Description

CRIME RISK ASSESSMENT AND RECOMMENDATION SYSTEMS AND METHODS THEREOFCROSS-REFERENCE TO RELATED APPLICATION

[0001] This application claims priority to, and the benefit of, U.S. Provisional Application Serial No. 63 / 570,234 filed Mar. 26, 2024, entitled System and Computing Device for Strategic Transformer-Assisted Algorithm Model with Recommendations on Actionable and Timely Enforcement Guidance and Intelligence-Led Policing (STRATEGI) . The entire contents of the foregoing application are hereby incorporated by reference for all purposes.FIELD OF INVENTION

[0002] This invention relates to risk assessment technologies, and in particular systems and methods for crime risk assessment and recommendation.BACKGROUND OF INVENTION

[0003] Intelligence-Led Patrolling is a law enforcement strategy that emphasizes the use of intelligence and data analysis to guide patrol personals to specific areas where crime is more likely to occur. This approach aims to make the patrolling process more efficient and effective by focusing resources on hot spots or on individuals who are known or suspected to be involved in criminal activity. Without intelligence-led patrolling strategy, law enforcement agencies, security or management offices may face several challenges that can impact the efficiency and effectiveness of their crime prevention and response strategies.

[0004] Ineffective Resource Allocation: Without intelligence and data analysis, resources may be spread thinly or allocated based on outdated or inefficient practices, leading to less effective policing.

[0005] Increased Response Time: Officers may not be positioned optimally to respond quickly to incidents due to a lack of a predictive placement.

[0006] Hidden Crime Patterns and Trends: Law enforcement might overlook chances to thwart criminal activity or dismantle illicit networks if data is not scrutinized for recurring patterns.

[0007] Lack of Real-Time Intelligence-Led Policing AI Analytics for Timely Enforcement Analysis: Lack of real-time AI intelligence system to monitor live feeds, intelligence inputs, and officer locations to coordinate a rapid response.

[0008] Challenge in Analyzing Crime Displacement: Law enforcement can strategically position patrols in dynamic locations, which may cause criminal activities to migrate to less monitored areas. Complicated scenario analysis and proactive redistribution of police resources to deter crime effectively and manage its displacement by advanced AI recommendations.

[0009] Difficulties in Timely Analyzing Written Observations Report from Patrol Officers: Traditionally, patrol officer document observations made on paper while on duty. However, compiling these detailed accounts can be time-consuming. Moreover, the narrative format of these records often presents challenges for categorization and analysis.

[0010] Complications of Harnessing Open-Source Intelligence: Social-media servers as a significant resource for pinpointing “black spots” or areas frequently associated with accidents or criminal acts. To effectively use this information in crime prevention, automated analytical tools are essential for processing and understanding the data.

[0011] Interruption Caused to Officers by Manual Entry of Detailed Information During Patrols: The requirement for officers to manually input comprehensive details can disrupt their patrolling activities. To facilitate the easy recording of accurate location and timely data, it is essential to minimize such distractions from manual data entry tasks.SUMMARY OF INVENTION

[0012] In the light of the foregoing background, alternate systems and methods are provided to assess crime risk and provide recommendations based on intelligence data from multiple sources.

[0013] Accordingly, an example embodiment of the provided systems and methods relates to a crime risk assessment and recommendation system, comprising: a plurality of data collecting modules; a data analysis module; a big-data database module; and a user interface module, wherein the plurality of data collecting modules, the data analysis module, the big-data database module and the user interface module are in communication connection with each other, wherein the plurality of data collecting modules comprise: a crime intelligence data collector that is configured to obtain at least one crime intelligence data from at least one crime intelligence data source; a patrol data collector that is configured to obtain at least one patrol data from a patrol data source; and an open data collector that is configured to obtain at least one open data from internet, wherein the big-data database module is configured to store at least one historical data, wherein the data analysis module comprises: a plurality of Artificial Intelligence (AI) Natural Language Processing (NLP) modules that are configured to analyze the at least one crime intelligence data from the crime intelligence data collector, the at least one patrol data from the patrol data collector, and / or at least one open data from the open data collector to obtain a plurality of intelligence feature data; and an indexing engine that is configured to analyze the plurality of intelligence feature data from the plurality of AI NLP modules to obtain at least one database query, wherein the big-data database module is configured to process the at least one database query from the indexing engine to obtain a selected portion of the at least one historical data according to the at least one database query, wherein the data analysis module further comprises: an encoder network that is configured to analyze the plurality of intelligence features from the plurality of AI NLP modules and the selected portion of the at least one historical data from the big-data database module to obtain at least one attention encoder data; at least one embedding layer that is configured to analyze the at least one attention encoder data from the encoder network to obtain at least one street feature data, at least one crime feature data, and / or at least one general feature data; and an AI classifier that is configured to analyze the at least one street feature data, the at least one crime feature data and the at least one general feature data from the at least one embedding layer, and the at least one attention encoder data from the encoder network to obtain the at least one crime risk assessment and the at least one recommendation, and wherein the user interface module is configured to output the at least one crime risk assessment and the at least one recommendation from the data analysis module.

