[0030] Various aspects relate generally to network selection based on network policy self-learning. Some aspects more specifically relate to a method for categorizing network actions based on measurement report event triggering and corresponding thresholds. For example, a UE may track a mapping of network events to triggering thresholds and corresponding network actions categorizable on a per network or per cell basis. The UE may predictively block cell switching to remain on a particular cell, perform cell switching to transfer to another cell, delay or trigger a measurement occasion, or perform another network action. In some aspects, the UE may detect a network policy of a set of network events for a cell, transmit network policy information to a data structure for storage, receive information identifying network policies at different granularity levels, and predict a network RRC command based on the network policies at the different granularity levels.
