[0050] As used herein, unless stated explicitly, performing a respective feature, step, or functionality “in response to A” does not indicate that the respective feature, step, or functionality is performed immediately after “A” occurs as one or more intervening features, steps, or functionalities may be included (at least in part) between an occurrence of the respective feature, step or functionality and “A” . Analogously, performing a respective feature, step, or functionality “based on A” does not indicate that the respective feature, step, or functionality is performed solely based on “A” as the respective feature, step, or functionality may be further based at least in part on one or more other features, steps, or functionalities in addition to “A” .

[0051] As used herein, the term “circuitry” may refer to one or more or all of the following example embodiments:

[0052] (a) hardware-only circuit implementations (such as implementations in only analog and / or digital circuitry) and

[0053] (b) combinations of hardware circuits and software, such as (as applicable) :

[0054] (i) a combination of analog and / or digital hardware circuit (s) with software / firmware and

[0055] (ii) any portions of hardware processor (s) with software (including digital signal processor (s) ) , software, and memory (ies) that work together to cause an apparatus, such as a mobile phone or server, to perform various functions) and

[0056] (c) hardware circuit (s) and or processor (s) , such as a microprocessor (s) or a portion of a microprocessor (s) , that requires software (e.g., firmware) for operation, but the software may not be present when it is not utilized for operation.

[0057] This definition of circuitry applies to all uses of this term herein, including in any claims. As a further example, as used herein, the term circuitry also covers an implementation of merely a hardware circuit or processor (or multiple processors) or portion of a hardware circuit or processor and its (or their) accompanying software and / or firmware. The term circuitry also covers, for example and if applicable to the particular claim element, a baseband integrated circuit or processor integrated circuit for a mobile device or a similar integrated circuit in server, a cellular network device, or other computing or network device.

[0058] As used herein, the term “communication network” refers to a network following any suitable communication standards, such as Long Term Evolution (LTE) , LTE-Advanced (LTE-A) , Wideband Code Division Multiple Access (WCDMA) , High-Speed Packet Access (HSPA) , Narrow Band Internet of Things (NB-IoT) and so on. Furthermore, the communications between a terminal device and a network device in the communication network may be performed according to any suitable generation communication protocols, including, but not limited to, the first generation (1G) , the second generation (2G) , 2.5G, 2.75G, the third generation (3G) , the fourth generation (4G) , 4.5G, the fifth generation (5G) , sixth generation (6G) communication protocols, and / or any other protocols either currently known or to be developed in the future. The various example embodiments of this disclosure may be applied in various communication systems. Given the rapid development in communications, there will of course also be future type communication technologies and systems with which this disclosure may be embodied. It should not be seen as limiting the scope of this disclosure to only the aforementioned communication technologies and systems.

[0059] As used herein, the term “network device” or “network element” refers to a node in a communication network via which a terminal device accesses the network and receives services therefrom. The communication network may include a core network (CN) . The communication network may include a radio access network (RAN) . The network device in RAN may refer to a base station (BS) or an access point (AP) , for example, a node B (NodeB or NB) , an evolved NodeB (eNodeB or eNB) , a new radio (NR) next generation NodeB (e.g., a gNB) , a Remote Radio Unit (RRU) , a radio header (RH) , a remote radio head (RRH) , a relay, a low power node such as a femto, a pico, and so forth, depending on the applied terminology and technology.

[0060] The term “terminal device” refers to any end device that may be configured to perform wireless communication. By way of example embodiment, a terminal device may also be referred to as a communication device, user equipment (UE) , a Subscriber Station (SS) , a Portable Subscriber Station, a Mobile Station (MS) , or an Access Terminal (AT) . The terminal device may include, but is not limited to, a mobile phone, a cellular phone, a smart phone, voice over IP (VoIP) phones, wireless local loop phones, a tablet, a wearable terminal device, a personal digital assistant (PDA) , portable computers, desktop computer, image capture terminal devices such as digital cameras, gaming terminal devices, music storage and playback appliances, vehicle-mounted wireless terminal devices, wireless endpoints, mobile stations, laptop-embedded equipment (LEE) , laptop-mounted equipment  (LME) , USB dongles, smart devices, wireless customer-premises equipment (CPE) , an Internet of Things (loT) device, a watch or other wearable, a head-mounted display (HMD) , a vehicle, a drone, a medical device and applications (e.g., remote surgery) , an industrial device and applications (e.g., a robot and / or other wireless devices operating in an industrial and / or an automated processing chain contexts) , a consumer electronics device, a device operating on commercial and / or industrial wireless networks, and the like. As used herein, the terms “terminal device” , “communication device” , “terminal” , “user equipment” and “UE” may be used interchangeably.