[0014] In another example embodiment of the provided systems and methods relates to a method of crime risk assessment and recommendation, comprising the steps of: providing a system as claimed in any one of the preceding claims; obtaining, by the crime intelligence data collector, at least one crime intelligence data; obtaining, by the patrol data collector, at least one patrol data; obtaining, by the open data collector, at least one open data; storing, by the big-data database module, at least one historical data; analyzing, by the plurality of Artificial Intelligence (AI) Natural Language Processing (NLP) modules, the at least one crime intelligence data, the at least one patrol data, and at least one open data to obtain a plurality of intelligence feature data; analyzing, by the indexing engine, the plurality of intelligence feature data to obtain at least one database query; processing, by the big-data database module, the at least one database query to obtain a selected portion of the at least one historical data according to the at least one database query; analyzing, by the encoder network, the plurality of intelligence features and the selected portion of the at least one historical data to obtain at least one attention encoder data; analyzing, by the at least one embedding layer, the at least one attention encoder data to obtain at least one street feature data, at least one crime feature data, and at least one general feature data; and analyzing, by the AI classifier, the at least one street feature data, the at least one crime feature data, the at least one general feature data and the at least one attention encoder data to obtain the at least one crime risk assessment and the at least one recommendation, outputting, by the user interface module, the at least one location-based crime risk assessment and the at least one recommendation.

[0015] The above example embodiments have benefits and advantages over conventional technology. In some embodiments, the provided systems and methods increase processing speed of the data, shorten the turnaround time of the analysis of huge amount and various types of data and / or provide accurate, efficient assessment of the risk level of crime, and precise and useful recommendation to the user by using the algorithms and AI models as described herein. For example, the provided systems and methods (namely, STRATEGI) leverage AI techniques to predict and interdict crimes by enhancement of real-time intelligence-led policing capabilities. Provided methods and systems assess the risk level associated with various types of crime at specific locations (for example, the likelihood of jewelry theft on individual) and offering text-based guidance intelligence-led law enforcement strategies. By leveraging intelligence data sources through the suggested system, this approach delivers enforcement that is both immediate and precise.

[0016] For example, the provided systems and methods allow peer-to-peer real-time sharing of live data on the beat among officers and vehicles. For example, the provided systems (namely, STRATEGI) and methods thereof, analyze big data and combine it with user (e.g. police) intelligence to provide real-time feedback and recommendations, including designated visiting locations so as to dynamically provide maximum law / management enforcement forces (e.g. police, safeguards, etc. ) coverage to vulnerable locations in real-time.

[0017] For example, the provided systems and methods enable predictive policing by combining historical intelligence with live patrol data, thoroughly preparing patrol officers for the next unexpected incident.

[0018] For example, the provided systems and methods enables the use of GPS on patrol officer in relation to crime displacement: GPS data on patrol officers is critical asset for analysis as it plays a pivotal role in influencing the movement of crime. By leveraging precise location information, law enforcement can strategically position patrols, which may cause criminal activities to migrate to less monitored areas. The utilization of GPS data helps in the proactive redistribution of police resources to deter crime effectively and manage its displacement. These data are important for AI recommendations.

[0019] For example, the provided systems and methods enable real-time intelligence and patrol officer data tagging: Conventionally, patrol officer document observations made on paper while on duty. However, compiling these detailed accounts can be time-consuming. Moreover, the narrative format of these records often presents challenges for categorization and analysis. The implementation of real-time intelligence systems that allow for immediate tagging by officers, followed AI language understanding, can significantly incorporate the real-time intelligence to actionable insights.

[0020] For example, the provided systems and methods enables open-source intelligence: Social-media can be a valuable tool for identifying dangerous locations or “black spots” that are prone to accidents or criminal activities. Local groups can provide insights into areas that residents feel are unsafe such as pickpockets.

[0021] For example, the provided systems and methods enable the recording of dynamic patrol location and action by use of NFC: Employing NFC IoT Sensors to log dynamic patrol locations enables officers to effortlessly capture precise location and time data with minimal disruption, avoiding the need to input extensive details manually. This technology is particularly beneficial for overseeing the implementation of dynamic patrol routes that demand instantaneous and highly precise tracking. [0093] In some examples, provided is a non-transitory computer-readable medium storing at least one computer program for implementing a method as described herein.EXAMPLE 1 SUMMARY

[0094] Now referring to FIG. 1, an ingenuous intelligence-led law enforcement system 100 with a centralised dashboard designed to provide ideal responses to crime as they occur. Leveraging the proposed purposely engineered AI Techniques -STRATEGI -to predict and interdict crimes by enhancement of real-time intelligence-led policing capabilities.

