, which specifies the Squal threshold (in dB) for intra-frequency measurements, wherein Squal is a cell re-selection quality value (dB) ;

[0306] Upon entering RRC_CONNECTED, the UE logging the information related with location based measurement may inform the connected cell (e.g. which is serving NE 802 at 83 as shown in Figure 8A) or inform a cell of another network node which is different from serving NE 802 e.g. NE 803 (e.g. at 83b as shown in Figure 8B) that the UE has logged information for location based measurement via an availability indicator indicating that the UE has logged location based measurement related information, or via a legacy or common availability indicator for logged MDT. For example, the availability indicator can be included in an RRC Setup Complete or an RRC Resume Complete message or an RRC Re-establishment Complete message. The PLMN supported in the connected serving cell would be equal to the PLMN of the cells where the UE received MDT configurations or where the UE triggered measurement.

[0307] After receiving the availability indicator, the serving node (e.g. serving NE 802) may request the UE (e.g. at 84 as shown in Figure 8A) or the another network node (e.g. NE 803) may request the UE (e.g. at 84b as shown in Figure 8B) to send the logged information (e.g. which is related with location based measurement) , e.g. an indicator that requiring for the logged information related with location based measurement can be included in the UE information request message.

[0308] According to the request from the network node, the UE may send (e.g. at 85 as shown in Figure 8A or at 85b as shown in Figure 8B) the logged information (e.g. which is related with location based measurement) to the serving node (e.g. serving NE 802) or the another network node (e.g. NE 803) , e.g. via a UE information response message. In another way, the UE can send the logged information (e.g. which is related with location based measurement) by an extended RA report or a CEF report or an RLF report or a SHR or other (e.g. at 85 as shown in Figure 8A or at 85b as shown in Figure 8B) .

[0309] Based on the UE logged information related with location based measurement, the serving node (e.g. serving NE 802) or the another network node (e.g. NE 803) can optimize reference location configuration (e.g. referenceLocation or movingReferenceLocation) , distance threshold configuration (e.g. distanceThresh) or radio link quality threshold configuration (e.g. SIntraSearchP, SIntraSearchQ, SnonIntraSearchP and SnonIntraSearchQ) for the cell re-selection (e.g. at 86 as shown in Figure 8A or at 86b as shown in Figure 8B) .