[0061] In the communications area, there is a constant evolution ongoing with the aim to provide enhanced (e.g., efficient and reliable) solutions for utilizing wireless communication networks. Each new generation has it owns technical challenges for handling the different situations and processes that are utilized to connect and serve devices connected to the wireless network. To meet the demand for wireless data traffic having increased since deployment of 4th generation (4G) communication systems, efforts have been made to develop an improved 5th generation (5G) or pre-6G communication system. The new communication systems can support various types of service applications for terminal devices.

[0062] FIG. 1 illustrates a schematic diagram of an example communication environment 100 in which some example embodiments of this disclosure can be implemented. As shown in FIG. 1, the communication environment 100 may involve a terminal device 110, a core network (CN) 120, and a network entity 130.

[0063] As shown in FIG. 1, the terminal device 110 is illustrated as a mobile phone. It should be noted that the terminal device 110 may be any other suitable type of terminal device. The CN 120 may, for example, provide user authentication, access authorization, tracking, IP connectivity, and other access, routing, or mobility functions. The CN 120 may include a mobility management entity (MME) 121, a home subscriber server (HSS) 122, an evolved serving mobile location centre (E-SMLC) 123, a serving gateway (S-GW) , or a packet data network (PDN) gateway (P-GW) . In some example embodiments, the control plane entity may manage non-access stratum (NAS) functions, such as mobility, authentication, and bearer management (e.g., data bearers, signal bearers, etc. ) for the terminal device 110 served by the network entity 130 associated with the CN 120.

[0064] The network entity 130 described herein may be or include or may be referred to as  a network node, a base station, a network element, a radio access network (RAN) , a base transceiver station, an access point, a NodeB, an eNodeB (eNB) , a next-generation NodeB (gNB) , or other suitable terminology. The network entity 130 and the terminal device 110 may communicate via a communication link 110, which may be a wireless or wired connection. For example, the network entity 130 and the terminal device 110 may perform wireless communication (e.g., receive signaling, transmit signaling) over a Uu interface.

[0065] In non-terrestrial network (NTN) scenarios, the network entity 130 may be implemented as a satellite. The network entity 130 in form of a satellite can directly communicate to the terminal device 110 using NR / LTE Uu interface. The satellite may be a transparent satellite or a regenerative satellite. For NTN with a transparent satellite, a base station on earth may communicate with a terminal device via the satellite. For example, a communication link between the satellite and the terminal device, a communication link between the satellite and a base station on earth, and a communication link between the base station on earth and the core network 120 may be used for the NTN transparent mode. For NTN with a regenerative satellite, the base station may be on board and directly communicate with the terminal device. For example, a communication link between the satellite and the terminal device, and a communication link between the satellite (with full or part of an eNB / gNB on board) and core network 120 may be used for the NTN regenerative mode.

[0066] It is to be understood that the devices are only for the purpose of illustration without suggesting any specific limitations. The communication environment 100 may include any suitable number or type of device (s) configured to implement example embodiments of this disclosure.

[0067] The communications in the environment 100 may follow any suitable communication standards or protocols, which are already in existence or to be developed in the future, such as Universal Mobile Telecommunications System (UMTS) , long term evolution (LTE) , LTE-Advanced (LTE-A) , the fifth generation (5G) New Radio (NR) , Wireless Fidelity (Wi-Fi) and Worldwide Interoperability for Microwave Access (WiMAX) standards, and employ any suitable communication technologies, including, for example, Multiple-Input Multiple-Output (MIMO) , Orthogonal Frequency Division Multiplexing (OFDM) , time division multiplexing (TDM) , frequency division multiplexing (FDM) , code division multiplexing (CDM) , Bluetooth, ZigBee, and machine type communication (MTC) , enhanced mobile broadband (eMBB) , massive machine type communication (mMTC) , ultra-reliable low latency communication (URLLC) , Carrier Aggregation (CA) , Dual Connectivity  (DC) , and New Radio Unlicensed (NR-U) technologies.