[0095] The proposed system 100 allows peer-to-peer real-time sharing of live data on the beat among officers and police vehicles. STRATEGI analyses big data and combines it with police intelligence to provide real-time feedback and recommendations, including designated visiting locations so as to dynamically provide maximum police coverage to vulnerable locations in real-time.

[0096] The application of such techniques to enable predictive policing by combining historical intelligence with live patrol data, thoroughly preparing patrol officers for the next unexpected incident.

[0097] Various examples of the disclosure are discussed below. While specific implementations are discussed, it should be understood that this is done for illustrative purposes and variations with other components and configurations may be used without departing from the scope of the disclosure as defined by appended claims.

[0098] Intelligence-Led Patrolling is a law enforcement strategy that emphasizes the use of intelligence and data analysis to guide patrol officers to specific areas where crime is more likely to occur. This approach aims to make the patrolling process more efficient and effective by focusing resources on hot spots or on individuals who are known or suspected to be involved in criminal activity. Without intelligence-led patrolling strategy, law enforcement agencies may face several challenges that can impact the efficiency and effectiveness of their crime prevention and response strategies.

[0099] Ineffective Resource Allocation: Without intelligence and data analysis, resources may be spread thinly or allocated based on outdated or inefficient practices, leading to less effective policing.

[0100] Increased Response Time: Officers may not be positioned optimally to respond quickly to incidents due to a lack of a predictive placement.

[0101] Hidden Crime Patterns and Trends: Law enforcement might overlook chances to thwart criminal activity or dismantle illicit networks if data is not scrutinized for recurring patterns. Utilizing sophisticated analytical methods is crucial to uncovering these patterns in criminal behaviour and providing informed recommendations.

[0102] Real-Time Intelligence Input for Timely Enforcement: Implementing advanced data communications with AI interpretation allows timely enforcement. Establishing centralized command call centres that can monitor live feeds, intelligence inputs, and officer locations to coordinate a rapid response.

[0103] Use of GPS on Patrol officer in relation to Crime Displacement: GPS data on patrol officers is critical asset for analysis as it plays a pivotal role in influencing the movement of crime. By leveraging precise location information, law enforcement can strategically position patrols, which may cause criminal activities to migrate to less monitored areas. The utilization of GPS data helps in the proactive redistribution of police resources to deter crime effectively and manage its displacement. These data are vital for AI recommendations.

[0104] Real-Time Intelligence and Patrol Officer Data Tagging: Conventionally, patrol officer document observations made on paper while on duty.

[0105] Open-Source Intelligence: Social-media can be a valuable tool for identifying dangerous locations or “black spots” that are prone to accidents or criminal activities. Local groups can provide insights into areas that residents feel are unsafe such as pickpockets.

[0106] Enabling of Recording Dynamic Patrol Location and Action by use of NFC: Employing NFC IoT Sensors to log dynamic patrol locations enables officers to effortlessly capture precise location and time data with minimal disruption, avoiding the need to input extensive details manually. This technology is particularly beneficial for overseeing the implementation of dynamic patrol routes that demand instantaneous and highly precise tracking.

[0107] The present disclosure proposes a method shown in FIG. 1 to address all the above challenges. It assesses the risk level associated with various types of crime at specific locations (for example, the likelihood of jewellery theft on individual) and offering text-based guidance intelligence-led law enforcement strategies. By leveraging intelligence data sources through the suggested system, this approach delivers enforcement that is both immediate and precise.

[0108] At block 1 data is received from a vertical intelligence data collector. This encompasses traditional intelligence sources, including information from the 999 police emergency call centre and the internal police internal incident intelligence database.

[0113] At block 6 open-source data is fed into the transformer large language model (AI NLP) to extract the trending high-risk keywords, locations and attributes.

[0114] At block 7 key information extracted from block 4, block 5 and block 6 are queried with block 7 to correlate the historical information in Big Data Intelligence Database block 8.

[0115] At block 8 intelligence-led policing knowledge is stored in Big Data Intelligence Database.

[0116] At block 9 key information extracted from block 4, block 5, block 6 and block 7 are fed into customized deep learning encoder network layers and functional logics. AI Attention mechanism is used to analyse the complicated combinations of intelligence and output the compressed information in embedding vectors format as in block 10.

[0117] At block 10 key information such as street information, suspected information, hot-trends, past policing actions and strategies are represented in embedding vector matrices formats.

[0118] At block 11 key information from block 10 Embedding layers is fed into AI probabilistic classifier. It includes block 12 an AI attention-based algorithms to judge the importance and implications by using mathematical weighting of factors. Risk level is calculated in the algorithm.

