Abstract

The objective is to provide a vehicle lighting device and a vehicle lamp that can form an appropriate reflective film on the inside of the frame. [Solution] The vehicle lighting device according to the embodiment comprises: a socket; a substrate provided on one end side of the socket; a plurality of chip-shaped light-emitting elements provided on a first surface of the substrate opposite to the socket side; a frame-shaped frame portion surrounding the plurality of light-emitting elements; and a reflective film covering the first surface of the substrate located inside the frame portion, the reflective film having a reflectivity to light emitted from the plurality of light-emitting elements that is higher than the reflectivity of the first surface of the substrate. The light-emitting surfaces of the plurality of light-emitting elements are exposed from the reflective film. A recess opening to the first surface is provided in the region of the first surface of the substrate surrounded by the frame portion. When viewed from a direction along the central axis of the vehicle lighting device, the recess extends between adjacent light-emitting elements.
