A data processing device according to the present invention comprises: a first data acquiring means for acquiring three-dimensional data of a city; a second data acquiring means for acquiring route data including at least road data; an area information calculating means for calculating movement possible / not-possible area information indicating areas in which it is possible for an agent to move and areas in which it is not possible for the agent to move, on the basis of the three-dimensional data acquired by the first data acquisition means; a consistency evaluating means for evaluating consistency between the movement possible / not-possible area information calculated by the area information calculating means and the route data acquired by the second data acquiring means; and a correcting means for correcting the movement possible / not-possible area information by comparison with the route data on the basis of the evaluation results obtained by the consistency evaluating means.