[0119] At block 11 It includes block 13 AI NLP generative AI to provide textual recommendation and actionable insights such as patrolling frequency and location, Continue-to-Monitor, Escalation-to -Officer etc.

[0273] Different sources of data have different ages of data. The ages of data ranges from one years to ten years. Map datasets in open data including the streets, roads, shops are collected from government provided sources and open data sources. Environmental datasets in open data are collected from observatory repositories and various environmental data provider. Intelligence datasets are collected from government internal data. Social media and online web datasets are collected by web-crawling.

[0274] The model training is divided into 3 phases.

[0275] The first phase involves the fine-tuning of large language models in the big-data database 230 using mentioned training datasets. Depends on the amount of data, this process typically requires computational powers of 3.5 billion Tera-flops. The computational requirement is typically equivalent to around 120 training-days of using NVIDIA GPU 4090. Typically, 192GB GPU memory is recommended for the first phase LLM fine-tuning process.

[0276] The second phase involves the training of encoder network 223, embedding layer 224, and risk classifier submodule 2251, respectively. Depends on the amount of training data available, this process may require computational power of 3 billion Tera-flops. The computational requirement is typically equivalent to around 120 training-days of using NVIDIA GPU 4090.192GB GPU is used in our training.

[0277] The third phase involves the fine-tuning of large language models in recommendation submodule 2252. The computational requirement is typically around 3.5 billion Tera-flops. It is equivalent to around 120-training-days of using NVIDIA GPU 4090. 10.3 Training effect using desired Data

[0278] Our designed AI structures in encoder network and block 12 utilize our tailored use of data with AI technical structures called cross-attention structures with Encoding and Decoding capabilities. The power of cross-attention mechanism in encoder network provides an important mathematical focus on the required data among all information. Among many intelligences, the attention embedding retrieved the most important characteristics among street intelligence, crime intelligence and general intelligence.

[0279] Fusion with the processing of probabilistic classifier module in block 12, our validation test datasets increase the estimation of risk level location by more than 20%. With the assistance of historical big data records in 8, the historical experience improves the estimation by 6.2%. The human feedback loop with the actual outcome provides continuous improvements of the system, with roughly 1-3%for every 1000 feedbacks. 10.4 A training exampleExample Data Size for Training

[0280] In this example, on top of the pre-training LLM model, additional data of 100GB data is used. The larger the data amount, the better the system.

[0281] There are two types of datasets used.

[0282] The first type of datasets include internal data from internal system in government law enforcement department. The second type of datasets include open data sets. The second datasets play a very important role at the initial phase of system training due to the time required to collect experience data from the first type of datasets. On the other hand, the first type of data provides highly specific patrolling and policing experience in the risk estimation and actionable recommendations.Example Type of Data

[0330] Phase 1 Training - first AI NLP module 2211

[0331] Dataset: It involves the training of block-4 only. In AI technical term, this process called “fine-tuning” of transformer model. Rather than train a model from scratch, the model is fine-tuned on top of existing pre-trained large language model. Three datasets are involved: [1] Police Intelligence Data [2] Police Call Centre Data [3] Incident Data [4] Patrolling Data

[0332] Aim of fine-tuning: On top of the existing large language transformer model, the ‘fine-tuning’ process allows the model to learn more specific (in this case “Patrolling and Policing” ) knowledge and keywords for data extraction.

[0333] Key algorithm: There is no restriction in the fine-tuning algorithm such as LoRA or prompt tuning. In our case, we utilize “Low-Rank Adaptation (LoRA) ” fine-tuning method. It adds low-rank matrices to existing model weights with no new layers.

[0334] Parameters: The parameters needs to tune based on different datasets. In particular, we use “Rank=8” , “lora_dropout=0.1” , ” bias=none” parameters. Learning rate is adaptive starting from 1e-4 and AdamW as optimizer.

[0404] “Summary: High Risk detected.

[0405] Analysis: AI detected the suspicious correlation of events across the car-plate KA-1234.

[0406] Firstly, the vehicle with the car-plate KA-1234 was reported to be stolen on Feb 2 2024. (Source: Police Intelligence and Incident Dataset) . Secondly, the car-plate was spotted again in Jordan Street on Apr 10 2024. Thirdly, there is an increasing security risk along the Jordan Street due to the increasing number of new jewelry shops opened along the Jordan Street. The rise in high-value stores has attracted more attention from criminals, leading to a surge in thefts and suspicious activity in the district. (Sources: online web, social media and open dataset)

[0407] Recommendation: Since a suspicious man was spotted (Source: Police Call Centre Data) , and the current patrolling frequency and locations appear insufficient, it is recommended to enhance security efforts. This includes increasing patrol frequency and adjusting patrol routes to improve coverage and effectiveness. The recommended routes as below: Spot-A, Spot-B, and Spot C. ”