[0068] FIG. 2 shows a schematic diagram of a scenario in which location based service management can be applied according to some example embodiments of this disclosure. As shown in FIG. 2, a coverage of the satellite 130 may span two countries, one of which cannot be served due to regulatory restrictions, e.g. a forbidden country, and other of which can be served by the satellite 130, e.g. an allowed country. The terminal device (UE) 110 may be located in a regulatory area where service is not allowed.

[0069] As for basic regulatory compliance, when an NTN cell coverage overlaps two regulatory areas (e.g. cross-country borders) , and without knowledge of a UE location, it may be challenging (if not impossible) to determine which jurisdiction the UE 110 is located in. In the worst case, if the jurisdiction where the UE 110 is located is ambiguous, the network may not be able to provide service to avoid breaching regulations. Also, with a coverage area across misc. regulatory areas, the UE location needs verification for every UE in the area.

[0070] As mentioned above, the NTN cell coverage may span multiple regulatory areas, some of which may have restrictions that do not allow service to be provided. Without UE location information, the network may not be able to determine whether the UE 110 is allowed to be serviced or not. In addition, the Narrow Band Internet of Things (NB-IoT) does not support an LTE Positioning Protocol (LPP) stack and hence will not be able to provide its location towards the network via Location Services (LCS) . But the NB-IoT devices are capable of estimating Global Navigation Satellite System (GNSS) based positioning and can send its coarse location to the RAN.

[0071] With the estimation of GNSS based on positioning, the coarse location information can be indicated in a field coarseLocationInfo. This field can be coded as the ellipsoid-point information element (IE) . The first / leftmost bit of the first octet contains the most significant bit. The least significant bits of degreesLatitude and degreesLongitude are set to 0 to meet the accuracy requirement which corresponds to a granularity of approximately 2 km. It is up to UE implementation as to how many LSBs are set to 0 to meet the accuracy requirement. Upon network request, after Access Stratum (AS) security is established in connected mode, the Bandwidth reduced Low complexity User Equipment (BL UE) and UE in enhanced coverage can report its coarse UE location information (e.g. most significant bits of the GNSS coordinates, ensuring an accuracy in the order of 2km) to the eNB if available.

[0072] As the NB-IoT UE does not use the AS security, it is not safe to expose the coarse location of a user over an air interface due to privacy concerns. Thus, when the AS security is not enabled and the UE does not support the LTE positioning protocol, how to implement an improved UE management is required. Also, if the UE is accessing from the non-allowed area / country, when to detach the UE from the network is desirable.

[0073] In view of the forgoing, according to some example embodiments of this disclosure, there are provided solution (s) for location based service management, particularly (but not exclusively) , to meet the compliance requirement of respecting country boundary while serving a UE. In the solution (s) , the UE reports its coarse location information, and can be attached for an allowed area or can be detached for a non-allowed area. In this way, for example, the UE does not access the NTN from the non-allowed area, thereby meeting the compliance requirement. Example embodiments of this disclosure will be further described below with reference to the accompanying drawings.

[0074] More details of some example embodiments of this disclosure will be described with reference to FIGS. 3A-3E. FIGS. 3A-3E show signaling charts illustrating some example processes for location based service management according to some example embodiments of this disclosure, respectively. Only for the purpose of discussion, the processes 300-304 will be described with reference to FIG. 1. The processes 300-304 may involve the terminal device 110, the MME 121 (corresponding to a first network device) , the HSS 122 (corresponding to a second network device) , the RAN 130 (corresponding to a third network device) , and the E-SMLC 123 (corresponding to a fourth network device) in FIG. 1. It is to be appreciated that any graphic elements, numerical values, and descriptive text in these figures are only for the purpose of illustration without suggesting any specific limitations.

