[0001] The present disclosure relates generally to wireless communication systems and, more specifically, the present disclosure relates to sidelink measurements in vehicle-to-everything (V2X) communication.[Background Art]
[0002] To meet the demand for wireless data traffic having increased since deployment of 4th generation (4G) communication systems, efforts have been made to develop an improved 5th generation (5G) or pre-5G communication system. The 5G or pre-5G communication system is also called a 'beyond 4G network' or a 'post long term evolution (LTE) system'. The 5G communication system is considered to be implemented in higher frequency (mmWave) bands, e.g., 60 giga-Hertz (GHz) bands, so as to accomplish higher data rates. To decrease propagation loss of the radio waves and increase the transmission distance, beamforming, massive multiple-input multiple-output (MIMO), full dimensional MIMO (FD-MIMO), array antenna, analog beamforming, and large scale antenna techniques are discussed with respect to 5G communication systems. In addition, in 5G communication systems, development for system network improvement is under way based on advanced small cells, cloud radio access networks (RANs), ultra-dense networks, device-to-device (D2D) communication, wireless backhaul, moving network, cooperative communication, coordinated multi-points (CoMP), reception-end interference cancellation and the like. In the 5G system, hybrid frequency shift keying (FSK) and Feher's quadrature amplitude modulation (FQAM) and sliding window superposition coding (SWSC) as an advanced coding modulation (ACM), and filter bank multi carrier (FBMC), non-orthogonal multiple access (NOMA), and sparse code multiple access (SCMA) as an advanced access technology have been developed.

1. A user equipment, UE, in a wireless communication system, the UE comprising: a transceiver (1220) configured to receive measurement configuration information and transmit a measurement report including a system frame number, SFN, and measurement results on serving and neighboring cells; and a processor (1210) operably connected to the transceiver (1220), the processor (1210) is further configured to: identify an indicator included in the measurement configuration information, the indicator indicating whether the SFN is included in the measurement report, determine, based on the indicator included in the measurement configuration information, whether the SFN is included in the measurement report, and generate the measurement report based on a determination that the SFN is included in the measurement report, wherein the SFN is a current SFN that is determined when the measurement report is generated.
2. The UE of Claim 1, wherein the transceiver (1220) is further configured to transmit an uplink transmission including the measurement report or a signaling radio bearer, SRB, in a listen-before-talk operation that is applied to avoid interference from neighbor UEs for the uplink transmission.
3. A user equipment, UE, in a wireless communication system, the UE comprising: a transceiver (1220) configured to receive measurement configuration information; and a processor (1210) operably connected to the transceiver (1220), the processor (1210) is further configured to: identify an indicator included in the measurement configuration information, wherein the indicator indicates whether to report an elapsed time stamp in a medium access control channel element, MAC CE, determine, based on the indicator included in the measurement configuration information, whether to report the elapsed time stamp in the MAC CE, and generate a measurement report including measurement results on serving and neighboring cells based on the measurement configuration information and the MAC CE including the elapsed time stamp based on a result of the determination, wherein the transceiver (1220) is further configured to transmit the measurement report and the MAC CE including the elapsed time stamp, wherein the elapsed time stamp is a time information between a time when the UE sets the measurement results into the measurement report or when the UE sets the measurement report to be transmitted or when the UE generates the measurement report and a time when the UE transmits the measurement report or when the UE gets a radio resource allocation to transmit the measurement report or when the UE generates a medium access control protocol data unit, MAC PDU, including the measurement report and the MAC CE.

6. The UE of Claim 3, wherein the transceiver (1220) is further configured to transmit a signaling radio bearer, SRB, that is multiplexed with the MAC CE including the elapsed time stamp.

A method performed by a user equipment, UE, in a wireless communication system, the method comprising: receiving measurement configuration information; identifying an indicator included in the measurement configuration information, the indicator indicating whether a system frame number, SFN, is included in a measurement report; determining, based on the indicator included in the measurement configuration information, whether the SFN is included in the measurement report; and generating the measurement report including the SFN based on a determination that the SFN is included in the measurement report, wherein the SFN is a current SFN that is determined when the measurement report is generated, and furthermore including measurement results on serving and neighbouring cells; and transmitting the measurement report.
8. The method of Claim 7, further comprising: transmitting an uplink transmission including the measurement report or a signaling radio bearer, SRB, in a listen-before-talk operation that is applied to avoid interference from neighbor UEs for the uplink transmission.
9. A method performed by a user equipment, UE, in a wireless communication system, the method comprising: receiving measurement configuration information; identifying an indicator included in the measurement configuration information, wherein the indicator indicates whether to report an elapsed time stamp in a medium access control channel element, MAC CE; determining, based on the indicator included in the measurement configuration information, whether to report the elapsed time stamp in the MAC CE; generating a measurement report including measurement results on serving and neighboring cells based on the measurement configuration information and the MAC CE including the elapsed time stamp based on a result of the determination; and transmitting the measurement report and the MAC CE including the elapsed time stamp, wherein the elapsed time stamp is a time information between a time when the UE sets the measurement results into the measurement report or when the UE sets the measurement report to be transmitted or when the UE generates the measurement report and a time when the UE transmits the measurement report or when the UE gets a radio resource allocation to transmit the measurement report or when the UE generates a medium access control protocol data unit, MAC PDU, including the measurement report and the MAC CE.
10. The method of Claim 9, wherein the elapsed time is determined based on a number of listen-before-talk, LBT, failures.
11. The method of Claim 9, further comprising: generating a transport block, TB, to transmit the measurement report and the MAC CE including the elapsed time stamp, wherein the measurement report and the MAC CE are multiplexed in the TB.
