1. a toilet paper holder comprising: a first side and a second side facing each other for holding toilet paper; a connecting member connecting the first side and the second side; a toilet paper support means for supporting the toilet paper in a state preventing it from spinning freely; and a paper cutter for cutting the toilet paper; wherein the paper cutter, which is freely swingable on the toilet paper holder, is swung up and down so that a first support shaft supporting the paper cutter rotates rearward relative to the first support shaft, causing the roll of toilet paper mounted on the toilet paper holder to rotate in the direction in which the toilet paper comes out of the toilet paper holder, thereby discharging the toilet paper outside the toilet paper holder; and wherein the first support shaft supporting the paper cutter is provided with a ratchet mechanism that cuts off the transmission of power to the first support shaft when the paper cutter is moved downward, and a conversion device that reverses the direction of rotation is provided between the first support shaft that supports the paper cutter and the toilet paper support means that supports the toilet paper.