[0075] If the UE attempts a service from the network, e.g. during an attach procedure, a service request procedure, or a tracking area update procedure, there is a need to determine whether the terminal device 110 meets compliance. In this case, the terminal device 110 may be controlled to send its coarse location information so as to determine whether it is allowed to be served. More details will be described as below.

[0076] In the process 300, the MME 121 receives (310) coarse location information of the terminal device110 from the terminal device 110 during a service attempt procedure (e.g. during an attach procedure, a service request procedure, or a tracking area update procedure) for the terminal device. More specifically, for example, in an idle mode and a connected  mode, if the terminal device 110 moves from the allowed location to the forbidden location. Herein, the allowed location may refer to an allowed area or an allowed geo-location or an allowed country, and the forbidden location may refer to a forbidden area or a forbidden geo-location or a forbidden country. The allowed area or the allowed geo-location or the allowed country is an area or a geo-location or a country which the terminal device 110 is allowed to be served. The forbidden area or the forbidden geo-location or the forbidden country is an area or a geo-location or a country which the terminal device 110 is not allowed to be served, or is an area or a geo-location or a country outside the allowed area or the allowed geo-location or the allowed country.

[0077] In an example embodiment, the coarse location information of the terminal device 110 can be transmitted along with a security mode complete message during an attach procedure for the terminal device 110. The security mode complete message is a non-access stratum (NAS) security mode complete message transmitted from the terminal device 110 to the MME 121 as described in step 5a in an attach procedure of 3GPP TS 23.401. Also, the security mode complete message can refer to clause 7.2.4.4 in 3GPP TS 33.401. The locations included in the coarse location information described herein may refer to GNSS coordinates, not a 3GPP based area such as a cell area or a tracking area.

[0078] Next, based on an event that the terminal device 110 is not located within an area where the terminal device is allowed to be served (also called as an allowed area) , the MME 121 initiates (320) a detach procedure for the terminal device 110. The determination of this event is based on at least the coarse location information of the terminal device 110.

[0079] In some example embodiments, for example, in the process 301 as shown in FIG. 3B, the MME 121 may determine (3201) whether the terminal device 110 is located within the allowed area based on coarse location information of the area and the coarse location information of the terminal device 110. For example, the coarse location information of the area may include coordinates of an ellipsoid point list for the area. The coarse location information of the terminal device 110 may include coordinates of an ellipsoid point for the location where the terminal device 110 is located. If the coordinates of the terminal device 110 do not belong to the coordinates of an ellipsoid point list for the allowed area, the MME 121 can determine that the terminal device 110 not is located within the allowed area, and vice versa.

[0080] In an example embodiment, the coarse location information of the area can be  considered as the local configuration of the MME 121. Based on its local configuration (e.g. an allowed country location list containing ellipsoid-points, or a forbidden country location list containing ellipsoid-points) , the MME 121 can determine whether the terminal device 110 is accessing from the forbidden area or the forbidden geo-location or the forbidden country.

[0081] If the terminal device 110 is not located within the allowed area, or if the terminal device 110 is located within the forbidden area, the MME 121 can initiate (3202) a detach procedure for the terminal device 110. If the terminal device 110 is located within the allowed area, or if the terminal device 110 is not located within the forbidden area, the MME 121 may continue the service attempt procedure for the terminal device 110, e.g. the attach procedure or mobility procedure or service request procedure for the terminal device 110.

[0082] In other words, if the terminal device 110 is not in the forbidden area or the forbidden geo-location or the forbidden country, the MME 121 may continue with the service attempt procedure, e.g. the attach procedure. It should be understood that in order to avoid obscuring the various example embodiments of this disclosure, more details about the attach procedures can be seen from clause 5.3.2.1 in 3GPP TS 23.401, which will not be repeated herein. If the terminal device 110 is in the forbidden area or the forbidden geo-location or the forbidden country, the MME 121 may initiate (3202) a detach procedure for the terminal device 110. In this manner, local configurations-based deregistration is provided.

[0083] Further, in an example embodiment, the MME 121 may transmit (330) a part or an entirety of the coarse location information of the allowed area to the terminal device. The part or entirety of the coarse location information of the allowed area can be used for attaching or detaching the terminal device. In other words, for example, when detaching the terminal device 110, the MME 121 may send a full or partial list of forbidden coarseLocation information to the terminal device 110. The full or partial list of forbidden coarseLocation information will help the terminal device 110 not to try the service attempt procedure (e.g. attach procedure) until it is in an allowed country’s location.

