To provide a waterproof sheet that accurately suppresses or prevents occurrence of blisters on a surface of the sheet over time, even if a waterproof sheet being colored black is used in a sheet-waterproofing structure that applies waterproofing by laying the waterproof sheet on a building frame, and a sheet-waterproofing structure in which such a waterproof sheet is laid on the building frame.SOLUTION: A waterproof sheet 50 of the present invention is used when applying waterproofing to a building frame 10, and is mainly composed of a resin material, has a first layer 51, and a second layer 52 laminated on an opposite side of the first layer 51 to the building frame 10. The second layer 52 contains a carbon material as a black colorant.