[0084] In some example embodiments, the MME 121 may reuse the RAN’s configuration of coarseLocation and cell ID to avoid huge configuration of GNSS data. The MME 121 receives coarseLocation and sends it to the RAN 130 for the mapped cell ID information. If the cell ID indicates a service restricted cell, the terminal device 110 is deregistered.

[0085] In the process 302 as shown in FIG. 3C, the MME 121 may obtain cell information  associated with the terminal device 110. The cell information is determined based on the coarse location information of the allowed area. The allowed area may be determined based on service restriction information received from the HSS 122. The coarse location information of the allowed area can be configured within the MME 121 based on the cell information.

[0086] Specifically, the MME 121 may transmit (3203) a request for the cell information to the RAN 130 via a new message (i.e. request message configured for the request for the cell information) or an additional information element (IE) in a location request message. More specifically, after the MME 121 receives the coarse location information of the terminal device 110 via the security mode complete message, the MME 121 may request the RAN 130 to provide information of a cell that the terminal device 110 is mapped to (i.e. mapped cell information such as mapped cell ID information) based on the coarse location information from the terminal device 110. The cell can be used to indicate coverage of a cell where the terminal device 110 is located. Further, the cell can be provided by a non-terrestrial network. Here, the RAN 130 can support local configuration for the coarse location and the mapped cell.

[0087] In response to this request, the RAN 130 may send (3204) the mapped cell information in either a new message (i.e. a message configured for the request) or using a location reporting control message or user location information (ULI) in an uplink (UL) non-access stratum (NAS) message. On the other side of communication, the MME 121 can receive (3204) the cell information from the RAN 130 via at least one of the response message for the request message, a location reporting control message, or a UL NAS message.

[0088] Then, the MME 121 may determine (3205) whether coverage of a cell indicated by the cell information belongs to the allowed area. For example, based on service restriction information received from the HSS 122 as described in step 11 in the attach procedure of 3GPP TS 23.401, the MME 121 may determine whether the mapped cell belongs to an allowed area for the terminal device 110.

[0089] If the coverage of the mapped cell does not belong to the allowed area, i.e. if the terminal device 110 is the forbidden area, the MME 121 can determine (3206) that the terminal device 110 is not located within the allowed area. In this case, the MME 121 can initiate (3207) a detach procedure for the terminal device 110.

[0090] It is to be understood that the process 302 can also be described with the forbidden  area. For example, the list of forbidden coarseLocation information can be locally configured within the MME 121 based on the mapped cell information reported by the RAN 130. A part of the list can indicate neighboring coordinates where the terminal device 110 is not allowed to be served. For sake of brevity, other details can be described with reference to the foregoing.

[0091] Likewise, the MME 121 can transmit (330) a part or an entirety of the coarse location information of the allowed area to the terminal device, which causes the terminal device 110 not to try the service attempt procedure (e.g. attach procedure) when it is not in an allowed area.

[0092] In some example embodiments, in the process 303 as shown in FIG. 3D, the MME 121 may transmit (3208) the coarse location information of the terminal device 110 to the HSS 122. For example, when the terminal device 110 sends its coarseLocation (any time after the security mode complete (SMC) in step 5a) , the MME 121 may transparently pass this coarseLocation information to the HSS 121 in an update location request in step 8 of the attach procedure of 3GPP TS 23.401.

[0093] In this case, the HSS 122 has a new capability to determine whether the coarse location of the terminal device 110 is within the allowed country or not. In particular, the HSS 122 may receive (3208) the coarse location information of the terminal device 110 from the MME 121. Then, based on the coarse location information of the terminal device 110, the HSS 122 may determine (3209) whether the terminal device 110 is located within the allowed area. Based on determining that the terminal device 110 is not located within the allowed area, the HSS 122 may transmit (3210) a cancel location message to the MME 121 for detaching the terminal device. In other words, for example, if the coarse location of the terminal device 110 is not within the allowed country, the HSS 122 can respond with a cancel location message or mark the associated service.

[0094] On the other side of communication, the MME 121 receive (3210) the cancel location message. Upon the reception of the cancel location message, the MME 121 can initiate (3211) the detach procedure for the terminal device 110. In addition, the HSS 122 can transmit service restriction information to the MME 121. A part or an entirety of the service restriction information is used for attaching or detaching the terminal device 110. For example, the HSS 122 can send service restricted cell ID information to the MME 121. If the HSS 122 has responded with a service-restricted cell ID list, the MME 121 will send  (330) this list to the terminal device 110. With the service restricted cell ID list, the terminal device 110 will not attempt to attach or on request service when served by any cell in this list.

[0095] In some example embodiments, the MME 121 can verify the location by sending the coarseLocation information to the E-SMLC 123, and the E-SMLC 123 will return the country or international area information.

[0096] In the process 304 as shown in FIG. 3E, the MME 121 may transmit (3212) the coarse location information of the terminal device 110 to the E-SMLC 123. For example, when the MME 121 receives the coarseLocation information from the terminal device 110 at any time after the security mode complete procedure, the MME 121 may send this coarse location information to the E-SMLC 123, for example, in step 2 as described in clause 9.1.17 of 3GPP TS 23.271. On the E-SMLC 123 side, based on the coarse location information of the terminal device 110, the E-SMLC 123 may return country area information and / or international area information.

[0097] On the other side of communication, the MME 121 may receive (3213) a response from the E-SMLC 123. The response includes at least one of country area information or international area information. The at least one of the country area information or the international area information is used for determining the allowed area, for example, an allowed country or an allowed international area.

[0098] Based on the E-SMLC response, the MME 121 can decide whether to keep the terminal device 110 attached or detach it from the network. If the terminal device 110 is not located within an allowed area indicated by the country area information or the international area information or both, the MME 121 can initiate (3214) the detach procedure for the terminal device 110.

[0099] In addition, the E-SMLC 123 can also provide a list of neighboring coordinates at which the terminal device 110 is not allowed to be served, i.e. transmit the coarse location information of the allowed area to the MME 121. A part or an entirety of the coarse location information of the allowed area is used for attaching or detaching the terminal device 110. The MME 121 may send (330) this list to the terminal device 110 in a detach request. This will help the terminal device 110 to not retry registration until it is out of those coordinates.

[0100] With the solutions as described above, the MME 121 can use new service restriction data contained in user subscription. When deregistration is triggered due to regulatory requirements, new deregistration message or optional IE can be set to include an  allowed / forbidden area list containing GNSS coordinates. The terminal device 110 can be provided with a policy about restricted area (s) , for example, represented by GNSS positions or coarse positions. This will help the terminal device 110 to avoid retrying service request (s) or registration request (s) when it is deregistered from the network since it enters into the forbidden area.

[0101] FIG. 4 shows a flowchart of an example method 400 implemented at a first network device in accordance with some example embodiments of this disclosure. For the purpose of discussion, the method 400 will be described from the perspective of the MME 121 with reference to FIG. 1.

[0102] At block 410, the MME 121 receives, from a terminal device, first coarse location information of the terminal device during a service attempt procedure for the terminal device. At block 420, based on an event that the terminal device is not located within an area where the terminal device is allowed to be served, the MME 121 initiates a detach procedure for the terminal device, wherein determination of the event is based on the first coarse location information.

[0103] In some example embodiments, the MME 121 initiates the detach procedure for the terminal device by: determining, based on second coarse location information of the area and the first coarse location information, whether the terminal device is located within the area; and initiating, based on determining that the terminal device is not located within the area, the detach procedure for the terminal device.

[0104] In some example embodiments, the area is determined based on service restriction information received from a second network device, and the MME 121 determines that the terminal device is not located within the area by: obtaining cell information associated with the terminal device, wherein the cell information is determined based on the first coarse location information; determining whether coverage of a cell indicated by the cell information belongs to the area; and based on determining that the coverage of the cell does not belong to the area, determining that the terminal device is not located within the area.

[0105] In some example embodiments, the MME 121 obtains the cell information by: transmitting, to a third network device, a request for the cell information via a request message configured for the request for the cell information or an additional information element in a location request message; and receiving, from the third network device, the cell information via at least one of a response message for the request message, a location  reporting control message, or an uplink (UL) non-access stratum (NAS) message.

[0106] In some example embodiments, second coarse location information of the area is configured within the first network device based on the cell information.

[0107] In some example embodiments, the cell is provided by a non-terrestrial network.

[0108] In some example embodiments, the MME 121 initiates the detach procedure for the terminal device by: transmitting, to a second network device, the first coarse location information; receiving, from the second network device, a cancel location message transmitted based on determining that the terminal device is not located within the area; and initiating, based on receiving the cancel location message, the detach procedure for the terminal device.

[0109] In some example embodiments, the MME 121 initiates the detach procedure for the terminal device by: transmitting, to a fourth network device, the first coarse location information; receiving, from the fourth network device, a response including at least one of country area information or international area information; and initiating, based on the response, the detach procedure for the terminal device.

[0110] In some example embodiments, the MME 121 further continues, based on determining that the terminal device is located within the area, the service attempt procedure for the terminal device.

[0111] In some example embodiments, the MME 121 further transmits, to the terminal device, a part or an entirety of second coarse location information of the area.

[0112] In some example embodiments, the second coarse location information includes coordinates of an ellipsoid point list for the area.

[0113] FIG. 5 shows a flowchart of an example method 500 implemented at a second network device in accordance with some example embodiments of this disclosure. For the purpose of discussion, the method 500 will be described from the perspective of the HSS 122 with reference to FIG. 1.

[0114] At block 510, the HSS 122 receives, from a first network device, first coarse location information of a terminal device. At block 520, the HSS 122 determines, based on the first coarse location information, whether the terminal device is located within an area where the terminal device is allowed to be served. At block 530, the HSS 122 transmits, based on determining that the terminal device is not located within the area, a cancel location message  to the first network device for detaching the terminal device.

[0115] In some example embodiments, the HSS 122 further transmits, to the first network device, service restriction information, a part or an entirety of the service restriction information being used for attaching or detaching the terminal device.

[0116] In some example embodiments, the service restriction information includes coordinates of an ellipsoid point list for the area.

[0117] FIG. 6 shows a flowchart of an example method 600 implemented at a third network device in accordance with some example embodiments of this disclosure. For the purpose of discussion, the method 600 will be described from the perspective of the RAN 130 with reference to FIG. 1.

[0118] At block 610, the HSS 122 receives, from a first network device, a request for cell information associated with a terminal device, wherein the cell information is determined based on first coarse location information received from the terminal device. At block 620, the HSS 122 transmits, to the first network device, the cell information to indicate coverage of a cell where the terminal device is located.

[0119] In some example embodiments, the cell is provided by a non-terrestrial network.

[0120] FIG. 7 shows a flowchart of an example method 700 implemented at a fourth network device in accordance with some example embodiments of this disclosure. For the purpose of discussion, the method 700 will be described from the perspective of the E-SMLC 123 with reference to FIG. 1.

[0121] At block 710, the E-SMLC 123 receives, from a first network device, first coarse location information of a terminal device. At block 720, the E-SMLC 123 transmits, based on the first coarse location information and to the first network device, a response including at least one of country area information or international area information, wherein the at least one of the country area information or the international area information is used for determining an area where the terminal device is allowed to be served.

[0122] In some example embodiments, the E-SMLC 123 further transmits, to the first network device, second coarse location information of the area, a part or an entirety of the second coarse location information being used for attaching or detaching the terminal device.

[0123] In some example embodiments, the second coarse location information includes coordinates of an ellipsoid point list for the area.

[0124] FIG. 8 shows a flowchart of an example method 800 implemented at a terminal device in accordance with some example embodiments of this disclosure. For the purpose of discussion, the method 800 will be described from the perspective of the terminal device 110 with reference to FIG. 1.

[0125] At block 810, the terminal device 110 transmits, to a first network device, first coarse location information of a terminal device. At block 820, the terminal device 110 receives, from the first network device, a part or an entirety of second coarse location information of an area where the terminal device is allowed to be served, the part or entirety of the second coarse location information being used for attaching or detaching the terminal device.
